WG1 als aims at imprving integrity f business transactins in rder t reduce uncertainty and risk t dmestic and freign investrs in the regin. Main issues The purpse f this secnd meeting f the Wrking Grup is t draft the Ministerial Investment Charter Attracting Investment t MENA Cuntries Cmmn Principles and Gd Practice ; t agree n recmmendatins t be presented t the Nvember 2005 Investment Ministerial Meeting in the utput areas addressed by WG 1. Based n MENA cuntry submissins and input frm the private sectr and ther prgramme partners, the fllwing utputs will be discussed during the meeting: Stcktaking f the regulatry framewrk fr freign investment and ptins fr refrm. Discussin n recmmendatins frm updated reprt n Regulatry Envirnment fr Internatinal Investment in MENA Cuntries. Reprt n internatinal investment agreements invlving MENA cuntries and plicy dialgue t enhance cmmn understanding n cre investment prtectin and prmtin prvisins and prcedures. Discussin n cnclusins frm 27 June Expert Meeting in Rabat. Tax and nn-tax incentives fr investment: discussin n the cnclusins f the meeting f the Task Frce n Incentives held n June Reprt n assessment f FDI data availability, and identificatin f areas fr imprvements t increase cnfrmity with internatinal (OECD/IMF) standards fr FDI statistics. Discussin n cnclusins frm the 19 June Task Frce meeting; and Reprt n plicies and trends in selected MENA cuntries t prmte integrity in internatinal business transactins with a view t setting a cmmn framewrk fr reginal c-peratin cnclusins frm the meeting f the Task Frce n Business Integrity June.
3 Participants As in the last meeting f the Wrking Grup 1 in February MENA cuntries are invited t send experts in the areas f investment plicy, investment agreements and bribery f public fficials. Experts frm OECD cuntries will be present at the meeting. As in the previus meeting, ther key partners, wh are engaged in activities in these areas, are als invited, including Wrld Bank/FIAS, UNCTAD, Eurpean Cmmissin/ANIMA and the Eurpean Investment Bank, UNIDO, Islamic Develpment Bank, Arab League, Inter-Arab Investment Guarantee Crpratin, Unin f Arab Banks, Transparency Internatinal, and ther participants. Private sectr engagement is essential fr the success f the Investment Prgramme, as they can prvide insights t issues affecting investment decisins and serve as a reality check fr plicy refrm plans. Representatives frm the Arab Business Cuncil, Arab Investrs Unin, Unin f Arab Banks, MENA-OECD Business Netwrk, Business and Industry Advisry Cmmittee t the OECD (BIAC), and Business Cuncils in MENA cuntries are expected t jin the meeting. The OECD Secretariat presented already a draft reprt n Regulatry Envirnment fr Internatinal Investment in MENA Cuntries at the first Investment Steering Grup meeting in June/July The reprt prvided a synthesis f available infrmatin frm MENA cuntries and frm ther surces, including the IMF, Wrld Bank, and UNCTAD. It has been updated with inputs prvided by MENA gvernments and the results f an investr survey. The reprt remains wrk in prgress. The Wrking Grup is invited t discuss the first set f cnclusins that has emerged frm this exercise. 4
