Cmprehensive prfessinal airprt cnsulting services shall include, withut limitatin, planning and engineering cnsulting services required in cnnectin with the develpment and imprvement f the Suwannee Cunty Airprt, including airprt and envirnmental planning, grants administratin, preparatin f DBE plans, preliminary and final engineering and architectural design (including testing and surveying), preparatin f engineer s reprts, technical specificatins and cntract dcuments, cnstructin testing, cnstructin administratin and cntract dcuments, resident engineering and inspectin prgram management, and related prfessinal services t accmplish and prvide technical supprt fr planning, design and cnstructin prjects at the Suwannee Cunty Airprt, and any ther related task that may be requested by the Cmmissin. Cnsultant shall prvide administratin f any applicable lan and grant prgrams and prvide planning and engineering services as necessary. These services shall be prvided in cnjunctin with and in accrdance t any applicable Federal and State prgrams/guidelines, and in accrdance with the terms defined by Suwannee Cunty. Additinal duties may include preparatin f bid dcuments, prepare/crdinate/mnitr cntracts, prcess change rders, cnduct pre- cnstructin meetings, cnstructin management, and cnstructin inspectin f airprt imprvements. The Cunty will utilize bjective criteria when evaluating and ranking qualified respndents. These criteria are utlined in the Cunty s Request fr Qualificatins dcumentatin. In rder t be cnsidered, firms must be able t demnstrate significant knwledge and experience in prviding the type f cnsulting services requested, and shall have cnsiderable experience with FAA standards f design and cnstructin, airprt develpment criteria, and advisry circulars, as well as FDOT airprt prject requirements. The selected firm(s) will enter int a nn-exclusive Basic Cntract fr Airprt Cnsulting Services with the Cunty and will prvide services t the Cunty under supplemental agreements t the basic cntract. The cntract term will be fr a five (5) year perid. Submittal Package Requirements A. Cver letter, including name, address and telephne number f ne (1) individual wh will serve as the Prject/Prgram Manager t whm all future crrespndence and/r cmmunicatins will be directed. B. Table f Cntents shuld utline in sequential rder the majr areas f the submittal. All pages, including enclsures, must be clearly and cnsecutively labeled and/r numbered and crrespnd t the Table f Cntents. C. Prvide a statement that the firm is licensed and qualified t perfrm the requested services in the State f Flrida. Include cpies f applicable licenses, registratins, and certificatins f the firm and pertinent persnnel wh will participate in the prject. D. Prvide relevant qualificatins and experience f the firm and staff, including resumes f the Prject/Prgram Manager and key staff members; and evidence f similar prfessinal accmplishments. E. Prvide references frm at least three (3) recent prjects cmpleted by the firm t include the fllwing: a. Prject lcatin. b. Scpe f wrk, date and duratin f the prject, cmplete r incmplete. c. Name, address, and telephne number f the persn(s) t be cntacted fr references regarding the firm s past perfrmance. 3

Prvide a brief and cncise summary describing the firm s ability t perfrm wrk requested in this slicitatin, a histry f the firm r the firm s principals backgrund; including past experience n general aviatin airprts similar t the Suwannee Cunty Airprt. Describe in detail the lcatins f ffices that will prvide services and the lcatins f Key Persnnel and describe the current wrklad and availability f the Key Persnnel. I. Evidence f the firm s r individual s ability t prvide the fllwing insurance cverage, either under existing plicies r by virtue f a prject specific plicy: (A) Prfessinal Liability and Errrs and Omissins The cnsultant shall carry Prfessinal Liability Insurance with a cverage minimum f $2,000,000 per claim; (B) Business Autmbile Liability Cvering any aut with minimum limits f $1,000,000 per ccurrence with cmbined single limit fr bdily injury and prperty damage. This shall include wned vehicles, hired and nn-wner vehicles and emplyee nn-wnership; (C) Wrker s Cmpensatin The cnsultant shall carry Wrkers Cmpensatin cverage t apply fr all emplyees fr statutry limits and shall include emplyer s liability with limits f $1,000,000 each accident, $1,000,000 disease plicy limits, $1,000,000 disease limit each emplyee ; and (D) Cmprehensive General Liability Limits f $1,000,000 per ccurrence, cmbined single limit fr bdily injury and prperty damage including premises and/r peratins, independent cntractrs, prducts and/r cmpleted peratins, brad frm prperty damage and cntractual liability endrsement. All plicies shall prvide a 30-day ntice f cancellatin r mdificatin f cverages. Prir t cmmencement f wrk, the prper insurance certificates shall be prvided t and apprved by the Cunty. Submittals shuld be limited t frty (40) pages, including all attachments (excluding tabs and sectin dividers). Scpe f Services The scpe f wrk fr each future prject will be negtiated with the successful firm(s) as the need fr each prject arises. The fllwing prfessinal services may be required fr varius prjects, including, but nt limited t: Airprt Master Plan/ALP Updates Airprt Business Plan Airprt Marketing Plan Airfield imprvements such as: Runway and Taxiway Extensins; Aircraft Parking Aprns and Ramps; Pavement Rehabilitatin and Recnstructin; Airfield Signage, Lighting and Navigatinal aids; Electrical system imprvements. Airprt Industrial and Ecnmic Develpment Opprtunities Grant Opprtunities/Grant Administratin Master Utility Plan Infrastructure, Drainage/Strm Water Systems Envirnmental Assessments, Nise Studies, Investigatins, Permit Preparatin, Reprts and ther envirnmental services. Security and Access Cntrl Systems Land Acquisitin (when applicable) Aircraft Hangar Develpment Fuel Farm Imprvements (including Self-Serve Optins) 4

5 Radway and Parking Facilities Additinal Aviatin and Nn-Aviatin related develpment prjects, as may be related t the abve. Strmwater Pllutin Preventin Plan (SWPPP) and Spill Preventin, Cntrl and Cuntermeasure Plan (SCPP) Selectin Prcess: Prcurement f these prfessinal services shall cmply with Chapter Flrida Statutes, the Flrida s Cnsultants Cmpetitive Negtiatin Act (CCNA), and Suwannee Cunty rdinances. A Selectin and Negtiatins Cmmittee will utilize essential criteria when evaluating and ranking qualified respndents. Engineering fees will be negtiated after ranking in accrdance with CCNA. Qualificatins and Abilities f Prfessinal Persnnel Client References fr Similar Prjects Experience n Similar Prjects Firm Lcatin In rder t receive the maximum number f pints in this categry, the firm must demnstrate an established ffice lcatin r permanent residence f key persnnel in Suwannee Cunty, Flrida fr at least the past twelve (12) mnths. Nnlcal firms r firms using nn-lcal subcntractrs will receive pints in this categry but nt the maximum number f pints pssible. Suwannee Cunty reserves the fllwing rights: T select a cnsultant based slely n the quality f the prpsal (Statement f Qualificatins) T prepare a shrt-list f qualified firms and t interview these firms as deemed necessary t select a General Engineering Cnsultant. The Cunty will then negtiate n a per prject basis the scpe and fees f the prpsed prjects. 5
