Call to Order CIRTPA TPC Secretary and Treasure Chet Hollingshead recognized a quorum and called the CIRTPA TPC and the CIRTPA TTC May 16, 2013, Joint Committee Meeting to order at 10:05 a.m., in the CIRTPA Office, 420 Watson Powell, Jr. Parkway, Des Moines, Iowa. 2. 8 July 2013 Item No. 4 ISSUE: Fiscal Year 2013 Unified Planning Work Program Budget Amendment REPORT and OPTIONAL VOTE: Consider approval of an amendment to the Fiscal Year 2013 Unified Planning Work Program budget. BACKGROUND: The CIRTPA periodically amends the current Unified Planning Work Program (UPWP) budget to ensure funds necessary to cover activities that have taken place to date, or that are anticipated to take place prior to the end of the fiscal year, are at levels necessary to cover these completed and anticipated activities. These amendments transfer federal funds among the approved work elements within the budget, but do not change the total budget. CIRTPA staff has identified that incurred costs within the following work activities have exceeded budgeted costs: 2.0 Transportation Improvement Program; 3.0 Long-Range Transportation Planning; and, 7.0 Committee Support. CIRTPA staff proposes transferring funds into these three work elements from work activity 5.0 Transit Planning, which is not anticipated to exceed budgeted costs. Included, immediately following, is a copy of the Fiscal Year 2013 budget amendment worksheet that illustrates proposed transfers in funding necessary to cover anticipated costs. TECHNICAL COMMITTEE RECOMMENDATION: Recommend that the CIRTPA Transportation Policy Committee approve the proposed Fiscal Year 2013 budget amendment. BACKGROUND: The CIRTPA staff continually tracks the balance of the CIRTPA s savings and checking accounts, and prepares quarterly statements detailing all transactions. The MPO s 4 th Quarter Fiscal Year 2013 Invoice covers work conducted for the period beginning April 1, 2013, through June 30, If approved, the CIRTPA staff will proceed with reimbursing the MPO. BACKGROUND: The Iowa Department of Transportation requested the following revisions to the Federal Fiscal Years Transportation Improvement Program (FFY TIP): Project: 35: BADGER CREEK 3.8 MI S OF POLK CO (SB) Project Number: IM-I-35() Work Type: Grade and Pave Funding: $6,588,000 in National Highway Performance Program funds, $7,320,000 total cost. Change: Advance funds programmed in FFY 2014 to FFY 2013 and increase funding total. Revision Type: Amendment Project: 35: NORTH RIVER 3.8 MI N OF IA 92(SB) Project Number: BRFN-I-35() Work Type: Grand and Pave Funding: $4,097,000 in STP Highway Bridge Program funds with 4,550,000 total cost. 18 July 2013 Item No. 8 ISSUE: Federal Fiscal Year Transportation Improvement Program Final Draft REPORT and VOTE: Consider approval of the final Federal Fiscal Year Transportation Improvement Program. BACKGROUND: The CIRTPA staff is required to develop a four-year Transportation Improvement Program (TIP) by updating the current TIP for the CIRTPA. The purpose of the TIP is to list all projects in the CIRTPA planning area proposed to receive federal funding and scheduled to begin within the next four federal fiscal years. The CIRTPA staff requested that CIRTPA member governments and participating agencies review and report any project changes, new projects, or roll-over projects programmed in Federal Fiscal Year (FFY) 2013, 2014, 2015, 2016, and/or Staff developed the project listing for the FFY TIP with the information provided by the member governments. The CIRTPA staff submitted the FFY TIP draft to the Iowa Department of Transportation (DOT) and Federal Highway Administration for review and comment on June 21, Staff will incorporate any comments received into the final draft. The final FFY TIP is due to the Iowa DOT by July 26, The CIRTPA staff will provide the final FFY TIP as a supplemental item prior to the July 18, 2013, meeting. 19 ISSUE: Federal Fiscal Year 2014 Transportation Alternatives Program Awards July 2013 Item No. 9 REPORT AND VOTE: Consider awarding Federal Fiscal Year 2014 Transportation Alternatives Program funding to eligible projects. BACKGROUND: On January 10, 2013, the CIRTPA met and discussed the allocation of statewide TAP funds that are now provided to CIRTPA. Sponsor: City of Winterset Category: Safe Routes to School Project: Replace traffic signal at Washington St. and John Wayne Drive, and construct sidewalk modifications Description: Replace the existing obsolete traffic signal with a new signal with enhanced safety features and conduct sidewalk work to meet ADA requirements. TAP Request: $164,000; Total Cost: $205,000. The CIRTPA Transportation Technical Committee met on June 20, 2013, to determine a scoring process for the FFY 2014 TAP applications. CIRTPA staff distributed scoring criteria and scoring sheets to the Joint Committee members and requested that completed scoring sheets be returned to the CIRTPA staff by 3:00 p.m. on Friday, July 12, CIRTPA staff will compile the scores and provided them to the Joint Committee prior to the July 18, 2013, meeting. 20 July 2013 Item No. 10 ISSUE: Fiscal Year 2014 Unified Planning Work Program and Budget Amendment REPORT and OPTIONAL VOTE: Consider approval of an amendment to the Fiscal Year 2014 Unified Planning Work Program and Budget Amendment to add special planning studies. BACKGROUND: The CIRTPA staff notes that in Fiscal Year 2013 the Iowa Department of Transportation (DOT) requested that carryover planning funds be programmed in the Unified Planning Work Program and Budget. In Fiscal Year 2013, the CIRTPA voted to program $80,000 in federal carryover planning funds into the Fiscal Year 2013 Unified Planning Work Program and to solicit applications from member governments for planning studies. The CIRTPA voted to award planning funds to three projects at the May 2013 meeting. The three project receiving planning funds must be added to the Fiscal Year 2014 Unified Planning Work Program and Budget in order for federal funds to be reimbursed. Included on the following page is a revised budget summary that includes the three planning studies. The CIRTPA staff notes that the Knoxville Area Transportation Feasibility Study did not receive its full funding request; the proposed budget amendment only programs the partial funding CIRTPA was able to award to the project. If additional funds are awarded to the project, the Fiscal Year 2014 Unified Planning Work Program and Budget will be amended again to add additional planning funds to the budget and to increase the project s federal funding share. 22 July 2013 Item No. 11 ISSUE: Knoxville Area Transportation Feasibility Study Funding REPORT AND OPTIONAL VOTE: Consider unallocated planning funds to the Knoxville Area Transportation Feasibility Study, which received partial funding at the May 2013 meeting; consider awarding additional funding. BACKGROUND: At the May CIRTPA meeting, a transportation study involving the City of Pella, City of Knoxville, and Marion County was one of three studies awarded funds by the committee. The awarded amount was for $32,000, which was not the full funding request nor enough to move forward with the project. The CIRTPA discussed utilizing unallocated planning funds from Fiscal Year 2014 to make the project whole, if available, and for the project sponsors to determine what funding amount might be necessary to make the project viable. CIRTPA staff has determined that there is sufficient funding available in Fiscal Year (FY) 2014 to allocate to the project. If the CIRTPA desires to award additional funds to the Knoxville Area Transportation Feasibility Study, the CIRTPA must request the Iowa Department of Transportation to amend the Iowa DOT-CIRTPA planning agreement to increase funds available to CIRTPA. The CIRTPA must then amend the Fiscal Year 2014 Unified Planning Work Program and Budget to increase the federal funding share for the project. 25 July 2013 Item No. 14 ISSUE: Long-Range Transportation Plan Update REPORT: Discussion regarding the future schedule of the Long-Range Transportation Plan Update. BACKGROUND: The Iowa Department of Transportation (DOT) requires that the CIRTPA develop and update a Long-Range Transportation Plan (LRTP) every five years. The CIRTPA last approved the Horizon Year 2030 Long-Range Transportation Plan (HY 2030 LRTP) in February An update to that plan is due by February CIRTPA staff has collected, reviewed and updated existing condition data for each transportation mode in the HY 2035 LRTP. The CIRTPA staff also reviewed the Goals and Objectives identified in the Horizon Year 2030 Long-Range Transportation Plan (HY 2030 LRTP) and developed a proposed set of draft Goals, Objectives, and Performance Measures for use in the Horizon Year 2035 Long-Range Transportation Plan.
