3 OVERVIEW I. Funds Available The City f Palmdale receives HOME Investment Partnerships (HOME) funds each year frm the U.S. Department f Husing and Urban Develpment (HUD). The HOME prgram (CFDA N ) was authrized by Title II f the Cranstn-Gnzalez Natinal Affrdable Husing Act f 1990, and first became available in The purpses f HOME are t: (1) expand the supply f permanent affrdable husing fr lw and very lw-incme families and individuals, (2) t prmte partnerships between States, lcal jurisdictins and nnprfit rganizatins, and (3) t expand nnprfit rganizatins capacity t develp and manage affrdable husing. The City will make available an estimated $350,000 f HOME funds fr the develpment f affrdable husing pprtunities during fiscal year II. Funding Limits HOME funds are intended t leverage ther affrdable husing funds t maximize the resurces available fr the develpment f affrdable husing pprtunities, particularly in areas f the City where husing chices are limited. Other surces typically leveraged with HOME include public and private grants, lans, equity investments, Federal/State Tax Credits and in-kind cntributins. The ttal HOME award may nt exceed the HUD 221(d)(3) maximum per unit subsidy limits applicable at the time f HOME cmmitment fr the number f units that will be designated as HOME units. Funding is available fr the fllwing husing prject types: Site Acquisitin Develpment f Rental r Ownership Husing Rehabilitatin f Existing Rental r Ownership Husing Develpment f Transitinal Rental Husing Tenant Based Rental Assistance (TBRA) Tenant Displacement Strngly Discuraged: Where pssible, applicants are encuraged t prpse prjects that prevent r minimize displacement, such as acquisitin f vacant prperties, prperties being vluntarily sld by an wner-ccupant, rehabilitatin prjects that require nly temprary relcatin, r new cnstructin prjects. If funds will be used in a prject that invlves acquisitin f a prperty with residential r cmmercial tenants, federal Unifrm Relcatin Act r Sectin 104(d) requirements must be met. IV. Eligible Applicants Fr-prfit and nn-prfit applicants with a successful track recrd f develping affrdable husing pprtunities are eligible t apply fr HOME funds fr a specific prject in the City f Palmdale. Applicants must be registered in the Central Cntractr Registry (CCR) fund at have a valid DUNS number ( and may nt be debarred by the U.S. Gvernment ( Applicants will be required t demnstrate financial capacity and develpment experience cmmensurate with the prject fr which HOME funds are t be prvided. Submissin f recent audited financial statements, tax returns, a develpment prtfli and references is required. V. Eligible Beneficiaries and Affrdability Requirements Eligible Husehld Incmes: HOME units must be ccupied by lw- and very-lw incme husehlds. 5 rents and are belw the market rate fr the area, thus prviding an affrdable husing pprtunity nt therwise available in the cmmunity. Affrdability Requirements -- Rental Husing: 90% f the HOME units must be rented t husehlds with incmes at r belw 60% f AMI (Prgram Rule). Further, 20% f the HOME units must be rented t husehlds with incmes at r belw 50% f AMI (Prject Rule). The maximum rents that may be charged fr very-lw incme units (50% f AMI), including a reasnable utility allwance fr utilities and services (excluding telephne) t be paid by very-lw incme husehlds must be the lesser f the lw HOME rents r the high HOME rents. The maximum rents that may be charged fr lw-incme units (up t 80% f AMI) including a reasnable utility allwance fr utilities and services (excluding telephne) t be paid by lw-incme husehlds must be the lesser f the high HOME rents r the Fair Market Rents. If the unit receives Federal r State prject-based rental subsidy and the Very Lw Incme family pays as cntributin tward rent nt mre than 30 percent f the family's adjusted incme, then the maximum rent (i.e., tenant cntributin plus prject-based rental subsidy) is the rent allwable under the Federal r State prject-based rental subsidy prgram. The maximum allwable rents each year will be based n the lw and high HOME rents published annually by HUD. In prjects where husing will be rehabilitated, rents charged after rehabilitatin shuld nt exceed the prir rent levels. Affrdability Requirements -- Ownership Husing: Maximum sales prices will be established fr husing develped fr first-time hme buyers, taking int accunt husehld incmes, current interest rates, a lw r n dwnpayment, and typical lending qualificatin guidelines. The prject must assure that husing will remain affrdable t eligible husehlds fr the term f the agreement, r that subsidy funds will be recaptured upn resale t allw develpment f additinal affrdable husing. VI. Prject Selectin Prcess City staff will cnduct an initial review f the applicatins t determine eligibility and cmpleteness. Applicants will be immediately ntified if they d nt meet the requirements upn initial review. Applicatins must meet initial review requirements t be cnsidered fr funding. Upn successful cmpletin f the initial review, Staff will evaluate the applicatins accrding t the fllwing criteria: Magnitude f need and cmpatibility with pririties identified in the City f Palmdale Cnslidated Plan City f Palmdale 2017 HOME NOFA and Applicatin Page 4

6 Apprpriateness f the site, structure, and prgram design fr the prpsed residents Financial feasibility f the prject Feasibility f prject design and scpe f wrk Capability and experience f the spnsr Capability and experience f the develpment team Staff recmmendatins fr funding will be made t the City Cuncil in a Public Hearing in May City Cuncil funding decisins will be final. All applicants will be ntified f the Cuncil s funding decisin. Disclaimer: The City f Palmdale reserves the right t nt award all available funds if submitted prpsals d nt meet the criteria fr evaluatin and funding. Funds nt allcated during this prcess may be awarded during a subsequent applicatin cycle fr new prpsals. Federal deadlines fr fund cmmitment may require reallcatin f husing develpment funds if implementatin f the prject is significantly delayed. VII.
