1 December Summary s economy improved somewhat, according to recent reports. Payroll employment grew substantially and housing market reports were generally positive while household conditions were mostly stable. Labor Markets: Payroll employment grew. percent in October as employers in the state added 1,1 jobs, on net, to their payrolls. The leisure and hospitality industry was the largest contributor to the overall gain, adding, jobs (1. percent), followed by professional and business services, which added, jobs (1. percent) in the month. Employment also rose in October in other services, education and health services, and in the government sector. On the downside, manufacturing firms reported the largest job cut in October of 2,2 jobs (.9 percent) followed by trade, transportation, and utilities ( jobs) and financial services ( jobs). On a year-over-year basis, total employment in South Carolina grew 2.1 percent. Professional and business services reported the largest employment gain (11, jobs) and the fastest pace of growth (.2 percent). Manufacturing added the second most number of jobs since last October (,1 jobs), while the education and health services industry reported the next fastest pace of growth (. percent). Household Conditions: The unemployment rate in was unchanged at.9 percent in October. Unemployment rates were unchanged or slightly higher in October in every MSA except Myrtle Beach and Sumter, where rates declined to.9 percent and. percent, respectively. In the third quarter of 217, the share of mortgages with payments 9 or more days overdue increased.1 percentage point to 1. percent. The delinquency rate for fixed rate conventional loans was unchanged in the third quarter at 1. percent while the delinquency rate for adjustable rate loans fell to percent. In the second quarter of 217, real personal income rose.7 percent and increased 2.1 percent since the second quarter of 21. Housing Markets: issued 2,7 new residential permits in October, up. percent from the prior month and up 29. percent from a year earlier. Permitting activity picked up in every MSA except Spartanburg in October and rose in every MSA on a yearover-year basis. Housing starts in totaled,1 in October, up 9.9 percent in the month and up 11. percent from last October. Home values in the state, according to CoreLogic Information Solutions, appreciated.2 percent in September and appreciated. percent on a year-over-year basis. House prices rose in every metro area except Charleston and Myrtle Beach in the month and in every MSA on a year-over-year basis.
