1 VILLAGE OF LANSING JOURNAL AND REGULAR PROCEEDINGS OF THE REGULAR BOARD MEETING OF THE MAYOR AND BOARD OF TRUSTEES February 7, 2017 CALL TO ORDER Mayor Abbott called the Regular Board Meeting to order at 7:16 p.m. Roll call revealed the following trustees present: Eidam, Kapteyn, Stole, Skrbina, Manno and DeLaurentis PRESENTATION OF MINUTES Mayor Abbott requested any corrections or additions to the minutes of the Regular Board Meeting held January 17, There were none. Mayor Abbott asked for a motion to approve the minutes. Trustee Kapteyn seconded. Stole, Kapteyn, Eidam, Skrbina, Manno and DeLaurentis MAYOR S REPORT ATTORNEY S REPORT 1

2 COMMITTEE REPORTS FINANCE Trustee Kapteyn offered a motion to approve the following: Payroll for period ending January 14, 2017, in the amount of $557, Payroll for period ending January 28, 2017, in the amount of $533, Manual Bills IDR for January 17, 2017, in the amount of $ General Prepaid Bills for January 18, 2017, in the amount of $2, General Prepaid Bills for January 25, 2017, in the amount of $115, Manual Bills EBC for January 31, 2017, in the amount of $ General Prepaid Bills for February 1, 2017, in the amount of $43, General Bills for February 7, 2017, in the amount of $2,048, Trustee Stole seconded. Kapteyn, Stole, Eidam, Skrbina, Manno and DeLaurentis INSURANCE PUBLIC WORKS Trustee Manno reported the Public Works activities that included a number of water service appointments, water excavations, sewer related requests, JULIE requests, chipper/branch service and toter service requests for the month of January. Trustee Manno continued announcing the Public Works salt dome construction is almost completed, the interviewing of the Street Supervisor position is underway, pothole maintenance, performance evaluation standards being developed, training classes, B boxes repairs and numerous water main leaks have contributed to the January work load. PUBLIC SAFETY Trustee Skrbina announced the Lansing Fire Department responded to 360 calls in January, of which 264 were ambulance calls. The Fire Inspection Bureau conducted 115 inspections. Three newly hired Firefighter/Paramedics have completed their orientation and proven to be a great addition to the department.. The department also received a new pickup truck that will be placed into service after the lighting and radios have been installed. Trustee Skrbina reported Lt. Steve Roberts and Sgt. Greg Schoon attended the annual South Suburban Major Crime Task Force meeting in January. During 2016, Lansing Police Department investigators responded to 50+ investigations across the south suburbs. Also reported was the Police Department Citizen Academy that was planned to begin February 1 has been postponed due to low enrollment. The department hopes to reschedule the academy in the fall of For additional information, interested persons 2

3 may contact Sgt. Tim Glinski at Lastly, Trustee Skrbina announced the addition of the new K-9 officer, Keith Haan, and his new fourteen month old Belgium Malinois K-9, Ricco. Both Ricco and his training was funded by the Police Department s Asset Forfeiture Fund. YOUTH CENTER & LNN Trustee Eidam reported the Youth Center s average daily attendance of 32 students, and shared the January highlights that included a trip to SkyZone, the I Have a Dream art and creative writing project and the planning of the annual Lock-In to be held March 3 rd & 4 th. Additionally, Fabian Newman recently upgraded and improved the Youth Center and LNN s security systems. New interior handrails have also been replaced at the PLYC. Once again, the tax season at the youth center will begin in February and will be open Tuesdays and Wednesdays from 11:45 a.m. 3:30 p.m. on a first-come-first-serve basis. Also noted was the PLYC staff cannot answer any tax related questions. AVIATION AND ECONOMIC DEVELOPMENT Trustee Stole continued by offering a motion to approve Resolution 992, A Resolution of the Village of Lansing, Cook County, Illinois Supporting An Extension of a Class 8 Property Tax Incentive for Property Located at Chappel Avenue. Nays Trustees: Stole, DeLaurentis, Eidam, Kapteyn, Skrbina and Manno. Trustee Stole continued by offering a motion to adopt Ordinance , An Ordinance of the Village of Lansing, Cook County, Illinois Granting Special Use Permits and Variances Under the Requirements of the Village of Lansing Zoning Ordinance to Dunkin Donuts;located at Torrence Avenue, Lansing, Illinois. Nays Trustees Stole, DeLaurentis, Eidam, Kapteyn, Skrbina and Manno. Trustee Stole updated the status of the IDOT Security Fencing Project at the Airport stating that Fence Masters of Chicago Heights was awarded the project and recently announced that construction is scheduled to begin 3

4 March 1 st. The project is expected to be completed within 28 days. He also shared that a Schematic Construction Site Plan is available under the News tab of the Airport website (lansingmunicpalairport.org) or by accessing through the Village of Lansing s website. Trustee Stole stated the Airport released a Request for Proposal (RFP) for the recently vacated 3259 Airport Drive building. Proposals are due March 1, Copies of the RFP are available at the Airport website under the Business tab. Trustee Stoles reported that the Economic Development Staff is leading a partnership with the Chamber of Commerce to conduct a survey of the business community. The survey is expected to be mailed shortly and run through March. BUILDINGS & ADA Trustee DeLaurentis reported the Building Department inspectors are undergoing continuous education classes and training to keep them upto-date on code and legal changes. A new public portal for the Building Department s permitting program is being developed in order to allow residents and contractors to submit permit applications online. January statistics for the Building Department were near a million dollars in permits and 150 inspections were conducted. Building Commissioner, TJ. Grossi, mentioned he had received preliminary plans for exterior renovations to Burger King and Dunkin Donuts. PUBLIC COMMENT Mary Beth Palka, 2030 Hearth Circle, Lansing, IL voiced her opinion regarding some of the candidate s comments, actions and campaign events regarding the upcoming local village election. She emphatically stated her disagreement and disapproval. NEW/OLD BUSINESS Trustee Kapteyn thanked Public Works for the additional amount of street maintenance and work load due to the heavy rains of the past few days. He reminded residents to pay attention and help keep the street drains and water main covers clear of debris during heavy rainstorms. Trustee Manno questioned and stated his disagreement with Ms. Palka s public comment. Mayor Abbott shared his response to phone calls he received regarding a distributed political flyer and misinformation about the paramedics. He reassured the audience that there is not a plan, discussion or consideration to outsource the paramedics. Trustee Eidam responded stating she is in agreement with Mayor Abbott s statement. At 7:33 p.m., Mayor Abbott asked for a motion to go into an Executive Session to discuss Real Estate and a Review of Executive Minutes. 4
