Beijing, 6 June 2017 The 8 th Clean Energy Ministerial in Beijing, China, saw the Asian launch f the G20 Energy Efficiency Investment Tlkit during a wrkshp n hw t address the investment challenge at the heart f energy efficiency. The side event, which was pened by Zha Huai Yng, Directr, Natinal Develpment and Refrm Cmmissin, China, featured best practice frm private sectr financial institutins, public develpment banks and plicy-makers. The Tlkit prvides a set f vluntary ptins fr G20 cuntries t scale-up energy efficiency investments and realise the significant ecnmic, envirnmental and scial benefits f energy efficiency in their ecnmies. The imprtance f channelling mre capital int sustainable develpment, and the key rle f energy efficiency in this regard, was als stressed by Chen Yaqin, Head f Envirmental Finance Department, at the Industrial Bank f China, as an alternative rute twards prsperity that shwcases what emerging ecnmies culd d t decuple ecnmic grwth and energy cnsumptin. Chen Yaqin als underlined the imprtance t China f the experiences f the G20 in prmting energy efficiency investment, in areas such as mechanism design, plicy making, market-based slutins and stakehlder engagement. The imprtant rle f the G20 in exchanging best practices was als emphasized by Hu Zhng He, General Manager f CECEP Cnsulting. The tlkit brings tgether the plicy framewrk and advanced cncepts in energy efficiency financing, alng with innvative financial instruments and best practice cases, he said, adding, it prvides valuable

She added that the Tlkit sharpens the fcus n glbal energy efficiency pprtunities, and the need fr new plicies, business and financing mdels s as t mre easily mbilize and channel finance t energy efficiency investments. It is an excellent framewrk fr cnsensus building amngst the banking and develpment institutins n best practices, plicies and implementatin prcedures. In rder t put energy efficiency at the frefrnt f investment pprtunities, Chen Yaqin underlined the imprtance f cmbining a tp-dwn plicy framewrk and market-based slutins, therefre incentivizing the financial cmmunity t tap int this huge market, as exemplified by the Chinese apprach t the energy efficiency challenge. The Tlkit cllects experiences frm 15 participating G20 cuntries, led by France and Mexic, and is prduced and drafted by the G20 Energy Efficiency Finance Task Grup (EEFTG) with the supprt and input f multiple stakehlders led by the Internatinal Partnership fr Energy Efficiency Cperatin, UN Envirnment Prgramme Finance Initiative, and the Internatinal Energy Agency. As n single stakehlder grup can address the G20 energy efficiency investment challenge alne, this Tlkit prvides a cllabrative architecture thrugh which G20 plicy makers can engage in a structured dialgue with innvatrs frm different classes f financial institutin and jintly develp the new business and financing mdels which are needed t scale-up energy efficiency investments. The G20 Energy Efficiency Investment Tlkit includes: 1. An assessment f current energy efficiency investment by sectr and regin; 2. A shwcase fr gd practice exchanges n (i) enabling natinal plicy framewrk design and (ii) implementing the vluntary Energy Efficiency Investment Principles fr G20 participating cuntries; 3. A reprt n best in class instruments and appraches t encurage and increase energy efficiency investments amng different types f private sectr financial institutins (banks, lng-term investrs and insurance cmpanies); 4. A jint cnsensus amng public banks and develpment institutins arund best in class instruments and appraches t scaling up their energy efficiency activities. The actual energy efficiency pprtunity is much larger, which pints t the need fr new business mdels and tls. Energy efficiency investment pprtunities, whether self-financed r externally funded, are ften hidden in business areas. The trillins f US Dllars f energy inefficient assets will be increasingly pened up by cmbined plicy and technlgical advancements. The G20 Tlkit shwcases gd practices at natinal level, as well as prviding insights int nine glbal plicy-tracking databases, using the G20 vluntary Energy Efficiency Investment Principles as a framewrk fr their cmparisn and evaluatin. Public and private sectr financial institutins are increasingly tackling the energy efficiency investment challenge by sharing their appraches and tls fr jint develpment: 122 banks have declared their intent t take steps twards integrating energy efficiency int their mainstream bank financing by implementing bank-wide energy efficiency plicies and giving increased visibility f their assets energy perfrmance. Over USD 4 trillin f institutinal investrs are driving greater visibility and engagement n energy efficiency by recgnising that mre explicit references in cmpany disclsures and investment prtflis t energy efficiency is a way t prmte its grwth.
