Call to Order, Pledge of Allegiance, and Roll Call. Ms. Strouse called the meeting to order at 7:00 p.m. All Supervisors were in attendance. Also in attendance were Township Manager Stephanie Teoli Kuhls, Solicitor James Esposito, Engineer Isaac Kessler, P.E., Department Directors and interested citizens. 2. Fire Prevention Month Proclamation Ms. Strouse read the Fire Prevention Month Proclamation 3. Public Comment. Non-Agenda Items only. (Maximum 30 minutes) None. 4. Consent Agenda Items. a. Consideration of authorizing payment of October 1, 2018 Bills List in the amount of $1,253, b. Consideration of approving the September 17, 2018 Minutes of the Public Meeting of the Middletown Township Board of Supervisors. ACTION: MR. KSIAZEK MOVED TO APPROVE CONSENT AGENDA ITEMS A & B AS LISTED ABOVE. MS. STROUSE SECONDED. MOTION CARRIED BY A VOTE OF Consideration of accepting the letter of resignation submitted by Robert Burnett from the Middletown Township Planning Commission.

2 Board of Supervisors 2 October 1, 2018 Ms. Strouse advised that interviews for the opening on the Planning Commission will be conducted and suggested that any interested residents should submit an application to the Boards & Commissions. ACTION: MR. TOSTI MOVED TO ACCEPT THE LETTER OF RESIGNATION SUBMITTED BY ROBERT BURNETT FROM THE MIDDLETOWN TOWNSHIP PLANNING COMMISSION, TERM TO EXPIRE DECEMBER 31, MR. KSIAZEK SECONDED. MOTION CARRIED BY A VOTE OF rd Quarter Financial Report Brian Shapiro, Finance Director made a presentation of the 3 rd Quarter Financial Report. The following summary of revenue was presented: Real Estate Tax revenues in the amount of $9,048,902 were collected through the Tax Collector or approximately 99.01% of the budgeted amount. Earned Income Tax has generated $5,885,511 as of 9/28/18. At this time last year EIT had generated $5,390,795. Total General Fund Revenues are at 85.26% of budget Parks & Recreation registration has generated $351,821 as comparted to $332,810 this time last year. Fire Inspection permits billing has totaled $366,185 year to date. At the same time last year the billing had totaled $209,091. This is due to the increase in permit fees and inspections being done earlier in the year. Mr. Shapiro presented the following summary of expenditures: Overall, department budgets are tracking as normal Overtime in the Fire Marshal s office has been discussed and will be addressed in other areas of the budget. With the above normal winter season, Township staff is monitoring the to accounts to make any adjustments that are necessary. Total General Fund Expenditures are at 52.34% of budget. Combined General Fund Public Works expenditure budget is $1,303,000. As of 9/28/18 total expenses total $1,080,847 or 82.95% of budget. Street Lighting Fund budget is $460,000 with total expenditures of $51,726 or 11.24% of budget. Highway Aid Fund budget is $1,852,500 and total expense is $433,970 or 23.43%. Total combined Public Works budget is $3,615,500 and year to date expenditures is $1,566,543 or 43.33%. Street Lighting Fund The utility line item ( ) is benefiting from the LED replacement project and currently has $251,134 remaining in the $250,000 budget. This line item is also accounting for the PECO rebates from the LED installation. 7. Presentation of 2019 proposed capital projects. Paul Kopera, Director of Parks & Recreation presented the proposed 2019 Capital Projects for his department as follows: Middletown Community Park Skate Park - $250,000 Middletown Community Park Improvements (Grant) - $500,000 Middletown Community Park Walkability (Grant) - $470,512 Spring Valley Farm Landscape Improvements - $190,000

3 Board of Supervisors 3 October 1, 2018 Middletown Community Park Barn Renovation - $50,000 Emerald Ash Borer Management Plan - $50,000 Firefighters Park - $150,000 Lions Park - $10,000 Upper Orchard Park - $55,000 Lisa Berkis, Special Projects Manager presented the proposed 2019 Capital Projects as follows: Website Upgrade - $35,000 Broadcasting Equipment - $30,000 IT/Network Upgrades - $60,000 ecode 360 Map Link - $6,490 Department of Public Works In-field IT - $5,000 Generator Replacement - $300,000 Public Hall Upgrade - $10,000 Pat Duffy, Building & Zoning Director presented the proposed 2019 Capital Projects as follows: Municipal Center improvements yearly maintenance - $20,000 Vehicle Replacement - $28,000 Stormwater Project Langhorne Gables - $220,000 Stormwater Project Hillside Avenue - $200,000 Eric Gartenmayer, Superintendent of Public Works presented the proposed 2019 Capital Projects as follows: Road Improvement Program - $1,000,000 Camera Truck - $190,000 Large Dump Truck - $170,000 Small Dump Truck - $90,000 CAT Backhoe - $130,000 Service/Maintenance Vehicle - $98,000 Zero Turn Mower - $25,000 Intersection Line Painting Machine - $100,000 Handicap Ramps - $200,000 Truck Lift (Shop) - $50,000 Light Towers (2) - $19,560 Message Sign Board (2) - $26,700 Snowplow for skid steer - $9,500 James McGuire, Fire Marshal presented the proposed 2019 Capital Projects as follows: Command Trailer - $50,000 Fire Safety Trailer - $45,000 County Radio Program - $96,000 Daytime Response Equipment - $80, Discussion of the Delaware Valley Regional Planning Commission (DVRPC) Safe Route to Transit Grant.

4 Board of Supervisors 4 October 1, 2018 Scott Sadowsky, Assistant to the Township Manager made a presentation of the Delaware Valley Regional Planning Commission Safe Route to Transit Grant program. Mr. Ksiazek inquired how many apply for this grant and how many are awarded the grant. 9. Consideration of enacting Ordinance #18-04 creating an Early Retirement Incentive Program (ERIP) for the Police Department. (Duly advertised in the Bucks County Courier Times on September 23, 2018, proof of publication has been received.) James Esposito, Esq., explained that this ordinance establishes a one-time early retirement program for the Police Department. ACTION: MR. KSIAZEK MOVED TO ENACT ORDINANCE #18-04 CREATING AN EARLY RETIREMENT INCENTIVE PROGRAM (ERIP) FOR THE POLICE DEPARTMENT. MR. LEONHAUSER SECONDED. MOTION CARRIED BY A VOTE OF Discussion of Lower Bucks County Joint Municipal Authority (LBCJMA) board seat Ms. Strouse explained this item and stated that Middletown has been receiving complaints from residents about the treatment they receive from Lower Bucks County Joint Municipal Authority. Mr. Tosti said that it is long overdue; Middletown should have a say on this Board and he supports this wholeheartedly. Mr. Leonhauser agreed with Ms. Strouse and Mr. Tosti. Mr. Ksiazek agreed with all three colleagues. ACTION: MS. STROUSE MOVED TO AUTHORIZE THE TOWNSHIP SOLICITOR AND STAFF TO WORK TO CREATE AN OPPORTUNITY FOR MIDDLETOWN TOWNSHIP TO ACQUIRE A SEAT ON THE LOWER BUCKS COUNTY JOINT MUNICIPAL AUTHORITY (LBCJMA). MR. TOSTI SECONDED. MOTION CARRIED BY A VOTE OF Board Update Citizens Traffic Commission Kristi Morris, Chairperson made a presentation. Mr. Ksiazek asked what the Board could do to help the Citizens Traffic Commission. 12. Other Business. Mr. Tosti reported that the Active Shooter Training held on Thursday, September 27 th was well attended and he thanked Commander Feeney. He also advised that a gun safety training class will be held on Wednesday, October 10, 2018 in the Police Department Training Rooms from 6 to 8 p.m. Ms. Strouse Signal timing at ramp from Route 1 to 413 needs to be looked into. The Bristol/Oxford Valley Road intersection at Wawa, although it is located in Falls Township, Middletown will write a letter to PennDOT requesting improvements at this intersection.

5 Board of Supervisors 5 October 1, Other public comment. (Only applicable if initial Public Comment period exceeds the 30 minute time limit.) Bob Feather, Highland Park, Neshaminy School Board member and Republican Committee Member Timing of the traffic light at Harmony & Woodbourne Road needs to be checked into. Mr. Feather also complained about the loading area behind Redner s Grocery Store, i.e., idling trucks, carbon monoxide from the dieseling trucks and the overall noise issue. 14. Adjournment. ACTION: MR. TOSTI MOVED TO ADJOURN THE PUBLIC MEETING OF THE MIDDLETOWN TOWNSHIP BOARD OF SUPERVISORS AT 8:25 P.M. MR. KSIAZEK SECONDED. MOTION CARRIED BY A VOTE OF 5-0.
