2 Punjab & Sind Bank Addendum - 1 (A Govt. of India Undertaking) Where service is a way of life Sr. No. INTRODUCTION : Bank has published the Tender No. PSB/ HOIT/RFP/126/ dated for Request for Proposal for Selection of GSP. Following amendments have been made by the Bank with respect to the RFP. 1. Key Information Clause Original Clause Revised Clause Bid Security (EMD) Participation Fee (Non Refundable) Rs.1,00,000/- (Rs. One Lac Only ) in the form of Bank Guarantee (BG) from any scheduled commercial Bank. Rs. 5,000/- (Rs. Five Thousand Only) (Demand Draft / Pay Order) Bid Security (EMD) Participation Fee (Non Refundable) Rs.1,00,000/- (Rs. One Lac Only ) in the form of Bank Guarantee (BG) from any scheduled commercial Bank. # Rs. 5,000/- (Rs. Five Thousand Only) (Demand Draft / Pay Order) in favour of "Punjab and Sind Bank" # # MSEs who are registered with District Industries Centre (DICs) / Khadi & Village Industries Commission (KVIC)/ Khadi & Industries Board (KVIB)/Coir Board/NSIC/ Directorate of Handicrafts and Handloom/ Udyog Aadhaar Memorandum (UAM) or any other body specified by Ministry of Micro, Small & Medium Enterprises (MoM SME) will be exempted from submitting Participation fee and Bid Security (EMD) query clarifications attached Addendum No. 1 to RFP No.PSB/ HOIT/RFP/126/ Page 2

Just wanted to understand regarding how the fixed price per month and Fixed price weightage works. Since GSP services is more about only consumption of API and each API may consist of number of invoices. NO,the final price will be fixed price per month as per the actual usage by the Bank.Fixed price weightage is for evaluating L1 bid only. Connectivity between GSPs & GSTN for API services is commonly used by GSP & it s clients subscribed to GSP services. GSTN does not provide any separate connectivity for any ASP client of GSP. This point needs to be relaxed, as no GSP would be in a position to ensure 5MBS bandwidth separately for PS Bank. It is the responsibility of GSP to provide dedicated bandwidth pipe or tunnel to ASP/Bank. 3 i. Bank is required to visit your facilities to carry out due diligence and to ascertain the work flow and capacity /capability to provide services as desired by us. Accordingly, it is requested to provide We follow strict ISMS compliance procedure for visiting DC & DR and do not allow any entity / third party to visit our premises. Please share Audit checklist for network and GSP systems as we have to take prior approval of management basis the check list shared. 4 Payments As per RFP Settlement of the bills shall be on the basis of number of invoices as per each slab in which that 1.Since GSP offers only API and the data flowing to GSTN is in encrypted format, GSP cannot count invoices falls. The payment shall be made on monthly arrear transmitted from PSB to GSP. Therefore suggest to make charges basis the API consumed instead of invoices. basis for successful invoice submission at GSTN end only after deducting penalty if applicable as 2.If PSB wants to continue following billing basis count of invoices, PSB would share invoice count for the month mentioned in point no. 20. within THREE working days in the subsequent month, failing to which PSB should define some condition to compensate the loss due delay in submitting invoice count Penalty As per RFP Point 20 a) should be dropped as specified in point 6d query. Successful bidder shall facilitate for E-Sign /DSC integration for signing of return E-Sign/DSC Integration Facilitation is a part of ASP scope and out of GSP frame work. Please clarfiy on this. Bank will provide E- sign/dsc,gsp will have to do integration for signing of returns. 8 1 Bid security ( EMD): Rs.1,00,000/- (Rs. One Lac Only ) We are registered as MSME/SSI company with Ministry of Micro, Small & Medium Enterprises (Govt. of India) as as per in the form of Bank Guarantee (BG) from any Addendum 1 scheduled commercial Bank. well as with NSIC (National Small Industry Corporation) Govt. of India. As per their guideline, registered unit will get exemption for tender application fees and Earnest Money Deposit (EMD). Kindly provide us exemption in the fees and EMD. Please find enclosed registration certificate.
