Removal of Residual Solids from Backwash Tanks: Phase 1 - Residuals Characterization G Cassaro stated that information would be provided tonight regarding the removal of residual solids from the backwash tanks and listed the sites; well 36, 43, 10, 29, and 30. G. Cassaro introduced Mr. Klebe, of Michael Klebe & Associates, Inc. Mr. Klebe explained that 30 wells supply the City of Rockford with water. The wells range in depth from 100' to 1600'. In some areas of the state, radium occurs naturally. The USEPA established standards for radium in drinking water. The City of Rockford utilizes hydrous manganese oxides (HMO) and pressure filtration to aid in the removal of radium at the five wells. After a while radium particles buildup on the filters and must be backwashed to maintain filter efficiency. "The backwash liquid is discharged into holding tanks and discharged to the Rock River Water Reclamation District (RRWRD)." The Rock River Water Reclamation District limits the rate/time pursuant to the City's Wastewater Discharge Permit. Mr. Klebe went on to explain that the Radium Residual Removal Project involves a two phase approach the first phase would be to characterize the residuals and a volume estimate; the second phase involves removing the residuals. Alderman Hervey voiced her concern with the continual buildup of residuals. Mr. Klebe explained that once the cleanup is completed; the goal would be to implement an engineering solution. Loves Park is in the same situation as Rockford for discharging the residuals. Generated 3/1/ :09

2 Committee Meeting Monday, February 22, :30 Alderman McNamara questioned how long phase 1 would take. Mr. Klebe explained that the budget for phase 1 and phase 2 is $100,000. Alderman Thompson-Kelly asked what could be done to keep the radium residual from building up. Mr. Klebe stated that the tanks would be left visibly clean. Alderman Getchius stated that the purpose of the vessel is to build up sludge. Alderman Hervey requested a list of wells that could potentially have radium buildup in the near future. G. Cassaro explained that currently there are only five wells that have exceeded the recommended levels. Every well is sampled for radium. Mayor Morrissey stated that the drinking water is in compliance with the standards. Alderman Hervey announced that the Fifth Ward meeting is Thursday, February 25 at 6:00 p.m. at the Montague Branch Library. Water Department staff will be present. RESULT: DISCUSSED III. RESOLUTIONS A. Award of Bid: PCC Patching to T.C.I. Concrete, of Rockford, Illinois for a not-to-exceed amount of $180, The funding source is Water Operating Budget. SECONDER: Thomas McNamara, Alderman B. Award of Joint Purchasing Contract for NetMotion Maintenance Renewal. The State of Illinois awarded a bid for NetMotion Enterprise Licenses and Maintenance to AT&T Mobility, of Atlanta, Georgia for a three year maintenance contract for a total cost of $33,948. The funding source is Information Technology Operating Budget. SECONDER: Thomas McNamara, Alderman C. Award of RFP: Firewall Hardware and Implementation Services to RKON Technologies, of Chicago, Illinois for a total cost of $97,389. 3 Committee Meeting Monday, February 22, :30 Alderman McNamara asked if there was a concern that there was only one bid. G. Trommels stated that staff reached out to the manufacturer and requested more vendors, but the vendors elected not to respond. MOVER: Thomas McNamara, Alderman SECONDER: Jamie Getchius, Alderman IV. COMMITTEE REPORTS A. Committee recommends approval of vouchers in the amount of $3,427, as approved at the Finance and Personnel Committee meeting on February 22, MOVER: Jamie Getchius, Alderman SECONDER: Venita Hervey, Alderman B. Committee recommends approval of Outside Legal Counsel: 2016 Agreement with Ron Schultz for Professional Services. The Legal Director shall prepare the appropriate ordinance. P. Hayes stated for a number of years the City of Rockford has retained Ron Schultz on a retainer basis. He is seeking a renewal of the agreement for P. Hayes briefly discussed the reasons for requesting a renewal of the agreement. Alderman Hervey requested the total amount paid in P. Hayes responded approximately $14, The Committee on Finance and Personnel, having considered the matter of a retainer agreement with Attorney Ronald Schultz for Legal Services, hereby begs leave to report recommending the City Council authorize the City Legal Director to enter into a retainer agreement consistent with the draft attached, providing for a monthly retainer of $1,000 per month and hourly fees of $200 per hour for billable time in excess of 8 hours per month. The funding source shall be the Legal Department operating budget. The legal director shall prepare the appropriate ordinance. 4 Committee Meeting Monday, February 22, :30 M. Vitner discussed the comments he received regarding the CIP book. One of the main items in the program is the Whitman Street Interchange, this item has been debated for many years. The project remains in the book for discussion purposes. Alderman Hervey stressed that there would be no expenditures planned for the five year CIP book for Whitman Street Interchange. M. Vitner stated that alternatives for the project would be discussed. The purchase order with TransSystems has $180,000 remaining. Alderman Hervey voiced her concern with the Whitman Street Interchange project remaining in the CIP. Alderman Beck stated that M. Vitner is just recommending completion of the study that was started. M. Vitner stated that there are numerous other projects that involve long-term planning such as the 11th Street Corridor, the Auburn Corridor, and continuing on West State Street. Wards six, eight and eleven would benefit from efficiencies in savings from the arterial and collector roadway construction. Alderman Beach asked how the debt service would be reflected in the CIP book. C. Black explained that for the police facilities, the debt service would be paid from Motor Fuel Tax funds, that would be placed in the general fund to support eligible costs for operations and then money freed up in the general fund would be used to pay debt service for the police stations. For the Concourse Parking Deck, commitments were made from the CIP Sales Tax. The hope is there would be sufficient money in the parking fund to support the debt service. Typically revenue source bonds are issued. M. Vitner stated that the reason the train station remains in the CIP is to show the State that the City of Rockford is still interested. Alderman Hervey stated that the aldermen had requested funding not be allocated toward the train station and not included in the CIP. Mayor Morrissey stated that the State of Illinois allocated $60 million with the last capital plan for an extension of AMTRAK service from Chicago to Rockford. If the State passes a capital plan, it is vital that the City continues to advocate for the State investing in Chicago to Rockford AMTRAK service. The City received a federal grant that would account for 80% of the funds; if the City was to remove our 20% pledge we could lose the planning funds. Mayor Morrissey recommended allocating the funds in future years. Alderman Thompson-Kelly voiced her concern with infrastructure improvements throughout the City. Mayor Morrissey commented on the amount of money spent throughout the City to fulfill the promise that was made when the 1% sales tax referendum passed. Alderman Beck suggested the aldermen provide Matt Vitner with suggestions for amendments to the CIP. 4 P a g e

Vitner stated that he is trying to create a balance between arterial's and structures providing some of the wants and needs of others on the City Council regarding roadway lighting and the new storm water program. The reason for decreasing the funding to the neighborhoods in two years is, once the Sports Center is operating, sales tax revenue should increase. M. Vitner briefly discussed the Church Street project. Alderman Hervey requested the PCI rating for the roads in her ward. RESULT: LAID OVER Next: 2/29/2016 5:30 V.
