Slade Whereas work must be completed to Across e Doors - Long s Hill Ditch as soon as possible to prevent furer flooding/property damage from possible weaer incidents; And Whereas to ensure e remediation of e damage prior to winter freeze up; Be it Resolved That e Town of Carbonear under clauses 3.(2)(d) and 9.(a) of e Public Tender Act (PTA) proceed to obtain quotations from at least ree (3) legitimate contractors by direct quotation to have e work done as soon as possible; And Be It Furer Resolved That e Minister of Transportation be written and advised e reason at public tenders are not being called for tabling in e House of Assembly as per clause 10 of e Public Tender Act. Committee Reports a) Development Committee Councillor Comerfo reviewed e following recommendations from e Development Committee: Motion J. Comerfo / F. Earle Resolved at e Town of Carbonear approve a permit to construct an accessory building for work area and storage building at 15 Souside Lower Road as per e application submitted, subject to receiving no objections to e discretionary use ad on e application and in accoance wi e Carbonear Municipal Plan and Development Regulations. Motion J. Comerfo / T. Emberley Resolved at e Town of Carbonear grant municipal approval for e Crown Land Application as submitted for land at McCary s Pond. Councillor Mercer asked where McCary s Pond is located, it is in next to Gunners Pond. Town Administrator advised at is area is zoned Seasonal Dwellings New permits are not permitted in e watershed area. Councillor Earle noted at many of ese developments are now becoming year round residences. Councillor Mercer advised at policies are being drafted by Municipal Affairs regaing seasonal residences wiin municipalities roughout NL. Motion J. Comerfo / F. Earle Under e auority of Section 16 of e Urban and Rural Planning Act 2000, e Town Council of Carbonear adopts e Carbonear Development Regulations Amendment No. 11, Page 3 of 6

Mercer Where as e subject property does not have e required minimum frontage for Residential Rural zoning regulations, Be It Resolved at e Town of Carbonear rescind Motion which states as follows: Resolved at e Town of Carbonear grant municipal approval to e Crown Land Application as submitted, subject to e development application for e proposed lot meeting e requirements of e Town Plan for servicing wi water and septic system, and furer subject to e location of e development being e required distance from e 18" water main at runs rough e property wi e applicant being responsible for e cost of e water line location. b) Works Committee Deputy Mayor Slade reviewed e following recommendations from e Works Committee: Motion E. Slade / F. Earle Resolved at e Town of Carbonear contract Ontrac Equipment to complete e 2000 hr Service Maintenance on e 310G Backhoe. Motion E. Slade / F. Earle Resolved at e Town of Carbonear sell e 96 Fo Pick-up Truck to Simms Garage for e sum of $600. c) Human Resources Committee Councillor Mercer indicated at a copy of e minutes previously provided and Council can discuss e HR concerns in a privileged meeting. 7. Reports from Town Administrator & Department Heads a) Town Administrator Cynia reviewed her reports wi Council. Report One Item 6 - Lower Souside Road not completed yet, also to replace swale is an additional $2,200. Council agreed to proceed wi e additional work. Town Administrator to contact Pat Mullins of Conco Paving to see when e job can be completed. Item 7 - Councillor Comerfo asked about e cost. Town Administrator advised e daily rate is $185. Report Two Fred, what is e fine for building wiout a permit. Town Administrator advised at ere is no fine, however Council can lay charges for each day a person is in violation of Council s requirements. 8. Finance a) List of Invoices totaling $14, Motion F. General Business a) Beautification/Environment Committee Councillor Mercer reviewed e Notice from Councillor Comerfo and herself to Council, to spearhead a new community committee The Pride in Carbonear Committee requesting names of person who could contribute to is committee. b) Mayor reviewed changes to e Committees as follows: Works Committee Chair Councillor Buen, Deputy Mayor Slade and Councillor Emberley Development Committee Chair Councillor Comerfo, Councillors Buen and Earle Finance Chair Deputy Mayor Slade, and Councillor Comerfo Human Resources No change at is time Chair Councillor Mercer and Councillor Earle CBN Joint Council Rep. Mayor congratulated Mr. Anderson. d) Councillor Mercer suggested at we have a Long Term Planning Committee as she feels at Council needs to set out a long term plan, for housing, commercial development and grow wiin e Town. Ensuring at a new Long Term Heal Care facility is constructed in Carbonear should be a priority for e Town of Carbonear. Mayor Slade to consider e implementation of is committee as suggested by Councillor Mercer. Councillor Mercer suggest we contact NL Power to see when ey would be carrying out tree trimming in Water Street East. Town Administrator to contact NL Power as suggested. Councillor Mercer asked if our operators go rough any safety inspections. Town Administrator advised at ey do not. 11. Notices of Motion No notices of motion were filed. 12.
