1 TOWN OF RYE BUDGET COMMITTEE 2016 BUDGET WORK SESSION Thursday, December 8, :30 p.m. Rye Town Hall Members Present: Chairman Paul Goldman, Jaci Grote, Peggy Balboni, Ray Jarvis, Mae Bradshaw, School Board Rep Kevin Brandon, Jenness Beach District Rep Randy Crapo, Rye Beach District Rep Shawn Crapo, Rye Water District Rep Ralph Hickson and Selectmen s Rep Craig Musselman. Others Present: Town Administrator Michael Magnant and Finance Director/Asst. Town Administrator Cynthia Gillespie I. CALL TO ORDER AND PLEDGE OF ALLEGIANCE Chairman Goldman called the meeting to order at 6:33 p.m. and led the Pledge of Allegiance. II. WORK SESSION: 2017 TOWN PROPOSED BUDGET A. Town Department Budgets Unfinished Business Proposed Accepted Howard Kalet, Energy Committee Member, presented Energy Committee $ 600 $ 600 Highlights: Mr. Kalet noted the work of the Energy Committee is to track the town s use of energy. To do that the committee hires a summer intern to enter the data, which requires a cost. There is also a cost for education materials used by the committee. There are minor expenditures for conferences and meetings attended by the members of the committee. The committee is requesting $600 to help obtain additional funding with the New England Grass Roots Environmental Fund. They are looking for a commitment from the town in order to move forward with further grants. Motion by Jaci Grote to recommend $600 for the Energy Committee Budget. Seconded by Mae Bradshaw. Vote:
2 Brian Klinger, Library Trustee, presented Library $673,573 $673,573 Highlights: Mr. Klinger stated they met with the Budget Committee on November 10 th. The budget that was presented had several increases proposed, which included a couple of salary adjustments and an adjustment for the way the salaries are computed. It was suggested that the Library Director and the Finance Director rework the numbers, which they have done. Since then, the Library has suffered a loss of the Library Director which has caused the Library Trustees to rethink the budget proposal for the new circumstances. The proposed budget before the Budget Committee at this meeting does not include the salary increases or the adjustment for the 39 week/13-week salary process. The budget request is for $673,573., which is the recommendation of the Selectmen. Motion by Craig Musselman to recommend $673,573 for the Library Budget. Seconded by Mae Bradshaw. Vote: 10-0 Library Warrant Article: $5,000 allocation for unexpected and unanticipated repairs and maintenance. The balance in this fund is currently $23, Selectman Musselman noted the warrant article is not limited to unanticipated repairs. This warrant article is open because of the wording of the article. Mr. Klinger stated the intent is for the funds to be used for unanticipated expenses. The committee was okay with the wording of the article. Motion by Ralph Hickson to recommend the Library Warrant Article in the amount of $5,000. Seconded by Mae Bradshaw. Vote: 10-0 Karen Allen, Library Trustee, spoke to the committee in regards to the Library s request for the Selectmen and members of the Budget Committee to work with the Library Trustees on a new compensation plan in order to attract and maintain high performing library staff. Patriotic Purposes $ 10,700 $ 10,700 Highlights: Finance Director Cynthia Gillespie stated she had a last minute request from the Fire Association of $500 to be used for the Holiday Parade. Some agencies who have donated in the past will no longer be making donations. This is the only change in the budget, which was already presented to the Budget Committee and voted on by the committee at their previous meeting. (Budget Committee passed a vote for $10,200 on November 10 th.) Motion by Jaci Grote to add $500 to the original amount recommended by the Budget Committee for the Patriotic Purposes Budget; amount to be $10,700. Seconded by Mae Bradshaw. Vote:
3 Elections $ 12,125 $ 12,125 Highlights: Finance Director Gillespie noted the ballot printing and coding have been moved into the Elections Budget from the Town Clerk Budget. There is no change to the net dollar amount. Motion by Shawn Crapo to recommend $12,125 for the Elections Budget. Seconded by Ralph Hickson. Vote: 10-0 Town Clerk Elections, Vital Records & Registrations $ 7,100 $ 7,100 Motion by Shaw Crapo to recommend $7,100 for the Town Clerk Budget. Seconded by Jaci Grote. Vote: 10-0 Regional Agencies $ 54,871 $ 54,871 Highlights: This budget was tabled because the information on the Regional Associations was not available at the previous budget meeting. It is now available for the committee s review. The committee reviewed the information, along with the budget. Motion by Jaci Grote to recommend $54,871 for the Regional Agencies Budget. Seconded by Ray Jarvis. Vote: 10-0 Land Management $ 26,160 $ 26,160 Highlights: The Budget Committee voted on November 10 th to recommend $18,660. Since that meeting, new information has been received on well monitoring. The monitoring on the Landfill has been changed from $2,500 to $10,000. NH DES will be requiring new monitoring for all landfills. There are two landfills in Rye; Breakfast Hill and Grove Road. Motion by Kevin Brandon to recommend $26,160 for the Land Management Budget. Seconded by Ray Jarvis. Vote: 10-0 Building Inspector $ 231,024 $ 231,024 Highlights: There was an addition of $4,000 to the budget to cover the inspections for the Pump-Out Ordinance. There was discussion on the new ordinance. Motion by Jaci Grote to recommend $231,024 for the Building Inspector Budget. Seconded by Ralph Hickson. Vote: 9-1 Opposed: Shawn Crapo B. Capital Outlay Codification of Town Ordinances & Warrant Articles passed over the years - $10,000 Motion by Jaci Grote to recommend $10,000 be spent in Capital Outlay for Codification. Seconded by Randy Crapo. Vote:
4 Statistical Update for mandatory town wide assessing done every 5 years - $60,000 Mandatory by N.H. Department of Revenue Administration Motion by Mae Bradshaw to recommend $60,000 for the Town Wide Statistical Update. Seconded by Jaci Grote. Vote: 10-0 Records Management Digitization of records for the Building Department - $60,000 Motion by Jaci Grote to recommend $60,000 for Records Management. Seconded by Ralph Hickson. Vote: 10-0 Recreation Department Drainage project for the lower recreation field - $17,000 This will be offset by $17,000 in donated funds from communities who use the field. Motion by Ray Jarvis to recommend $17,000 for the drainage project at the Recreation Fields. Seconded by Randy Crapo. Vote: 10-0 Maintenance to the exterior of the Public Safety Building - $10,000 Motion by Mae Bradshaw to recommend $10,000 for the Public Safety Building. Seconded by Jaci Grote. Vote: 10-0 Town Wide Computers five year rotation for computers for all departments - $10,000 Motion by Mae Bradshaw to recommend $10,000 for Town Wide Computers. Seconded by Jaci Grote. Vote: 10-0 Fire Department Four year phase in radio replacement program - $49,000 Motion by Ralph Hickson to recommend $49,000 for radio replacement. Seconded by Jaci Grote. Vote: 10-0 Public Works Department Replacement of garage doors on Highway Garage - $6,000 Motion by Jaci Grote to recommend $6,000 for the replacement of the Highway Garage doors. Seconded by Ray Jarvis. Vote: 10-0 Town Wide Infrastructure Harbor Road Bridge & Red Mill Lane - $175,000 Motion by Jaci Grote to recommend $175,000 for Town Wide Infrastructure. Seconded by Randy Crapo. Vote: Abstained: Peggy Balboni Stormwater Management Funded grant program through the State - $30,000 Motion by Jaci Grote to recommend $30,000 for Stormwater Management. Seconded by Ralph Hickson. Vote:
5 Public Comment: Peter Crawford, 171 Brackett Road, stated it is basically a flat budget, except that the Capital Outlay is up by $266,000. He expressed his concerns on the Capital Outlays and the increase of $1.05 to the tax rate, based on his calculations Operating Budget - $2,716,270 Motion by Jaci Grote to recommend $2,716,270 for the 2017 General Operating Budget. Seconded by Ray Jarvis. Vote: 10-0 Capital Outlay Fund 9: Recreation Revolving: Guardrail, fencing and sidewalk at Little League Field - $10,000 Update of the recreation area site plan - $5,000 Community center preliminary planning and design - $40,000 (match with a warrant article) After discussion, the committee agreed to take the community center planning and design out of Capital Outlay to be addressed in a warrant article. Motion by to Jaci Grote to add $15,000 to the Recreation Revolving Budget, for Capital Outlay, bringing the total to $261,758. Seconded by Craig Musselman. Vote: 10-0 Capital Outlay Fund 12: Beach Cleaning: Reduction in the beach cleaning by $15,000 for a total - $42,831 Motion by Mae Bradshaw to reduce by $15,000 and recommend $42,831 for the Beach Cleaning Fund 12. Seconded by Jaci Grote. Vote: 10-0 C. Warrant Articles To see if the Town will vote to raise and appropriate the sum of $175,000 to purchase a new truck with plow and material spreader to replace a 2004 six-wheel dump truck and authorize the withdrawal of $175,000 from the Highway Equipment Capital Reserve Fund created in 1994 for this purpose. (This appropriation is in addition to the Operating Budget. This has no current tax impact. Majority vote required.) 5 Motion by Jaci Grote to recommend the Warrant Article of $175,000 to purchase a truck with plow and material spreader. Seconded by Shawn Crapo. Vote: 10-0
6 To see if the Town will vote to raise and appropriate the sum of $125,000 for the reconstruction and paving of Shoals View Drive a town maintained road between Parsons Road and Ocean Boulevard, a distance of approximately 500 linear feet, sum to included engineering services for design, bid and inspection. Motion by Jaci Grote to recommend the Warrant Article of $125,000 for the reconstruction and paving of Shoals View Drive. Seconded by Ralph Hickson. Vote: 10-0 To see if the Town will vote to raise and appropriate the sum of $100,000 to be added to the Fire Truck Capital Reserve Fund established by town vote in Motion by Jaci Grote to recommend the Warrant Article of $100,000 for the Fire Truck Capital Reserve Fund. Seconded by Mae Bradshaw. Vote: 10-0 To see if the town will vote to raise and appropriate the sum of $75,000 to be added to the Highway Equipment Capital Reserve Fund created in Motion by Jaci Grote to recommend the Warrant Article for $75,000 to be added to the Capital Reserve Fund. Seconded by Randy Crapo. Vote: 10-0 To see if the Town will vote to raise and appropriate the sum of $50,000 to be placed in the Expendable General Trust Fund for the Town Employee s Accumulative Leave Fund, established pursuant to RSA 31:91-A by Article 14 of the 1990 Rye Town Meeting, for the purpose of funding Town Employee s Accumulative Leave Accounts. Motion by Randy Crapo to recommend the Warrant Article for the $50,000 for the Employee s Accumulative Leave Fund. Seconded by Ray Jarvis. Vote:
7 Motion by Shawn Crapo to table discussion on the Warrant Article for the Recreation Community Center. Seconded by Jaci Grote. Vote: 10-0 To see if the Town will vote to raise and appropriate the sum of $25,000 to be added to the Municipal Buildings Maintenance Expendable Trust Fund, established by Article 11 at the 2007 Town Meeting under the provisions of RSA 31:19-A, for the purpose of maintenance and repairs to municipal buildings. Motion by Jaci Grote to recommend the Warrant Article to add $25,000 to the Municipal Buildings Maintenance Expendable Trust Fund. Seconded by Mae Bradshaw. Vote: 10-0 To see if the Town will vote to raise and appropriate the sum of $25,000 to contract for engineering design, plus bidding services, to plan the replacement of the existing salt shed and authorize the withdrawal of $25,000 from the Salt/Sand Storage Building Capital Reserve Fund, created in 2005 for this purpose. (This appropriation is in addition to the Operating Budget. This article has no current tax impact. Majority vote required.) Motion by Mae Bradshaw to recommend the Warrant Article for $25,000., from the Salt/Sand Storage Building Capital Reserve Fund, for engineering and design to plan the replacement of the existing salt shed. Seconded by Jaci Grote. Vote: 10-0 III. OTHER BUSINESS Meeting Minutes of November 10, 2016 The following correction was noted: (This correction is also inclusive of amendments made to the minutes on December 7, 2016.) It should be noted that the Sewer Department Budget, Fund 2/ , should be $258,343 Motion by Mae Bradshaw to amend the minutes of the November 10, 2016 Budget Committee Work Session, to change the figures for the Sewer Department Budget, listed on page 2, to $258,343. Seconded by Jaci Grote. Vote: Abstained: Ray Jarvis and Kevin Brandon 7
