The bidders are requested to sign all the Amendments / Errata / Corrigendum / Clarifications issued for the tender and enclose along with the bid as these form part and parcel of tender document.

4 2.0 Scope of Work 2.1 The scope of work for the MDO will broadly include the following: Phase I II Activity Civil Survey, Differential Global Position System (DGPS) Survey and Erection of Boundary Pillars etc. Detailed Exploration (10000mts) & Hydro-geological study (Pumping test), Geo-technical Investigation & Slope stability study and Preparation of reports thereof. Preparation of Mining Plan, Mine Closure Plan, Feasibility Report, Socio Impact Assessment Study (SIA), EIA & EMP reports. Obtaining all clearances: Forest Clearance (Stage-I & II), Environmental Clearance, Mining Lease, Airport Authority Clearance, Consent to establish and Operate in the name of NUPPL. Facilitating for Land Acquisition and R&R on behalf of NUPPL. Development & Operation of the Mine. Haul road construction, procurement, operations and maintenance of Mining Equipment, electrical power distribution, loading, transportation, dumping. Reclamation of OB dump and final Mine Closure. Undertake community development and welfare activities in the local community as per the requirement identified by local administration/government authorities. 2.2 The detailed scope of work is covered in Volume -2 of the Tender Document - Draft Coal Mining Agreement. 3.0 Contract Period & Time Schedule: 3.1 The Contract Period for the MDO shall commence from the LOA Date and shall be for the life of the mine, which is about 20 years, or till expiry or termination of the Mining lease, whichever is earlier. The Contract Period may be extended if there are extractable reserves remaining in the mine at the end of 20 th year on mutually agreed terms and conditions. 3.2 The Time Schedule is indicated in the Draft Coal Mining Agreement of Tender document. 4.0 BID SUBMISSION AND OPENING 4.1 Bids duly signed in all pages with date & seal are to be submitted in TWO PARTS IN SEPARATE SEALED COVERS clearly mentioning the Cover No., Tender reference No. on top of the each cover as follows:

5 COVER-I: Covering Letter, Form of Bid (A), Cost of Tender Document, Bid Guarantee and duly filled in Letter of Undertaking along with Checklist for Compliance of Tender Conditions COVER-II: Form of Bid (B), QR Documents, duly filled in Integrity Pact, Techno-Commercial details, duly filled in Price Schedule, duly signed Tender Document along with Corrigendum issued, if any. Both these covers shall be individually sealed and put in an outer cover which also shall be sealed and super scribed with Tender No., Name of the Tender and the Bid opening date & time and should be addressed to The General Manager/Contracts, Corporate Office, Block-1, NLC India Limited, Neyveli , Tamil Nadu, India. Bids with no indication given on the outside of the envelope to indicate that it is a bid which therefore gets opened before the due date shall be liable to be disqualified. 5.0 SPECIAL NOTE AND INFORMATION REGARDING TENDER 5.1 a) The Tender Documents (Non-Transferable) can be had from the General Manager /Contracts, Corporate Office, NLC India Ltd.,Neyveli , Tamil Nadu, India on payment either by crossed Demand Draft drawn in favour of NLC India Ltd.,, payable at Neyveli or Banker s Cheque or on remitting payment to NLC s Account No Beneficiary Name: NLC India Ltd., in State Bank of India, Branch: Neyveli Main (IFS Code No. SBIN ) through RTGS / NEFT and by indicating the UTR No. b) The Tender documents can also be downloaded from NLC website / CPP Portal ( during tender document sale period and the cost of tender document shall be paid through (i) Banker s Cheque / crossed Demand Draft drawn in favour of NLC India Limited, payable at Neyveli, and shall be enclosed in Cover I bid or (ii) RTGS / NEFT and the UTR No. shall be indicated in the Cover I bid. c) No other mode of payment will be accepted. 5.2 The remittance and forwarding letter should bear Tender Reference No. and be addressed to Chief Manager, F&A Branch, New Project, Central Technical Office, NLC India Ltd., Neyveli with a copy marked to the General Manager / Contracts, Corporate Office, NLC India Limited, Neyveli , Cuddalore District, Tamil Nadu, India.

6 5.3 All other terms and conditions along with technical details, regarding Qualifying requirements, Time schedule, validity of Bid and Instruction to Bidders, etc. are contained in Tender documents. 5.4 Any offer received after the expiry of the time specified for receiving the offers is liable for rejection. 5.5 Issuance of tender documents does not mean that the bid/offer of such Bidder would be automatically considered. 5.6 NLC / NUPPL reserves the right to reject any bid or all bids received at its discretion without assigning any reason what so ever. 5.7 Consortium Member / JV Partner of a bidder for this tender cannot be a bidder for this tender. 5.8 NLC / NUPPL shall not be responsible for any delay, loss or non-receipt of the Tender document, any letter or Bid which is sent through post/courier either way. 5.9 The bidders have the option of sending the bid by registered post, Speed post, courier or submitting in person. Bids submitted by Fax/ will not be accepted. The NLC/NUPPL shall not entertain any request by the Bidder to collect the bid proposals from airlines or cargo agents etc Bids must be received by the NLC / NUPPL at the address specified not later than the time and date specified in the Invitation to the Bid Request for issue of Tender Documents received after the last date of sale of tender document will not be considered even if the demand draft is dated on or before the last date of sale of tender document.
