1 NOTICE INVITING BID T.No:40/2015 PRESS TENDER Sealed bids in English (One Original and seven identical copies) are invited in two parts (Part-I and Part-II) by NEYVELI LIGNITE CORPORATION LIMITED (NLC) on behalf of NLC UTTAR PRADESH POWER LIMITED (NUPPL), for the work of NUPPL - GTPP - Site Grading of the Plant area of the proposed 3 x 660 MW Ghatampur Thermal Power Project at Ghatampur, Kanpur Nagar District, UP as per details given below. 1.1 Tender Ref No: 40/ Scope of work: - The scope of work covered in this bid consists of providing necessary labour, materials (unless other wise specified) construction equipment, tools and plants, appliances, temporary works, supply and delivery to site, storage at site, construction works etc for the proper completion of work for NUPPL - GTPP - Site Grading of the Plant area of the proposed 3 x 660 MW Ghatampur Thermal Power Project at Ghatampur, Kanpur Nagar District, UP. This scope is indicative only. 2 documents may also be downloaded from our website, in such case the cost of tender document shall be paid by way of DD/Banker cheque along with bid. DD/Banker cheque shall be enclosed with the bid in Part I failing which the offer is liable for rejection. (c) (d) Amendments / Errata / Corrigendum / Clarifications if any issued for the tender shall form part of the tender document. Amendments / Errata / Corrigendum / Clarifications will also be posted in NLC s website. Firms are requested to visit NLC s website and note the Amendments / Errata / Corrigendum / Clarifications before submission of offer. NLC/NUPPL is not responsible if any Bidder omits to notice any Amendments / Errata / Corrigendum / Clarifications. The Amendments / Errata / Corrigendum / Clarifications will be numbered consecutively. The bidders are requested to sign all the amendments / Errata / corrigendum / clarifications issued for the tender and enclose along with the bid as a token of their acceptance. 2.0 Qualifying requirement for the bidders. 2.1 a) The Tender is open to any single Bidder who can be an individual or a firm or a company. b) The bidder should have satisfactorily completed, Civil works as below (i & ii) for Government / quasi Government / PSU / PSE / Public Limited company, in the name in which the bidder applies for this tender. (i) Any embankment formation work/road work / Water supply work/drain formation work in one contract involving earth work for a volume of minimum of 10 Lakhs cubic metre using Machineries. (ii) Any civil work (inclusive or exclusive of earth work as per (i) above) In one contract agreement/work order of completed value not less than Lakhs (or) In two contract agreements/work orders of completed value of each not less than Lakhs In three contract agreements/work orders of completed value of each not less than Lakhs (or) (iii) The above works (i and ii) should have been completed during the last (7) seven years reckoned with the original scheduled date of tender opening. 2.2 Average annual turnover of the tenderer for the 3 financial years immediately preceding the original scheduled Tender Opening date, should not be less than Lakhs. 2.3 The bidder should have positive net worth as per their latest audited financial statement

3 3.0 Other Conditions i) The bidder should enclose along with his/their bid necessary documentary evidence like contract agreement/work order along with endorsed performance/completion certificate issued by the party with whom the contract has been entered for having met the Qualifying Requirements mentioned in Clause 2.0. The performance / Completion certificate must indicate date of commencement and date of completion of the work. The bidder should enclose along with his/ their bid necessary documentary evidence like partnership deed, firm registration (if it is a partnership firm), Certificate of incorporation, memorandum of association and article of association in case of a company. If it is a proprietary firm the bidder shall furnish a declaration letter in this regard and furnish the same in Part-I cover. NLC/NUPPL reserves the right to check the authenticity of the certificate furnished. ii) The Bidder shall have adequate financial stability and standing to meet the financial requirements for timely completion of the scope of work and should have satisfactorily executed contracts of this type and magnitude. Relevant documentary evidence including copies of Annual report containing Profit and Loss Statement and Balance Sheets for three financial years immediately preceding the scheduled tender opening date for having met the Qualifying Requirements mentioned in clause 2.2 & 2.3 shall be furnished together with the bid. iii) Bid submitted without proper documentary evidence to substantiate the fulfillment of the Qualifying Requirements as specified are likely to be rejected without assigning any reasons. iv) Notwithstanding anything stated above the owner reserves the right to verify all statements/ information submitted to confirm the Bidder s claim on experience to assess the capacity and capability of the bidder to perform the contract should the circumstances warrant such an assessment in the overall interest of the owner/ purchaser. v) Consultant of NUPPL is not permitted to be a bidder either directly or indirectly for this tender. vi) The QR credentials of the partner which are not in the name of the bidder will not be considered. 4.0 Time schedule: The completion of entire work is 12 (Twelve) months from the date of handing over of site. 5.0 SUBMISSION OF BID AND OPENING: 5.1 Bids duly signed in all pages with date are to be submitted in TWO PARTS IN SEPARATE SEALED COVERS clearly mentioning the part no., Bid reference No. on top of the each cover as follows: Part I Form of bid (part-i), Bid guarantee, Technical and commercial aspects and Part II- Form of bid (part-ii) & prices only (price schedule) and should be addressed to the The General Manager/Civil. 4 6.0 SPECIAL NOTE AND INFORMATION REGARDING THE TENDER 6.1 The Tender documents (non-transferable) can be had from Office of The Chief Executive Officer, M/s.Neyveli Uttar Pradesh Power Limited, AE-55/Officer s colony, Panki Power house, Panki, Kanpur,UP on payment of cost of tender documents by crossed demand draft/banker s cheque drawn in favour of M/s.Neyveli Uttar Pradesh Power Limited, on any nationalized / scheduled bank recognised by RBI, other than Bank of China, Payable at par at Kanpur or banker s cheque or NEFT/RTGS mode to Beneficiary name : M/s.Neyveli Uttar Pradesh Power Limited Beneficiary Bank : State Bank of India. The bidder is to note that the Banks commission charges will be to the account of the bidder and the net amount transferred to NUPPL S account shall be equal to the cost of the tender document. The qualification of bidder is subject to receipt of cost of the tender document stipulated in the tender. No other mode of payment will be accepted. The tender documents may also be downloaded from NLC website In case if the tender document is downloaded from the website /- being the cost of tender document should be remitted in the form of a separate DD. The DD shall be drawn in f/o M/s.Neyveli Uttar Pradesh Power Limited & Payable at Kanpur shall be enclosed along with Part- I cover failing which the bid shall be summarily rejected. The remittance and forwarding letter should bear Tender Reference No. and be addressed to The General Manager/Civil. Office of the General Manager/Civil, Central Technical Offices, Block-1 Neyveli Lignite Corporation Limited, Neyveli, Cuddalore Dist, Tamil Nadu All other terms and conditions along with technical details, regarding Qualifying requirements, Time schedule, Bid guarantee, validity of Bid and instruction to bidders, etc. are contained in Tender documents. 6.3 Any offer received after the expiry of the time specified for receiving the offers is liable for rejection. 6.4 Issuance of tender documents does not mean that the bid/offer of such Bidder would be automatically considered. 6.5 NLC/NUPPL reserves the right to reject any bid or all bids received at its discretion without assigning any reason what so ever. 6.6 NLC/NUPPL shall not be responsible for any delay, loss or non-receipt of the Tender document, any letter or Bid which is sent through post/courier either way. 6.8 Bid submitted by telefax or and bid received after the expiry of the time specified for receiving the bid shall be rejected.

5 6.9 The offer shall be made in Indian Rupees only and payment shall be made for the entire scope in Indian Rupees only through e-payment Request for issue of Tender Documents received after the last date of sale of tender document will not be considered even if the demand draft is dated on or before the last date of sale of tender document. 6.11a) The firms registered with NSIC/MSME covered under MSMED Act 2006 are exempted from furnishing EMD/Bid Guarantee provided that such Micro and small scale units are registered under single point registration scheme of NSIC/ MSMED Act 2006 / MSME and the same is valid on the scheduled date of tender opening and the product range mentioned in the certificate is the same or similar to NLC/NUPPL s requirements. The NSIC/MSME copies duly attested by any notary public or gazatted officer or practicing charted accountant with seal & date shall only be accepted and the same shall be enclosed along part-i cover, failing which the bid shall be summarily rejected. Submission of bid guarantee may also be exempted with following cases (i) Central Govt. Dept. (ii) Govt. funded educational/ research Institutions b) Tender document will be issued free of cost to Small scale industries registered under NSIC/ MSMED Act 2006 / MSME, provided request for the same is received in time with a copy of valid certificate of registration and the product range mentioned in the certificate is the same or similar to qualification requirements. However, the bidders are informed that they can only down load the tender document from the website and such eligible bidders need not enclose the cost of tender documents.
