4 City Managers Report Page 4 of 5 PLANNING & COMMUNITY DEVELOPMENT PLANNING COMMISSION MEETING The July 21, 2016 Planning Commission is canceled. The next scheduled meeting is Thursday, August 4, 2016 at 7:00 pm. STONEGATE The Planning and Community Preservation Department is continuing to review the resubmitted applications for Hillside Development Permits and Conditional Use Permits for properties within the Stonegate development. The Department received resubmittals the week of May 9, 2016 consisting of Lots 7, 21, and 22, and resubmittals the week of June 6, 2016 for Lots 1 and 2. The plans will be reviewed by staff to determine if the applications are complete and to confirm if staff comments were addressed since the last submittal prior to being scheduled before the Planning Commission at a noticed public hearing. The Department did not receive any new applications or resubmittals the week of July 11, PLANNING & BUILDING AND SAFETY ACTIVITY The Planning and Community Preservation Department is currently processing 35 development applications. POLICE DEPARTMENT BUSINESS WATCH MEETING Business Watch is a crime prevention program, which enlists the active participation of business owners in cooperation with law enforcement to reduce crime in their communities. On July 13, 2016, officers from the Sierra Madre Police Department hosted a Business Watch Meeting for the business owners in the city. The meeting was held in City Hall Council Chambers. PUBLIC WORKS STREET PROJECT KICKED OFF Staff met with design engineers from Willdan this morning to kick off the design phase of this year s street resurfacing project. As noted in the City Council report awarding the design contract, the project will encompass all of Skyland Drive, all of Idle Hour Lane, and West Grand View, from Michillinda to North Hermosa. Also included in the design contract is the entire length of Sierra Place, however due to the need to replace the leaking water main in Sierra Place, construction of street resurfacing will likely be delayed. SEWER PROJECT STARTED Staff has initiated the design phase of this year s sewer maintenance project by contacting Willdan for a price to provide the written technical specifications for the project. The Willdan specification work, estimated at $900 - $1,000 will be combined with staff generated general specifications and bid documents and issued for bids. The project is to involve lining 12 sections of 8 inch pipe comprising a total of 2,785 linear feet of sewer main. The estimated cost of the work is $111,350. The project scope includes correction of the top 12 sewer defects identified in the Sewer System Management Plan.
5 City Managers Report Page 5 of 5 NORTH MICHILLINDA WATER MAIN FAILS Much in the same way that the old main in Skyland Drive recently failed, the old 5 main in the 450 block has reached the end of its useable life. Over the two days of July 7-8 staff repaired 7 leaks in the 450 block. Since May 1, there have been 25 leaks in that section of pipe. A visit to the site today reveals a stand of traffic cones placed to guard a plate covering one excavation, other excavations have been backfilled but not compacted, out of concern that the compaction process will cause additional leaks in the fragile paper thin pipe. An item has been placed on the July 26 th agenda requesting approval on an emergency basis of at least the 450 block main, if not the adjacent 400 block as well, which is beginning to demonstrate the same decrepitude.
