Benefits Plans Renewals - History Carrier / Plan EBAC Meeting # 4 October Initial 2017 Updated 2017 OPTION ONE Kaiser HMO 1.1% 5.0% 11.55% 9.55% Kaiser 9.55% UHC HMO 12.0% 6.2% 9.0% 5.5% HN HMO -1.8% UHC PPO HSA 14.7% 7.5% 9.0% 9.0% HN HSA -8.9% Delta Dental PPO / UHC Delta Dental DHMO / UHC VSP Vision / UHC Overall Combined 0% -3.1% 5.0% 5.0% Delta 5.0% 0% -15.6% 2.8% 2.8% Delta 18.5% 0% -36.6% 0% 0% VSP 12.2% 4.5% 9.8% 6.9% 3.6% 10/6/2016 5
EBAC Meeting # 4 October 2016 Kaiser has refused to come off their renewal any further. We are still talking. 10/6/2016 6
EBAC Meeting # 4 October 2016 Health Net: RX OOP remains at $2000/4000, this is their filed benefit level and cannot be changed. They are offering a renewal rate cap of 10.9% The tier ratios have been adjusted to match Kaisers (and UHC). This makes the contribution changes more uniform. 10/6/2016 7
EBAC Meeting # 4 October 2016 Contribution Strategy Current target is for the college to pay 90% of employee single cost and 70% of employee with dependents; adjusted as appropriate for ease of administration. 10/6/2016 8
EBAC Meeting # 4 October 2016 Possible Contribution Scenarios: > Keep contributions at current levels > Adjust back to strict 90/70 methodology > Adjust contributions by overall increase % > Adjust contributions by specific plan renewal % > Adjust by some other scenario 10/6/2016 9
EBAC Meeting # 4 October 2016 Strict 90/70 adversely impacts HN dependents represents some needless adjustments to Dental/Vision rates 10/6/
EBAC Meeting # 4 October 2016 Scenario TWO C Modified 90/70; no change in DEN/VIS Target 4% Scenario TWO D Modified 90/70 ; no change in DEN/VIS Target 3% 10/6/
EBAC Meeting # 4 October 2016 Proposal: HR would like to add another meeting in late October (10/27) to serve as a Open Enrollment Kick Off Include members of EBAC as well as Admins from various Departments Purpose: share OE information, tools, resources, drop in times, and provide a OE GaelXpress demo 10/6/

10/6/
EBAC Meeting # 3 September 2016 Dental / Vision Renewal and Marketing: Delta Dental and VSP have offered proposals and while neither is the least expensive network access and service level will make it tough to move elsewhere. 10/6/
EBAC Meeting # 3 September 2016 Review Spreadsheets Six thru Nine 10/6/
EBAC Meeting # 3 September 2016 Final Plan Recommendations: >Keep Kaiser and UHC, as presented. Move to Delta and VSP. Total budget impact of 6.9% >Keep Kaiser, move to Health Net, Delta and VSP. Total budget impact of 2.9% 10/6/
EBAC Meeting # 3 September 2016 We will review multiple contribution scenarios versus budget at the next EBAC meeting. 10/6/
EBAC Meeting # 3 September 2016 Future Topics: How to prioritize. Wellness Update EdD Proposal Tuition Exchange Childcare on Campus ARC Access Pet Insurance 10/6/
EBAC Meeting # 3 September 2016 Benefits Plans Renewals - History Carrier / Plan Initial 2017 Updated 2017 Kaiser HMO 1.1% 5.0% 11.55% 8.0% * UHC HMO 12.0% 6.2% 9.0% 5.5% UHC PPO HSA 14.7% 7.5% 9.0% 9.0% Delta Dental PPO / UHC Delta Dental DHMO / UHC 0% -3.1% 5.0% 5.0% 0% -15.6% 2.8% 2.8% VSP Vision / UHC 0% -36.6% 0% 0% Overall Combined 4.5% 9.8% 6.9% 10/6/
Marketing Results: EBAC Meeting # 3 September 2016 Health Net has quoted very strong options Blue Shield quoted on a full replacement only Anthem (Blue Cross); CIGNA and Aetna declined 10/6/
Health Net: EBAC Meeting # 3 September 2016 We looked very closely at them last year but their contract requirements were not acceptable. (participation, multiple network offerings, contribution structure) This year the areas of concern have been removed and they are a very strong option. 10/6/
EBAC Meeting # 3 September 2016 Challenges in changing to Health Net: Re-enroll all non-kaiser participants Set up new plans in various systems Additional communication process 10/6/
EBAC Meeting # 3 September 2016 Advantages to moving to Health Net: Leave UHC and their history of service issues Total financials well under budget Multi-year strategy 10/6/
EBAC Meeting # 3 September 2016 Health Net Multi-Year Strategy: Rate Cap (in negotiation) Add Skinny Network option (~ 9% delta) 10/6/
EBAC Meeting # 3 September 2016 Review Spreadsheets One thru Five 10/6/
