5 No.51 No.51 No.17 Bidder s Eligibility Criteria Annexure -B Bidder s Eligibility Criteria Annexure -B Award Criteria: clause 19 Client references and contact details ( / landline/ mobile) of customers for whom the Bidder has executed similar projects.(start and End Date of the Project to be mentioned) in the past 3 reference of the implementation in India should be provided for a similar deployment. The contract period for supply of the Finger Print Scanners will be 4 months. 50 percent of the RFP volume awarded should be supplied within 2 months of the contract period. This is an high value tender in terms of Supply of the Biometric Devices, we suggest that the bidder should have for that bidder should have supplied minimum 100,000 Biometric devices in Banks,Govt and financial institutions in India in last five years. This is an high value tender in terms of Supply of the Biometric Devices, we suggest that the bidder should have that bidder should 3 reference of the implementation in India with a minimum supply of 50,000 Biometric devices for a Banks,Govt and financial institutions in India in last five years. As bank is looking for delivery of 50 percent of the RFP volume awarded should be supplied within 2 months of the contract period, we suggest that Bank should take an undertaking from OEM that they have production capacity to deliver this quantity in required timeline. This is to ensure the success of the project.

6 19 No.54 Technical & Functional Specifications and Scope of Work- Annexure B1 The biometric scanners must conform minimum Level 0 UIDAI RD service certification by STQC. The devices are to be integrated with applications on different platform like Android, Windows etc. The OEM / vendor legally and technically must have necessary software/ SDKs and expertise to get their devices integrated with banks applications and RD service usage As per UIDAI latest circular (No. K / 44 /2012-UIDAI (Auth-I)) for Up gradation of Existing Biometric Public Devices to Registered Devices & Mandate Aadhaar Registered Devices, Technical Specification Version 2.0, November 2016, there are two level of compliance for devices. Level 0 Compliance : Device security implementation has level 0 compliance if the signing of biometric is implemented within the software zone (SDK Level) at OS level Level 1 Compliance : Device security implementation has level 1 compliance if the signing of biometric is implemented within the trust zone (firmware) where other OS processes or users do not have any mechanism to obtain the private key. Level 0 devices are still vulnerable to breaches, and sniffing attacks through USB tracers, Sniffers and Wiretapping attacks (replaying the stored biometrics through hardware simulation). Level 1 devices addresses this concern through a Key Store that remains with in the Trusted Execution Environment (TEE) of the device

7 itself and hence are more secured and preferred. Kindly consider only Level 1 registered devices that are more secure and future ready devices.

8 No Taxes and Duties: The quoted prices and taxes/duties and statutory levies such as Service tax, VAT/ Sales tax, Excise duty, Custom duty, Octroi, etc. should be specified in the separate sheet (Annexure- D). As per the UIDAI procedure, the registered device final certification is provided by the UIDAI after STQC has provisionally certified. The UIDAI certificate should be provided at the time of applying for tender as it is part of specification of product. Secondly the UIDAI certificates mandates to upgrade 80% devices by 31 st Jul, hence undertaking of the same to be asked to vendor, as without this L0 certification becomes invalid, which is a qualifying specification.

10 Clause 29.xi 30 Clause 38 The ownership of the software/firmware license and the hardware shall be that of the Bank from the date of delivery of the same to the Bank. In other words, wherever the ownership of the licenses/hardware is indicated, the name State Bank of India must appear to indicate that the Bank is the perpetual owner of the hardware/operating software/firmware, etc. associated with the hardware. Evidence in this regard must be submitted before the payment is released. The insurance shall be for an amount equal to 110 percent of the value of the Products from Warehouse to final destination on All Risks basis, valid for a period of one month after delivery of products at the defined destination Will this require the bidder to put stickers on the device with SBI name tag. Please specify the evidnce required. We can only provide transit insurance to cover any loss or damage in transit till the time delivery is made. Once delivery is made we need to take another Insurance for one month to cover ANY LOSS the cost would be very high as loss due theft or misplacement or loss due to damage or storage in a premises not under our control and in such cases FIR or such procedures would be required to be done as per the requirement of the insurance company.

Either the Bidder on behalf of Principal/OEM or Principal/OEM itself is allowed to Bid, however both cannot Bid simultaneously. The Finger print device carries L0 certification by UIDAI / STQC which also has security related parameters which cannot be changed or modified. Rather no change or modification to device or to its SDK is permitted by UIDAI / STQC and thus adherence to some of these clauses may not be possible Both service integrater and OEM should be permitted to bid
