2 A N N U A L L I S T I N G O F O B L I G A T E D P R O J E C T S F F Y2 013 Nashua Metropolitan Planning Organization Annual Listing of Obligated Project FFY2013 The Annual List of Obligated projects report is a requirement of MAP-21, the Moving Ahead for Progress in the 21 st Century Act signed into law in July Metropolitan Planning Organizations (MPOs) are required to publish an annual listing of projects, including investments in pedestrian and bicycle facilities, for which Federal funds have been obligated in the preceding year. The listing shall be consistent with the categories identified in MPO Transportation Improvement Program (TIP) and the State Transportation Improvement Program (STIP) and be made available for public review. This document was developed to meet the requirements described above and lists all transportation projects in the Nashua Regional Planning Commission (NRPC) region that were obligated in federal fiscal year 2013 (FFY2013), defined as October 1, September 30, The Federal Highway Administration (FHWA) defines obligation as the federal government s legal commitment to pay or reimburse the states or other entities for the federal share of a project s eligible costs. It is the commitment to reimburse for a particular project during the fiscal year and may occur for projects that have been initiated in previous years or will not be completed until future years. The final cost of a project may be different then the amount obligated. The list of obligated projects was developed using data provided by the NH DOT and is organized by the location of the project. For each project, the following information is included: Project ID; project description; total funds programmed across all phases by funding category in FFY2013 (includes federal, state and local funds); federal funds obligated in FY2013, and the status of the project (closed projects are highlighted in yellow). The Project ID is a unique number that allows for cross reference to the TIP and STIP, which contain details on the specific funding, categories, and phases of the project. A map showing the approximate location of the projects within the NRPC region with obligated FFY2013 funds is also included with this report; the map excludes district and statewide projects. Approximately $17,785,000 was obligated during FFY2013 on contracts specific to the Nashua Region, $15,455,000 of which were federal funds. It is worth noting that the Broad Street Parkway project in Nashua accounts for about $10,830,000 (70%) of the federal funds obligated within the region. In addition to the funds that were obligated on specific regional projects, approximately $15,910,000 was obligated for district and statewide projects ($13,130,000 in federal funds).
