Proclamation proclaiming the week of January 30, 2017 as "815 CHOOSE CIVILITY WEEK" in Rockford, Illinois and urge all citizens to lead by example by practicing civility in our affairs toward one another. Public Participation 1. Prophet Yusef recited scripture and spoke about how to reduce domestic violence in the City of Rockford. 2. John Brantley recited scripture and spoke about President Trump's immigration ban. 3. Jennifer Smith spoke about the importance of transportation in the City of Rockford including nonmotorized transportation options. II. COMMITTEE REPORTS A. 2 Committee Meeting Monday, January 30, :30 MOVER: Venita Hervey, Alderman B Budget. Ms. Eklund referred the aldermen to the two different budget deficit plans distributed. One is the staff recommendation and the other is the recommendation by aldermen. Both options have committee reports attached. Ms. Eklund reviewed the highlights of both options. Ms. Eklund mentioned that information regarding the fund balances was distributed along with a memo regarding the 2016 fire and police pension fund performance. Alderman Hervey voiced her concern with the implementation of a vehicle sticker fee and the animal services agreement. Attorney Partridge stated that the animal services agreement is on the Code and Regulations Committee agenda. Alderman Hervey recommended cutting some services that Winnebago County Animal Services provides at a cost to the City. Alderman Thompson-Kelly voiced her concern with the animal services cost. Alderman Getchius discussed the two (2) budget proposals before the committee. Alderman Thompson-Kelly thanked the finance department for providing her with the information she requested. Alderman Hervey voiced her concern with the decrease in collections of parking fines. Ms. Eklund explained that the first year consisted of a significant backlog of fines owed. Alderman McNamara stated investing $1,025,000 in technology for the police department and the other items listed in the proposal does address safety. Motion by Alderman J. Getchius, seconded by Alderman T. McNamara to approve the passage of the budget based on the aldermen recommendations. J. Ryan spoke about the need for additional revenue. C Capital Improvement Program. Mr. Vitner stated that currently the bidding climate is favorable, competition for work is high, and material prices are low. Alderman Hervey voiced her concern with the Whitman Street Interchange included in the CIP. Motion by Alderman V. Hervey, seconded by Alderman J. Getchius to remove any reference to the Whitman Street Interchange project from the CIP. 4-1 (Ald. McNamara voted nay) 2 P a g e

3 Committee Meeting Monday, January 30, :30 Alderman McNamara voiced his concern with removing the Whitman Street Interchange from the CIP. Alderman McNamara suggested going out for proposals to see if there is an interest in developing the City Body Shop building. Motion by Alderman T. McNamara, seconded by Alderman V. Hervey to remove the demolition of the City Body Shop building from the CIP. 5-0 Motion by Alderman J. Getchius, seconded by Alderman V. Hervey to amend the CIP to include an Auburn Street study. 5-0 III. INFORMATION ONLY A. West State Street - Linear Park Project: Plan Exhibit Mr. Vitner reviewed the staff memorandum with the aldermen. Alderman Hervey voiced her concern with the project's lack of irrigation for plants. Alderman Frost asked what other areas of the City were irrigated. Mr. Vitner responded most of the City parking lots are irrigated, the Main and Auburn roundabout, some of the boulevards, and Airport Drive. RESULT: DISCUSSED B. Parking System Update Ms. Eklund stated that an update of the parking fund was requested by Alderman Hervey. An overview of the state of the parking fund will be provided, along with some recommendations for revenue enhancements. Mr. Carter stated that the Municipal Parking System consists of parking downtown, on-street and off-street parking, parking lots, and parking decks. Ms. Eklund stated that parking is considered an Enterprise Fund. Ms. Eklund reviewed the information included in the Parking System update. Mr. Carter reviewed Possible Ways to Increase Revenue. The aldermen discussed their concerns with the parking downtown for business owners and increasing of fines. RESULT: DISCUSSED IV. RESOLUTIONS 3 P a g e

Award of Bid: Electrical Parts & Supplies to Neher Electric, of Milwaukee, Wisconsin, Steiner Electric, of Loves Park, Illinois, and Cresent Electric, of Rockford, Illinois for an estimated annual value of $250, The funding source is Traffic Fund. B. Award of Bid: 319 Cedar Street, 431 & 501 South Main Street Demolitions to Northern Illinois Service Company, of Rockford, Illinois for their bid of $208, The funding source is CIP Sales Tax. MOVER: Venita Hervey, Alderman C. Award of Bid: Airport Drive Landscaping & Signage to Semper Fi Land, Inc., of Aurora, Illinois for their bid of $525, The funding source is U.S. Economic Development Administration Grant (EDA), Motor Fuel Tax (MFT), and Greater Rockford Airport Authority (GRAA). Alderman McNamara questioned the City's portion of the project. M. Vitner responded approximately $2 million. The total budget was slightly over $10 million; the airports portion is $2.9 million. The City has not received any money from the Airport. J. Ryan stated that there is not a resolution on when the City will receive the Airports portion of the project. Mayor Morrissey stated he had spoken with the airport director and the budget stalemate has had an impact on the airport. The airport has acknowledged owing the money and we have been in negotiations to establish when payment will be received. D. Award of Joint Purchasing Contract: City Hall Janitorial Services to Bridgeway, Inc., of Loves Park, Illinois for a Contract Amount of $103, annually. The contract duration is July 1, 2016 to June 30, The funding source is Property Fund. 4 P a g e

Award of Professional Services: 2017 Water System Improvement (Design and Inspection Services) to Fehr Graham, of Rockford, Illinois for an estimated amount of $250,000. The funding source is Water Replacement Improvement Account (WRIA). F. Change Order: Police Station Janitorial Services to Crowley Services, of Cherry Valley, Illinois for an original estimated annual contract amount of $105, to $162, The increase is $57, The contract change order is to include the two (2) new police stations (Turner School and New Towne Dr.). The funding source is Property Fund. G. Resolution for Request for Proposals: Sale and Redevelopment of City-owned property on Lyford Road and Baxter Road. V.
