1 Town of Woodbury Town Budget Meeting June 22, 2015 The Annual Town Budget Meeting was called to order at 7:00 PM with 47 residents in attendance. Moderator Lou DeLuca asked that everyone stand for the Pledge of Allegiance. Mr. DeLuca asked to waive the reading of the call, and asked everyone to please turn off all cell phones and electronics, and when recognized to speak, please use the microphone in the center of the room and state your name and address for proper recording. Mr. Tom Arras asked that the first paragraph of the call be read by the Town Clerk and questioned whether there is an issue as he believed that the meeting should have been noticed as a "Special Town Mtg" not an "Annual Town Budget Meeting", and that it had been brought up at the last Board of Selectmen's meeting. Mr. DeLuca felt no need to be concerned due to the agenda of this meeting. Alex DeSorbo, BOF Chair gave the budget presentation (see attached) Mr. DeLuca : Questions or comments on the budget Bill Butterly: Selectman read a letter he had drawn up which explained how this is the 2 nd year of a zero increase in the mill rate (see attached) Stan Love, 74 Main St N., and member of the Board of Finance spoke about how the BOF had removed from Park & Rec a tractor and that the existing one had now become totally non-functional. Mr. Love made a motion to increase the budget by $18,500 for a new field tractor. The motion was 2 nd by William Monti Mr. DeLuca: Comments or questions. Sean Murphy, Sherman Hill Rd., believes that more should be cut from the budget and any additional funds needed should be taken from somewhere else. Mr. DeLuca: Questions or comments Chris Mauro, River View Lane, spoke about the importance of the tractor mentioning that kids play in this field and this machine is an important machine that should be put back into the budget. Sean Murphy, Sherman Hill Rd., said he didn't disagree for the need, but we should let people that use these fields pay and contribute. Town people cannot keep paying for activities that not everyone uses. Alexis Chacchia, 57 Old Grassy Hill Rd., believes that families are already contributing enough. Adele Taylor, Washington Rd., spoke in favor of supporting the tractor. Tom Arras, Main St S., has a problem with increasing the Park & Rec budget and is against the motion to add to the budget. Mr. DeLuca: Further questions or comments. Hearing none we will take a vote by a raising of hands. Results 38 yes 9 no, motion carries. Mr. DeLuca: Further questions or comments. Alex DeSorbo mentioned that the Tax Collector was able to collect back taxes this past Friday for $99,000, and was expecting another large check to come in within the next couple of weeks, which may or may not impact the Mill Rate.

2 Sean Murphy, Sherman Hill Rd., wanted on record that he is tired of getting comments from the 1st Selectman and BOF, that it is unprofessional and that they should show respect. A heated discussion followed until Mr. Murphy left the meeting. Tom Amatruda, Orchard Ave., your bottom line figure is 3%, wants to know why we can't start off with a 2% increase instead of playing the game. Everyone is told this is the best budget they can do, but when it fails, there is always a decrease, so why can't we start off with the best. You can't keep coming back to everyone for more money. Get it down to inflation rate, until then he will vote no. Tom Arras, Main St S., Mentioned that one of the letters Mr. Butterly was referring to was his regarding the Senior Center Director, and expressed how he figured the hours and the pay increase looked like she was making $70 an hour. He said he did not say she was making that amount. Mr. Butterly addressed this issue and showed a hand out (see attached) and referred to comparisons with Southbury. Mr. DeLuca: Questions or comments Gary Suslavich, Hurds Hill Rd., I have a question on the Contingency, the Charter says contingency can only be 1% of the budget and this is more. Mr. Suslavich wanted to know if there are dollars available in this special account to pay for private duty. Mr. Butterly: Explained that there is money coming in from private duty to handle the special duty costs. He did not have a total of what was in that account at this time. When police do private duty, they get private duty pay and the car gets $16.75 per hour. Gary Suslavich: looking at the oil & gas figures, they don't seem to be decreasing and there is no consistency, and is wondered if there was a department by department breakdown. The oil and gas line seems very confusing. Is oil and gas meaning for cars or heat? is down 4%. Mr. DeSorbo: If I take all departments, the increase overall is down 17%, heat and light & power Gary Suslavich: Made a motion to take $20,000 from the capital budget (police car lease program) Motion was 2 nd by Tom Arras Mr. DeSorbo: Do you know if there is enough money in that account to reduce it? I do not have those totals here with us tonight. Sgt. Joe Roden: This account is self-sufficient in the private duty fund. This money is already appropriated for these leased cars. Gary Suslavich: My understanding is there is money to handle the lease payment, but the intent is to fund this expenditure. Sgt Roden: Correct, that fund is paying for this years portion of the lease. Mr. DeLuca: Further questions or comments. Hearing none a vote was taken by hand on the motion. Results Yes 5 No, not counted due to amount of hands raised. Motion defeated Mr. DeLuca: Further questions or comments. Hearing none, this meeting is adjourned to a referendum on June 30 th at the Senior Center on this budget. TOTAL town salaries and benefits cost aprox. $5.062M or $3.60 per $1000 of assessment. A reduction of 10% of ALL town operations would reduce the mill rate by ~ 0.84 mills (84C on $1000 assessment - assuming the reductions did not affect revenue) $11,322 in/out of the budget = about 0.01 mills or 1C per $1000 of assessed value. 12 To the Editor: On Monday, next, the voters of Woodbury will be going to the polls to vote for the Municipal budget. It's the 2" d time around for this one, which means that we will have spent about $15,000 on the budget process when the polls close at 8PM on June 30 th. This to (hopefully) pass a municipal budget that for the second year in a row will have no mill rate increase. I would like to repeat that: the $9,567,099 municipal side of the budget does not cause an increase in your mill rate, hence your taxes. Period. There will be a.40 mill increase (40 cents per $1,000 of assessed value) because of Region 14's $22,523,205 budget that has already been passed- we cannot change that! Don't be taken in by the "Nothing is ever right crowd": No town employee is making $70 per hour, we are not buying property with any money in this budget, and we are not contemplating combining Park and Rec with Senior center ala Southbury as some are suggesting. Why? Southbury has 7 full time people in that combo where we have 4 who are already working together in such things as the WOW program. Yes, Southbury has a larger population, but they also have Heritage Village, Three Assistant Living facilities and a large Jewish Community Center- all offering various programs. We have but one. This is the 2" d year that Woodbury has produced a zero increase in the mill rate, in part because we have fewer full time employees. But the department heads worked closely with the boards of Selectmen and Finance to bring this budget in at a zero mill rate increase. All they ask is that you study the budget.
