Called to order at 5:01 p.m. INVOCATION: Mayor Schlicht PLEDGE OF ALLEGIANCE: Mayor Pro Tem Raths PRESENTATIONS P1. Proclaim July 2015 as Recreation & Parks Month Mayor Schlicht presented the proclamation to Director of Recreation and Community Services Mark Nix and recreation department staff. P2. Certificate of Appreciation to Mended Hearts for Their Donation of Four Automated External Defibrillators (AED) to the City s Recreation Facilities Assistant City Manager Keith Rattay and Mayor Schlicht presented the certificate of appreciation to the President Dennis Galloway and the Board of Directors of Mended Hearts, Chapter 216. P3. Proclamation on the 40th Anniversary of AYSO Region 84 Mayor Schlicht presented the proclamation to Dave Selecky, Regional Commissioner for AYSO Region 84. CONSENT CALENDAR U/B Approved the Consent Calendar as outlined below. 1. Waive Reading of Ordinances and Resolutions Approved the reading by title of all ordinances and resolutions and declared that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived. Check Register Dated June 19, 2015 in the Amount of $1,898, Ratified the accompanying check register. 6. Adoption of the FY Budget for the Mission Viejo Community Development Financing Authority Adopted CDFA Resolution Adopting a Budget for the Mission Viejo Community Development Financing Authority for the Fiscal Year. 7. Adoption of the FY Budget for the Mission Viejo Housing Authority Adopted Housing Authority Resolution Adopting a Budget for the Mission Viejo Housing Authority for the Fiscal Year. 8. Establish an Appropriations Limit for the Fiscal Year Adopted Resolution Establishing an Appropriations Limit for the Fiscal Year. 9. Consultant Services to Produce, Direct and Cablecast Live City Council Meetings for Television and the Web (1) Awarded a contract for the subject services to Eric Winter (A15-37) for the period of July 1, 2015, through June 30, 2017, in the amount of $49,427.00; and (2) authorized issuance of a purchase order to Eric Winter for the period of July 1, 2015, through June 30, 2016, in an amount not to exceed $24, pending adoption of the budget by the City Council. 10. Consultant Services for Producer/Director of Various Mission Viejo Television Programming (1) Awarded a contract for the subject services to Eric Winter (A15-38) for the period of July 1, 2015, through June 30, 2017, in the amount of $53,721.00; and (2) authorized issuance of a purchase order to Eric Winter for the period of July 1, 2015, through June 30, 2016, in an amount not to exceed $26, pending adoption of the budget by the City Council. 11. Consultant Services for Coordination of Activities at Mission Viejo Television (MVTV) (1) Awarded a contract to Eric Winter (A15-39) for coordination of activities at Mission Viejo Television for the period of July 1, 2015, through June 30, 2017, in the amount of $63,395.00; and (2) authorized staff to issue a purchase order to Eric Winter for the period of July 1, 2015, through June 30, 2016, in the amount of $31, pending adoption of the Fiscal Year budget by the City Council. Renewal of Telecommunications Services with State of California and AT&T Approved agreements with the State of California (A15-42, A15-43, A15-44) to allow AT&T to provide local and long distance calling plans and other telecommunications services. 15. Seven-Year Public Works Capital Improvement Program (FY through FY ) (1) Adopted Resolution adopting a Seven-Year Public Works Capital Improvement Program beginning with the Fiscal Year; and (2) directed the Director of Public Works to transmit the adopted Seven-Year Public Works Capital Improvement Program to the Orange County Transportation Authority by July 31, Annual Facility Janitorial Maintenance Contract award (1) Awarded a contract for Janitorial and Related Services to Team One Management (A15-45) for the period of July 13, 2015 through June 30, 2017, in an amount not to exceed $492, and (2) authorized issuance of a purchase order to Team One Management for the period of July 13, 2015 through June 30, 2016 in an amount not to exceed $246, pending approval of the budget by the City Council. 17. Annual Facility Janitorial Maintenance Contract Amendment Approved Contract Amendment #3 to Team One Management, for the period of July 1, 2014 through June 30, 2015, in an amount not to exceed of $14, for Janitorial and Related Services at Mission Viejo City Hall, Library, Montanoso and Sierra Recreation Centers, Felipe and Marguerite Tennis Centers and the Norman P. Murray Community and Senior Center due to California s Mandatory Minimum Wage increase implemented on July 1, Annual Routine Fleet Vehicle Maintenance Services (1) Awarded a contract to Mission Viejo Service Centers, Inc. (A15-46) for Annual Routine Fleet Vehicle Services for the period of July 1, 2015 to June 30, 2017 in an amount not to exceed $106,200.00; and (2) authorized the issuance of a purchase order to Mission Viejo Service Centers, Inc. for the period July 1, 2015 to June 30, 2016, in amount not to exceed $53,100.00, pending adoption of the Fiscal Year budget by the City Council. 20. Fleet Motorcycle Maintenance Services Approved the First Amendment to the existing contract with Huntington Beach Honda in the amount of $65,000 for the Police Services Motorcycle Maintenance Program for the term beginning July 1, 2015 to June 30, Replacement Vehicle for the Senior Citizens Activity Team (SCAT) Program (1) Approved the Purchase of a GMC Terrain Sport Utility Vehicle in the amount of $25,351 from Tustin GMC for the Police Services Senior Citizens Activity Team (SCAT) Program; and (2) adopted Resolution amending The FY Police Services City Council Summary 3 July 6, 2015
4 Budget In The Amount Of $27,000 For Expenditures Related To The Purchase Of The SCAT Vehicle. 22. Maintenance of Traffic Signals and Appurtenance, Interconnect, Flashing Beacons, Illuminated Street Name Signs, Safety Lights and CCTV Cameras-Contract Extension Approved Second Amendment with Siemens Industry Incorporated extending the term of the contract to September 30, Residential Resurfacing (CIP 838)-Slurry Seal Approved the bid specifications, subject to minor revisions required by the City Engineer, and authorized staff to advertise for construction bids for the subject project. 24. Transfer of Southern California Edison Rule 20A Allocations Authorized the City Manager to enter into an agreement with the City of Newport Beach (A15-47) to transfer the City s unused Rule 20A allocation of $100, within the Southern California Edison (SCE) Service Area to the City of Newport Beach in exchange for compensation in the amount of $55, Revision to City of Mission Viejo Personnel Policy Adopted Resolution Providing for the Revision to the CalPERS Special Compensation Personnel Policy. 27. Partnership Agreement with Pacific Symphony for Symphony in the Cities Summer Concert 2015 Approved Partnership Agreement with Pacific Symphony for Symphony in the Cities ITEMS REMOVED FROM THE CONSENT CALENDAR 3. Check Register Dated June 5, 2015 in the Amount of $426, Sc/U Ratified the accompanying check register. 4. Check Register Dated June 12, 2015 in the Amount of $1,401, Sc/B Ratified the accompanying check register. 12. Playground, Parkland, and Facilities Safety Inspection Services Sc/U (1) Awarded contract for the subject services to Jamey Clark, Inc. (A15-40) for the period of July 1, 2015 through June 30, 2017 in the amount of $ 330,000.00; and (2) authorized issuance of a purchase order to Jamey Clark, Inc. for the period of July 1, 2015 through June 30, 2016, in an amount not to exceed $165, pending adoption of the budget by City Council. 5 13. Playground, Parkland, and Facility Infrastructure Maintenance and Repair Sc/ U/R Motion to reject the recommended action and award a contract to Tom Bistline Construction. The motion died for lack of a second. (Sc-no) (1) Awarded contract for the subject services to Jamey Clark, Inc. (A15-41) for the period of July 1, 2015 through June 30, 2017 in the amount of $734,000.00; and (2) authorized issuance of a purchase order to Jamey Clark, Inc. for the period of July 1, 2015 through June 30, 2016, in an amount not to exceed $367, pending adoption of the budget by City Council. 18. Annual Graffiti Removal, Steam Cleaning, Painting, and Sealing Services Sc/R (1) Rejected all bids received for the Annual Graffiti Removal, Steam Cleaning, Painting, and Sealing Services; (2) Approved the Third Amendment to the existing contract with Bonanza Steam Cleaning, Inc. for the two-month period; and (3) issued new purchase order to Bonanza Steam Cleaning, Inc. in an amount not to exceed $12, for the extended contract term. 26. Legislative Advocacy and Government Relations Services Sa/U (Sc-no) Approved the Professional Services Agreement with Townsend Public Affairs (A15-48) for State legislative advocacy and government relations services for a total not to exceed the amount of $60,000 for the period of July 1, 2015 to June 30, OLD BUSINESS 28. Adoption of the Budget U/B Approved (1) Resolution Adopting a Budget for the City of Mission Viejo for and Appropriating Funds for FY Only, and (2) Resolution 15-35, Amending The City s Salary Schedule and Establishing Salary Ranges for Authorized Job Classifications. 29. Award design contract for the Marguerite Aquatics Complex to Aquatic Design Group Sa/U Awarded a contract for the design and engineering services to Aquatic Design Group (A15-49) in an amount not to exceed $598,500 and issue a purchase order; and (2) directed staff to look at the 15% markup on some of the reimbursable expenses. 6 Sa/B Adopted Resolution Approving the Third Amendment to the Amended Orange County Fire Authority JPA Agreement and authorizing execution of the Amendment. 32. Orange County Transportation Authority (OCTA) Council Member Ury deferred the report to the next City Council Meeting. 33. Voting Delegate and Alternate(s) for the 2015 League of California Cities Annual Conference Mayor Schlicht appointed Council Member Sachs as the voting delegate and herself and Council Member Bucknum as alternates for the League of California Cities Conference Annual Business Meeting on October 2, Update from Economic Development Committee and Agreement for Professional Services for Economic Development Implementation Kosmont Companies R/Sa Received verbal update from Economic Development Committee and approved Agreement with Kosmont Companies (A15-49) from July 7, 2015 to June 30, 2016, in an amount not to exceed $40,000 for economic development implementation services. 35. Capistrano Valley High School and Coronado Homes Neighborhood Parking Issues Sa/Sc (1) Maintained the current hours of Schools Days Only 9:30 am to 5:30 pm; (2) maintained "No Parking" along Avery Parkway; (3) placed a minimum of two-year moratorium on the Coronado Neighborhood permit parking hours to prevent this issue from being repeatedly revisited; and (4) directed staff and public safety to work in conjunction with CVHS Principal Smith, CUSD, homeowners, PTA, etc to come up with a long-term solution to the parking issues. STAFF REPORTS 36. Update on Drought Tolerant Response Program and Community Service Commission Meeting of May 20, 2015 Sa/U (B-no) Appropriated $12,000 for the Aegean Hills drought tolerant landscape plan and return to the Community Services Commission. COUNCIL MEMBER COMMENTS AND ACTIONS 37. Council Member Reports of Events and Activities Attended The City Council Members acknowledged their event and activities calendars as presented in the report and agreed to provide any changes to the City Clerk for the public record. Purchase of Smart Technology Controllers for City of Mission Viejo Neighborhood Parks U/B (1) Appropriated $195,000 for the purchase and installation of the Smart Technology Controllers for 38 City neighborhood parks from the General Fund. The purchase is to be funded by using rebate funds obtained from the Metropolitan Water District, and $115,525 from the General Fund to complete the purchase; (2) authorize City staff to process a contract and issue a purchase order to Signature Control Systems and issue a purchase order in an amount not to exceed $195,000; and (3) proclaim July as Smart Irrigation Month in Mission Viejo.
