1 Gvernment f West Bengal Finance Department Audit Branch N F(Y) Dated, s" Nvember, 2014 MEMORANDUM WHEREAS, prcurement f Digital Signature Certificate (DSC) frm licensed CA's was authrised vide FD mem. n F(Y) dt cnsequent upn discntinuance f supply f DSCby NICCA; and, WHEREAS, use f DSCis essential fr flating f e-nit thrugh the state Gvernment e-tender prtal, well as fr e-pradan mdule f IFMS which is ging t be intrduced wef vide FD mem. n F(Y) dt ; and, WHEREAS, Webel Technlgy Limited(WTL), a State Gvernment rganisatin, was entrusted with the task f selectin f DSC supplier thrugh e-tender prcedure ut f the licensed Certifying authrities f CCA, Dptt f Electrnics and Infrmatin Technlgy, GOI; and, WHEREAS, WTL has recmmended the name f M/S emudhra Cnsumer Services Limited, ne f the licensed CA's as the L1 bidder fr supply f DSCalng with the USBTken (dngle); NOW, THEREFORE, the Gvernr is pleased t select the said licensed CA, i.e., M/S emudhra Cnsumer Services Limited, as the supplier f DSCalng with USB Tken (dngle) fr use bye-tender inviting authrities and Drawing and Disbursing fficers f the state Gvernment with immediate effect. The prcedure f supply f the DSCalng with USBTken (dngle) will be as fllws- I. Prcedure f supply f DSCand dngles fr OOO's. 1. District Magistrate f each district except Klkata will be the ndal Officer fr mnitring f supply f DSCt the DDO's f his/her respective district with the help f the Treasury fficer f the District HQ. Actin t be taken by the ndal fficer i. Cpy and Distributin f the annexed applicatin frm amng the DDO's with request t the DDO's t fill in the frms and return them t the 1

2 respective Treasury fficers accrding t the time schedule being intimated separately t each ndal fficer shrtly; ii. Cllectin fthe duly filled applicatin frms frm the DDO's; iii. submissin f the filled applicatins t the DSC supplier's authrized representative n the date t be fixed accrding t the time schedule being intimated separately t each ndal fficer; iv. making arrangement fr delivery f the DSC-laded dngles t the DDO's wh will acknwledge the receipt in presence f the ndal fficer/ TO in each district accrding t the time schedule being intimated separately t each ndal fficer; v. issuing certificate f delivery f DSC alng with dngles and its submissin t WTL alng with a cpy f the acknwledgment f the 000 in supprt f his/her receipt f the DSCwith dngle accrding t the time schedule being intimated separately t each ndal fficer; 2. In case f Klkata, PAO's f Klkata PAO-I, PAO-II, and PAO-III will act as the ndal fficers fr their respective DDO's t be mnitred by ne Jint Directr f Treasuries and Accunts at DTA, WB. 11. Prcedure f supply f DSC and USB Tken (dngle) t nn-doe e-tender inviting authrities- The Departmental Secretary f each Administrative Department may designate the Financial Advisr / Dy. Financial Advisr f the respective department as the ndal fficer t mnitr supply f the DSCwith dngles in crdinatin with the supplier. Actin t be taken by the ndal fficer fr supply f DSCwith dngle t the nn-ddo e-tender inviting authrity will be identical with the prcedure prescribed fr DSC meant fr DDO's. Letter with Time schedule fr distributin, cllectin and delivery f DSC with dngles is being issued separately. Ill. Payment prcedure fr DSCwith USBTken (dngle)- 2

M/S emudhra Cnsumer Services Limited, the CA selected as DSC supplier, will deliver DSC-laded USB Tkens (dngles) t the DDO's / e-tender inviting authrities in presence f the ndal fficer within 7 wrking days frm the date f receipt f duly filled applicatin frm. 2. The CA will raise the bill t WTL alng with the signed certificate f Ndal Officer. 3. FD will prvide fund t WTL n submissin f requisitin fr the same by the latter fr payment f the cst f DSCand dngle t the CA and 5% prcessing fee t WTL. 4. WTL will make payment t the CA based n signed certificate f Ndal Officer in supprt f delivery f the DSCand dngle. Sd/-H.K.
