Regine Lmbardia is using the vuchers system since 2003 and the instrument is wrking well frm the technical pint f view. Up t nw, it aimed at supprting generic innvatin prcesses but did nt canalized reginal resurces twards clear fcused gals in terms f technlgies and applicatins. At the end f 2013 Regine Lmbardia has defined its wn Smart Specializatins Strategy RIS3 (last update Nvember 2017). In 2014 the Regin has frmally recgnised 9 Technlgical Clusters as tls f sft gvernance between the territry and the lcal gvernment fr the implementatin f its RIS3. Cluster AFIL cperates very clsely with Lmbardy Regin Directrate General University, Research and Open Innvatin (DG UROI) which cnsider the 9 Lmbard Clusters as instruments f sft gvernance between the Lcal Authrity and the territry in the implementatin f its Smart Specialisatin Strategy. As a result, Regine Lmbardia is nw shaping a new vuchers system aligned t mre precise gals cnsistent with RIS3 and with the R&I Wrk Prgrams f the specialisatin. In June 2017, Lmbardy Regin lunched the call fr Inndriver-S3, a new editin f the vuchers aimed at supprting SMEs in the acquisitin and develpment f advanced innvatin services. The main evlutin f Lmbardy vucher instrument can be summarised as fllw:

Intrductin t the actin plan 3.1 The backgrund The main bjective f the S34Grwth prject is t develp and imprve existing reginal plicy instruments t facilitate interreginal cllabratin, which in turn will supprt the renewal f Eurpe s industry and cmpetitiveness. AFIL, the Lmbardy Technlgical Cluster n Advanced Manufacturing, received the mandate f Lmbardy Regin t participate in this prject with the twfld aim f imprving the addressed reginal plicy instrument with a better alignment with the needs emerging frm lcal cmpanies and with an innvative interreginal element, fstering the interreginal cllabratin based n smart specialisatin. Besides this primary bjective, the cluster and the reginal authrity agreed n a secndary gal t be achieved thrugh this prject cnsidering their cmmitment tward Vanguard Initiative. Indeed, S34Grwth was apprached as a synergic actin t be explited fr the identificatin f innvative funding instruments t be implemented in synergy with the 10 Regins invlved fr the develpment f Vanguard Initiative pilt netwrk that are currently facing several barriers in the implementatin phase. The first phase f the prject served t imprve the mutual knwledge f the partners, their innvatin ecsystem and the related plicy prgramme. AFIL and Lmbardy Regin, as stakehlder, participated t 9 OSDDs (Tampere, Nrte, Sctland, Basque Cuntry, Eindhven, Catalnia, Suth Netherlands, Zuid Hlland and Flanders) and hsted the Lmbardy OSDD with the invlvement f several reginal stakehlders. The main utcmes cllected frm the participatin t the meetings were reprted in a shared frmat and they can be summarised as fllw: Lessns learned Pririties and Smart Specializatin Strategy implementatin in the partner Regins Plicy instruments designed and implemented t finance research and innvatin in different areas Opprtunities fr imprving existing instruments and related challenges t be faced Opprtunities deriving frm macrreginal strategies Innvatin ecsystem and infrastructures in the regins (interactins and cnnectins amng reginal actrs) Imprvement suggested fr plicy instrument Lunch f an imprved S3 -INNODRIVER, making the participatin f service prviders utside Lmbardy easier (upgrade f the service prviders platfrm, raise awareness n the instrument) 4
5 Analysis f measures and instruments supprting the develpment f demnstratrs (learning, feasibility and eventual design f the instrument) Investigate synergies between different directrate f Lmbardy Regin as well as between the reginal and natinal level In additin t the interreginal meetings, reginal stakehlders grups have been established with the aim t keep key actrs engaged t the prject visin and cnstantly receive feedback and inputs related t the cntents discussed. In the fllwing paragraphs, a detailed descriptin f the bjectives envisaged, the activities planned and the resurces t be cmmitted will be prvided. 3.2 Visin & Objectives Imprve the cmpetitiveness f lcal cmpanies supprting them in the implementatin f innvatin actins and stimulating cperatin tward the creatin f Eurpean Value Chain. This is the visin guiding the definitin f Lmbardy actin plan bjectives and activities which can be achieved with the supprt f key players (i.e. Clusters, research centres, universities and cmpanies) and the definitin f an innvative and effective industrial plicy prgramme. Accrdingly, the bjectives t be reached thrugh the implementatin f this actin plan are the fllwing: a. Imprvement f the targeted plicy instrument: S3-Inndriver (Innvatin Vucher) b. Implementatin f lessns learnt and gd practices identified during the Phase 1 f the prject thrugh OSDD activities c. Identificatin f prper funding instrument fr the implementatin f interreginal netwrks f Pilt Plants 5
6 In the fllwing chapters the actins planned tward the achievement f these bjectives are presented. It is imprtant t highlight since the beginning that sme results cannt be btained withut the invlvement and the supprt f ther partner regins since the gals utlined imply a cntinuus exchange f infrmatin and strategic crdinated planning. Accrdingly, while sme actins will be carried ut at reginal level thers will have an interreginal dimensin Managing rganizatin AFIL is the main Lmbardy partner invlved in the prject and it is respnsible f the elabratin f the actin plan as well as the implementatin f the activities prpsed. Being a technlgical cluster fficially recgnised by Lmbardy Regin, the active invlvement and the cmmitment f the Reginal authrity is ensured tgether with the participatin f the ther actrs in charge f the definitin and executin f plicy instruments in Lmbardy. These actrs cntributed t the prject activities since the beginning thrugh the participatin t OSDD events and reginal stakehlders meeting. Accrdingly, they are all aware f the bjectives and the cntents f the actin plan prpsed and the rle they will play tward the achievement f the gals envisaged. Figure 1. Actin plan executin team 3.4 Actin envisaged In line with the bjectives set by the Lmbardy team, the actins envisaged in Lmbardy actin plan are: 1. Gd practices transfer: detailed analysis f the gd practices identified during the OSDD and discussin n hw t develp at reginal level the relevant inputs cllected frm ther reginal authrities and stakehlders. This actin has a reginal fcus and it will be carried ut as a fllw up f reginal stakehlders meetings with the invlvement. 2. Imprvement and expansin f reginal vucher system: set f activities aimed at establishing an interreginal vucher prgramme based n the existing mdel implemented by the S34Grwth Regins. This actin has an interreginal fcus and it 6
7 will be implemented by a sub-grup f Regins interested in imprving their vucher system r designing the instrument frm scratch. The relatinships established in the framewrk f S34Grwth prject will cntribute t facilitate the dialgue and the alignment amng reginal schemes. 3. Supprt t the implementatin f demnstratin prjects: actin planned t supprt the develpment and implementatin f nging demnstratin prjects develped in the framewrk f Vanguard Initiative. Cnsidering that the S34Grwth cnsrtium has been established amng the Vanguard pilts c-leads, the activities carried ut in interreginal actin plans can be explited t build up new instruments r prgramme t jintly supprt the realizatin f demnstratin prjects bth in the Vanguard framewrk and utside. The timeframe f the plan and the activities duratin are reprted in the Gantt chart attached in Annex I -Gantt chart, while a detailed descriptin f the plan and the related budget are reprted in the fllwing paragraphs. 3.4 Estimated budget The budget estimated fr Lmbardy actin plan cnsiders the resurces needed fr the implementatin f the actins planned at reginal and interreginal level. In Table 2, a frecast f the expenses per semester is prvided accrding t the fllwing budget line: Staff csts: csts related t AFIL emplyees allcated n the S34Grwth activities including the develpment f interreginal actin plan and ther general task related t prject management and cmmunicatin Office and administratin: flat rate f 15% f staff csts Travel and accmmdatin: csts fr AFIL emplyees travels planned fr the S34Grwth meetings and the restricted grup meetings t be planned fr the develpment f interreginal activities included in the actin plan. External expertise and services: expenses fr the rganisatin f meetings and events envisaged in the plan (bth at reginal and interreginal level). Travel and accmmdatin csts fr stakehlders participating t meeting and events. With respect t the riginal budget reprted in the Applicatin Frm, the financial needs fr Phase 2 is higher cnsidering the interreginal dimensin prpsed in the plan. Table 2. 8 4. Actin 1 - Transfer f gd practices 4.1. List f activities Task 1.1 Detailed analysis f the gd practices identified in Phase 1 As fllw-up actin f the activities initiated in the reginal stakehlders meetings, a detailed analysis f the gd practices identified in Phase 1 will be develped with the intent f giving evidence t the synergies and eventually implementing new slutins r imprving existing prcedures at reginal level. Sme f the gd practices identified are: Nrte2020 demnstratin prjects Basque Cuntry DIH mdel Innvatin Quarter (Zuid Hlland) Flanders cluster plicy Timing: M1-M3 Task 1.2 Evaluatin f the implementatin feasibility at reginal level The Lmbardy reginal stakehlders grup, accrding t the different cmpetencies and capabilities will evaluate the implementatin feasibility f the gd practices identified. In case this will impact n ther stakehlders nt yet invlved in the reginal stakehlders grup the targeted actrs will be cntacted and engaged in the prcess. The cncrete utput f this activities can be a detailed reprt n the best practices t be delivered t the managing authrities wh will then evaluate the implementatin in this prgramming perid r in the next ne. Timing: M4-M9 Task 1.3 Identificatin f synergic implementatin with ther partners Once new r imprved gd practices have been intrduced at reginal level, sme effrts will be devted t the identificatin f pssible interactins and synergies with ther Regins and related stakehlders. The cperative implementatin f these gd practices can amplify their impact as well as enhance and facilitate the cperatin amng key actrs. Timing: M7-M Partners invlved This actin has mainly a reginal fcus and s it will invlve AFIL and its stakehlders/expert (Lmbardy Regin Finlmbarda ITIA-CNR). In additin t the cre grup, ther key actrs will be invlved in the prcess r infrmed f its utput. These stakehlders can be (ther clusters, RTOs, cmpanies, industrial assciatins and universities). Mrever, ther prject partners can be invlved n spt t supprt the transfer f these practices accrding t their cmpetences and expertise. 8
9 5. Actin 2 - Imprvement and expansin f reginal vucher system 5.1. List f activities Task Fine-tuning f "Inndriver S3 - Innvatin vucher" As starting pint, AFIL tgether with Lmbardy Regin and ther relevant stakehlders will discuss sme imprvements t be implemented at reginal level t the existing vucher scheme. In particular, referring t the examples prvided by ther Regins and cnsidering the bjectives fixed at the beginning f the prject, it will be discussed the imprvement f the gvernance t better align the vucher instrument with the needs f the cmpanies active in the area f advanced manufacturing. Timing: M1-M3 Task Optimize the n-line registratin system In rder t supprt the implementatin and management f the vucher instrument, Lmbardy Regin, with the supprt f its IT supplier, explited an nline platfrm fr the validatin f service prviders and the registratin f the beneficiaries. This platfrm (QUESTIO), established in 2004 and later adpted in the cntext f reginal calls, has recently been integrated in the reginal Open Innvatin platfrm allwing a mre efficient utilizatin f these tls. Accrdingly, at reginal level activities are still in place t ptimize users experience and make the platfrm easily accessible by freign users. Thanks t the supprt f the cluster and the discussin nging in the reginal stakehlders grup, relevant needs and suggestins can be pinted ut t further imprve the nline tl. Timing: M1-M3 Task Identificatin f synergies amng reginal vucher schemes With the intent f expanding reginal vucher schemes in an interreginal dimensin, a subgrup f 6 partners will wrk n the imprvement f the instruments applied at reginal level making them suitable t be aligned amng different Regins and accessible by freign service prviders and beneficiaries. This prcess will start frm a deeper analysis f the already existing instruments and the identificatin f synergies amng the prgrammes that can facilitate the interreginal alignment and cperatin. Mrever, Regins that have nt established a vucher system yet, will explit this initial phase t prperly design their wn instrument frm scratch. In rder t prceed with the designing f an interreginal vucher scheme it is fundamental t agree n the service prvider validatin criteria and the scpe f vuchers t be ffered t beneficiaries (i.e. Seal f Excellence, patents, cllabratin amng SMEs and RTOs ). Accrdingly, partners will schedule a number f meetings t utline the measures that shuld be included in the jint instrument n the basis f the bjectives that each reginal authrity aims t achieve with the issuing f vuchers. Timing: M1-M3 Task Evaluatin f existing platfrm features fr interreginal cllabratin 9
10 Cnsidering the need f an nline platfrm t facilitate the validatin prcess f service prviders and the matching f demand and ffer, partners will jintly evaluate the requirements f the nline system t be applied at interreginal level. This cnsideratin will start frm the analysis f the already existing tls and the evaluatin f their current features. At the end the best slutin t be implemented will be selected and eventually adapted t the specific requirements identified. This can result in the design f a cmpletely new platfrm r, mst likely, in the explitatin and extensin f an already existing reginal slutin. Mrever, the interperability f this interreginal tl with the systems implemented at reginal level can be investigated t facilitate the adptin f the slutins aviding switching csts. Timing: M1-M3 Task Set-up f cperatin platfrm and testing Fllwing the decisin n the tl t be adpted, partners will start the setting up f this cperatin platfrm with the supprt f the IT service prvider(s). The tl will an nline space where validated service prviders can present their service prtfli and beneficiaries can search fr the best slutins fr their needs. In rder t make this system efficient it is imprtant t guarantee the technical perfrmances as well as an adequate supprt frm intermediaries that can act as validatrs f the service prviders and facilitatr f the matching between demand and ffer. Once the system is in place and the access is guaranteed at interreginal level, sme tests can be run t verify the requirements and the reliability f the platfrm. Service prviders and beneficiaries will be supprted in the registratin t make the platfrm peratinal fr the first calls issuing (Task 2.8) Timing: M4 M9 Task Definitin f the tpic t be jintly addressed with innvatin vucher Once the mechanism and the supprting tls have been clearly defined, partners will jintly wrk n the definitin and alignment f the tpics t be addressed by the innvatin vuchers. This activity shuld be guided by the Regins RIS3 that can utline the pririties n which each Regin shuld fcus leveraging n the cmplementarities with ther partners t address the needs nt directly linked t the reginal specialisatin. Timing: M1 M9 Task Elabratin f a jint vucher prgramme In parallel with the previus activities, the rules t be applied t this jint vucher prgramme will be evaluated with the supprt f the reginal managing authrities. Accrdingly, reginal funds t be allcated t the prgramme and the expenditure eligibility rules will be utlined. Mrever, effrt will be devted t the qualitative evaluatin and mnitring systems t be applied at interreginal level fr the prjects evaluatin Timing: M4 M9 10
11 Task First calls issuing and management Clsing the jint design f the interreginal features f innvatin vucher instrument, Regins will launch a pilt call t test the effectiveness f the instrument and the interest gathered by beneficiaries. The features and the technical requirements t be applied are the nes defined in Task 2.6 and Task 2.7. In case f negative feedback, fllw-up and crrectin measures can be applied. Actin 3 - Supprt t the implementatin f demnstratin prjects 6.1. List f activities Task 3.1: Presentatin f the needs frm specific investment prjects (i.e. Vanguard dem-case) The first step tward the identificatin f supprt measures fr demnstratin prjects will be the identificatin f the specific needs cming frm already established netwrks. These partnerships have already develped detailed cncept ntes and business plans, but they are facing sme prblems in finding investment resurces t prceed with the implementatin f prject idea. Partners can rganise restricted meetings where t invite partnerships representatives t present their prjects and related financial needs. This will cntribute t cncretely assess the specific and different requirements cming frm the interreginal demnstratin prjects and generate detailed reprts n the needs emerged. The partnerships that culd be addressed as starting pint are Vanguard dem-case prjects. Being part f an already established netwrk f Regins, they can take advantage f a cnslidated plitical cmmitment and f an active grup f stakehlders engaged in the prject implementatin. Timing: M1 M2 11
12 Task 3.2: Matching f ptential instruments and dem-cases Starting frm the discussins initiated in Phase 1 and leveraging n the input cming frm technical representatives f the partnerships, the partners invlved in this actin will match the needs emerged in task 3.1 with the mst apprpriate instruments that can ptentially slve the barriers tward implementatin. Of curse, recmmendatins and suggestins cllected in OSDD plicy briefs will be cnsidered and shared with the relevant stakehlders but the prtfli f instruments t be cnsidered can be extended beynd the nes analysed during the Phase 1 (i.e. Jint prgramming, Fund f Funds, Interreg B ) Timing: M2 M6 Task 3.3: Jint implementatin plan f financial instrument(s) able t supprt the targeted prjects Regins invlved in the sub-grups will wrk tgether fr the definitin f an implementatin plan t design a prtfli f instruments t be activated at reginal level in synergy with the ther levels (i.e. Natinal and Eurpean). This plan will supprt the targeted prject in vercming the financial barriers they are facing with the aim f ensuring the realisatin f lcal infrastructures t be then cnnected and perated at interreginal level. Als in this case, leveraging n Vanguard dem-case prjects clearly utline the Regins that shuld cperate tward the achievement f a cmmn bjective. In this sense, it culd be useful t learn frm previus best practices that can be replicated in ther regins.
