An EMD is an amount taken to ascertain the seriousness of a bidder and in case of non-acceptance of a tender why should the money of a bidder be held for a period for a period of 18 months? This should be 8% of the Basic Price of the machine (a)3 We have supplied the Cobra 4004 in 150 plus machines to more than 11 commercial banks in India and have been working perfectly last 8 years. We have been technically qualified in the tender of nationalized bank for the requirement of the 4+1 in last two years but because of decision is based on the lowest price we could not supply the machines in and CRFP was prepared by the Syndicate bank for all type of sorting machines and no bank bought the machines in of 4+1 type. Hence we request you to consider the supply of machines financial year ending (a)3 with refernce to the eligibility criteria for 4+1 pockets machines, it should be atleast 100 machines of model offered (a)4 Considering the size of the tender, the criterion for minimum turnover should be enhanced to Rs 25 crore EMD of unsuccessful bidders shall be returned on conclusion of this process The amended clause shall read as follows: The bidder should have participated in Pocurement process/supplied Heavy Duty Note Sorting Machines (4+1 pockets) during last two financial years ending to Public Sector Banks/Scheduled Commercial Banks in India /Reserve Bank of India (RBI).

Since there was no large business opportunity last year as most of the PSU Banks deferred on their purchase on account of centralise purchase from Syndicate Bank. the only limited option remain where private, foriegn and cooperative Banks. Our request is to keep the installation based criterion to be 100 units and consider sales made to the Nationalised/private/foreign and Cooperative Banks In the tender its mentioned bidder should have 100 machines installation base in last 2 financial years. Again in Page no 12 point 7, it is again mentioned that one time tested make and model which is used in India for the last 1 year. Requesting Clarification These machines will be billed from diff. branch office and the VAT against the months billing is paid in total without specifying the product in the challan. Moreover, submitting challans from diff. branches will further delay our paymen which is already 90 days from the date of submission of the bill request to remove the quirement of documentary evidence of deposit of VAT For AMC, Service Tax is charged uniformly across India on 70% of basic price. In addition, VAT is charged under the respective state s VAT law. Therefore, both taxes should be allowed in the case of AMC its mentioned pricing should be inclusive of printer. Please clarify whether printer needed at the time of delivery or its optional.

What is the specification of Voltage Stabilizer that you are looking for? ii) VAT should also be excluded from the basic price as has been done at other places in the RFP (Vii) The Fall Clause should be deleted as higher or lower prices may be negotiated with different customers in subsequent tenders VII) The offer to the bank is made out in consideration with the qty. in mind ; the payment terms; commitment period in terms of warranty / AMC etc. We cannot bind ourselves not to offer rates lower than this to any one in future Suppy of machnies to be competed in 90 days. It should befor 1+1 and 2+1 models on deliveries. Insurance cover is normally for transit only and once the machine is handed over to the Bank it is the property of the bank and hence there are liable for the insurance cover. The machines shall be installed and commissioned within three days of delivery at Barnch/Currency Chests/CPC - This should be relaxed to ateast days. Even sometimes branches are not ready to install the machnies within the 3 days? (v) Liquidated Damages should be subject to a maximum of 5% of the cost of the machine (iv) The penalty rate should not be uniform but vary with each of the models in proportion to their cost. This may be worked out as a percentage of the expected basic cost of each machine It is already excluded

No issue right now but in future this may be an issue we should remove from the tender Minimum quantity of bills (100 Nos). This shouls be flexible as at all times there may not be 100 bills ready for submission and this would lead to delays in payments. 92% payment within 90days. This period is too long as it is the machine would already have been sufficiently tested in the 15 day stress test, so why delay for 90 days in releasing the payment? Point no. 10, talks of Bank Gauarantee of 8%. this should be clearly mentioned to be in lieu of 8% being retend for a period of 42 months and not concurrent. Also why should there be a retention period of 6 months after the 36 months period as the bank would enter into AMC for which a new Bank gauarantee would be prvided. AMC Charges are paid " half yearly in arrears" even after a BG for the full amount and this clause is not acceptable (vi) 1. This period should be reduced to 30 days 2. This period should be reduced to 15 days (i) For our security products you are making payment from the branch itself, whereas in this case you first want us to collect the documents for 100 deliveries( which may take days) and then submit the bill for payment. You have agreed to make the payment in 90 days after bill submission- which means that our payment cycle will be days. Please permit us to take the payment from the respective branch after completing all formalities (i) We request bank to consider whatever the number of machines will deliver & install on a weekly basis for that bank should release the payment after 15 days from the date of submission of invoice.

Beyond that insurance should be done by the Bank The up gradation of the currency features is under the control of Reserve Bank of India and as supplier of the machines we are only intimated once the currency is introduced.though our technology takes care of the future up gradation but the same is limited only up to software capabilities.which we can assure free of cost.
