2 Irene Koch John Gibbs Pete Johnson Jr. PUBLIC PARTICIPATION Atty. Jim Musacchio: After reviewing the Water/Sewer District Contract that the Village drawn up, and talking with Atty. Greg Yaw, Mike Hutchinson, and Atty. Deb Chadsey, I feel the Town should sign the contract. It is comparable to the contracts that Perrysburg and Collins signed with the Village for their Water/Sewer Districts. Dog Warden Mary Dankert: Since the Village of Gowanda abolished their Dog Control position, and all dog laws in the Village, I would like to have a public hearing for an animal control law for the Town of Persia. Building Inspector Mel Shaw: * I received a call from someone interested in purchasing property on Point Peter Road across from Hawkins Road but heard it was on an ancient burial ground. I have no information about this and was wondering if anyone here ever heard of this. Mr. Walgus said that some people like to say that to tie up the property. No one ever heard of any ancient burial ground in that area. * An assessment company had questions about the bridge that was built after the flood for the three homes on Route 62. If the Town receives any calls about this, you can tell them the Town of Persia had nothing to do with the building of this bridge. Cattaraugus County, the Corp of Engineers, DOT and the DEC were the ones involved. * I am waiting on the blue prints for the Kiatone building. * I had an inquiry on another mining permit on Point Peter; I told them mining permits come from the State. * There will be a Planning and Zoning meeting on the 19 and a public hearing on the 23 rd for the Gernatt Gravel mining permit. * The burned out trailer on Broadway Road is cleaned up.

3 Irene Koch: I am speaking on behalf of the Gowanda Area Concerned Citizens for Smart Growth. I have a resolution we are asking the Town to pass in regards to 42 Jamestown Street. After a brief discussion, it was determined the Town needs more information before it can pass a resolution on this matter. Pete Johnson Jr.: I am here to give a report on the Ambulance Board. The board is looking for a new building to rent. They would like 2 bays, meeting room, bathroom and showers if possible. They would love to have a building or land donated. We currently pay $500 a month to the Village for a building that is in disrepair. We are also having a gun raffle; only 100 tickets will be sold. The Ambulance Board would like to invite members of the Town Board to their annual picnic at the American Legion on Sunday, September 15 3pm. Official Reports of Department Heads: Supervisor Paula Schueler: I would like to have the August Minutes approved. Hearing no objection, the August Minutes are approved. I would like the General abstract #9 vouchers # be approved for payment in the amount of $ 7, I would also like the Highway abstract #9 vouchers # be approved for payment of $ 17, Hearing no objection, Abstract 9 for General and Highway is approved for payment. I processed the payrolls and retirement and gave everyone a financial report for August. I will need any budget requests in by September 18 th because will we be having a budget workshop on September 19 th. I have information on the new health care reform if anyone is interested. Highway Superintendent Daniel Ackley: I received a letter from the Village asking for any assistance highway can give with the Gateway Park project. Read highway bills. Councilperson John Walgus: I attended all the Village meetings on Urgent Care, 42 Jamestown Street and the Water/Sewer District. Nothing has been

4 decided on 42 Jamestown Street, but Urgent Care is moving forward with an expansion. The Village is going to have a computer recycling day on September 28 th at the Sewer Plant on Aldrich Street. All money made will be designated to the Recreation Dept. for the children. Councilperson Linda Boats: I attended the Gowanda Village Board meeting on August 20 th to addressing the plans to construct a new Zoar Valley Clinic on the old Burger King site. The proposal was met with much resistance by a majority of the community that was in attendance. Andy Burr pointed out several reasons the project should not go through at that site. No one seemed to object to having a new clinic, but the location was a poor choice. It was felt that the SEQR was not obtained in the proper manner and the community was not sufficiently informed. I logged on to a webinar given by the State Comptrollers office on Grant opportunities for Local Government On September 4 th ; one of the areas addressed was Historic Preservation. Except for dollar amounts, this year s grant seems to read the same as previous years. Even though Towns are eligible, municipalities are not. The filing date for the grants was August 12 th. So the deadline already passed. Councilperson Gloria Tomaszewski: I would like to have a moment of silence on the passing of Ronald Gemmill who was on our Grievance Board. 1. On August 9 th I talked with Mike Hutchinson on Gateway Park about a mount of dirt that will be leveled shortly. 2. I attended the public hearing for the Village on the former Burger King building on August 20 th. The community expressed their concerns and opinions as the location and tenant. 3. A concerned Village resident expressed interest in having a Town law in the Village for barking dogs. Apparently, there are dogs who bark constantly and now that the Village has absolved their dog warden, the Town should have a law.

5 4. Andy Burr is on the Advisory Committee for Urgent Care. If anyone is interested in also being on this committee they should contact Andy. 5. There will be a Planning and Zoning special meeting on September 19th, and a public hearing on September 23 rd. Councilperson Robert Dingman: I attended the Village meetings on Urgent Care and 42 Jamestown Street. Assessor Mary Bailey: Forms to re certify Basic Star were mailed out the week of August 26 th. Property owners can renew online or by phone. (the process takes under five minutes). This recertification is handled entirely by the NYS Dept. of Taxation and Finance. I have left a supply of forms with the Town Clerk for those who do not have or telephone access. They can renew by sending in the form. Property owners who are currently receiving a Basic Star MUST recertify their exemption. In February 2014 the Tax Dept. will notify assessors of homeowners who are not eligible or who did not recertify and their Basic Star will be removed. If any property owner did not receive their Basic Star recertification form, they can call (518) (Seniors who receive Enhanced Star are not included in this recertification; they have their own renewal each year). If any property owner is confused or has questions, please call me. On Friday, September 13 th, I have a required all day class, Ethics and the Assessor. The class runs from 9 4 and is held in Ellicottville. We do not receive any training credits for this; it is a mandatory class after NYC assessors had issues.
