Illinois Treasurer s E-pay The Winnebago 4th of July Team is hard at work planning another spectacular event for July 4, The Team is always looking for volunteers to help with the planning and preparation for the Family Fest. Any contribution is accepted and most certainly appreciated! Contact Lori Schultz at Village Hall to get The Village now has e-pay available for payment of utility bills, building permits, and parking tickets. Log onto and click on the e-pay icon located on the lower left side of the home page to make payments. Please keep in mind to avoid penalties for tardy payments, e-pay takes up to 48 hours to post to the Village s Illinois Fund. March 2013

2 Village Of Winnebago President s Message President Frank Eubank, Jr. It has been some time since we last sent out this newsletter. I wanted to update everyone on issues we have been working on in the Village. We recently completed our budget for the 2013 fiscal year. Even though we believe we can still bring you the same or better level of services we have in the past in most areas, I still feel that we cannot provide the necessary level of police protection and service that I believe we need in the Village. However, we will do our best under our current budget constraints. The Village, unlike our State and Federal governments, does work within a budget and we believe we have a well-balanced budget for this year. It has been one full year since the Rock River Water Reclamation District (RRWRD) took over the complete operations at our sewer plant and of our sewer system. You may see the RRWRD vehicles in our village as they have been upgrading our system at a pace and scale that probably would have taken the Village decades to accomplish. Some of you may know that each municipality receives a percentage of Motor Fuel Tax (MFT) money from the State of Illinois each year in the same proportion as the number of residents in the municipality. We will likely receive approximately $80,000 of MFT money in In order to get a jump on some of our road projects, we have decided to have a 3 year road maintenance plan. Since the Village Trustees and its employees have been good stewards of our monies over the years we have saved money that will allow us to perform these necessary repairs. We plan to use $240,000 from our general savings this year for road repairs. We will plan to do the same next year and by the third year, we should have approximately $240,000 of MFT monies saved that we can use for the final year of our road maintenance plan. This plan will allow us to target those areas in the Village that really need resurfacing. Our water utility continues to move forward with upgrading our current system. We have applied for a Community Development Assistance Program (CDAP) grant from the Department of Commerce and Economic Opportunity (DCEO) of the State of Illinois. We have been successful in the past few years with be awarded two (2) separate CDAP grants of $350,000 each regarding our sewer improvements. We hope to win this grant in the maximum amount of $450, We will be required to match that grant with $150, of our own funds, but we do have money set aside for the matching portion of these upgrades. Over the past several years our water and sewer capital rates have varied mostly upwards. In order to be able to pay for the maximum amount of $11,500,000 to RRWRD for taking over our sewer system and to make much needed repairs to our water system infrastructure, we implemented a rate increase in 2011 that was to go through However, because we have been diligent in reviewing our estimated future expenses, we recently passed a new ordinance lowering the rates from those listed in the previous ordinance. The old and new water rates for each 1,000 gallons of water used are set out below: Water rate: old rate: $ 1.70 $ 2.14 $ 2.70 $ 3.40 $ 4.25 $ 5.31 new rate: $ 2.25 The comparison of the old and new rates for the capital charge is below: Capital rate: old rate: $ 6.16 $ 7.01 $ 8.06 $ 9.36 $ $ new rate: $ 7.85 You may have noticed that you received a credit on your most recent water bill that reflects your water usage in February of When we initiated a change to the rates, lowering them from the higher, previously entered rates, we ended up having a double rate charge for almost all of our accounts. We realized the mistake right after the January 2013 bills were printed and mailed, so we immediately located the error in our software and corrected it. We were able to correct the rate issue, calculate the proper credit, and apply the credit to each account on the February 2013 bill. We will continue to review our current and stated future rates to determine if any further modifications will be necessary in the future. Although this report is certainly not all-inclusive, it shows various types of incidents that were investigated by our agency a staff of 5 full-time officers. Some of these occurrences were a result of calls for service generated by citizens and other incidents were due to officer-initiated activity. There were a total of 1,965 calls during 2011 and a total of 1,703 calls during We continue to work with the citizens of Winnebago to foster a professional rapport between our community members, businesses, and officers. This interaction emphasizes that in order to help reduce crime we need your assistance. And as a reminder, please remember to lock your doors (car doors, too) and windows so you don t become a victim of a burglary, theft, or other serious crime. If you would like to learn more about our agency or become involved, you are always welcome to attend a Police Committee meeting, attend a Board meeting, visit the Village s website, or contact me directly for an individual meeting. Forms can be picked up at the Village Hall or visit the Chamber at Fire Hydrant Flushing Notification The Village of Winnebago Water Utility Department will be flushing and flow testing fire hydrants, beginning the week of April 29th and continuing through May 10 th. The fire hydrant flushing and maintenance may take place at all hours. Flushing the fire hydrants ensures their safe and reliable operation, and also removes the accumulation of natural deposits in the water mains. Flushing of mains may cause temporary discoloration of the water supplied to your home. This water is safe for drinking and cooking, but may stain light colored clothes during washing. Please check your faucets and water fixtures for discoloration before starting your wash. If light colored clothes become stained, you may purchase a product call Iron Out. This product is available at local hardware stores. If you notice discoloration in your water you can clear your system by simply running your water for a couple of minutes. 5 Winnebago Park District Spring & Summer Programs Tee Ball & Coach Pitch Program May & June Tee Ball and Coach pitch is open to boys and girls 4 years old thru 8 years old. Tee Ball is for 4-5 year olds with players hitting off the tee. Coach pitch is for 6-8 year olds with players getting five pitches and then the player hits off the tee. The program provides the opportunity to learn the basic fundamentals and techniques used in playing the game of baseball and softball. All practices and games are held at the Winnebago Sports Park fields. Volunteer Coaches needed at all levels. Please sign up when registering your child. Teams will be determine by the number of coaches. Registration fee is $35 for District Residents and $45 for Out of District. Fee includes a shirt & participation award. Registration deadline is Wednesday, April 10th. Registrations received after the deadline will be charged an additional $5, will be placed on a waiting list, and assigned to teams as space permits. Spring Soccer Season April & May Co-Ed Spring Soccer 4 on 4 League for preschool thru fifth grade is offered through the Winnebago Park District. Keep on playing the sport you love in the Spring in the fast paced game of 4 on 4 Soccer. Players will have more touches on the ball and their skills will improve quickly. Practice will consist of Skills and Drills and a 30 minute game. Teams will be divided according to age group. Weather will determine the deadline and season. Practices and games will be on Tuesdays and Thursdays at the Winnebago Park District Sports Park. Dates and times to be determined by the weather. Registration fee is $35 for District Residents and $45 for Out of District. Register online at or at the Park District office at 301 N. Golf Lessons offered through the Winnebago Park District and the Rockford Park District Winnebago Park District in conjunction with the Rockford Park District will be offering Golf Lessons this Spring and Summer. Lessons will be held at Ingersoll Learning Links. A minimum of 4 golfers is required per class but if each class level is not full we will combine the classes. Clubs are provided by Ingersoll. Deadline for Spring Golf is Friday, March 29. Spring Lesson days are Saturdays from April 6 April 27 from 11:00-11:45 a.m. for Tiger Cubs ages 5-7 years old Registration fee is $50. Youth 8 12 years old lessons are Saturdays from April 6 - May 4 from 9:00-9:45 a.m. Registration fee is $60.
