Add Item 5.e. Letter to MNRF re Vermilion Lake Fishing Regulations Moved by L. Starratt; seconded by S. Kiepek THAT the Agenda for the April 7, 2016, Hudson & Area Advisory Committee meeting be adopted as amended. CARRIED 3. Approval of Minutes a. February 25, 2016: Corrections were made to Item 5.d and 5.i.ii. Moved by S. Kiepek; seconded by L. Starratt THAT the Minutes of the February 25, 2016, Hudson & Area Advisory Committee meeting be approved as amended. CARRIED 4. Delegations/Presentations -- None 5. Items for Discussion a Capital and Operating Budget Requests Update 1

3 Staff reported that the 2016 Municipal Budget has been approved in principle, with final approval to take place at the April 20, 2016, Regular Council Meeting. Following is the status of items affecting Hudson: i. Capital Budget Items The generator at the Hudson Water Treatment Plant will be replaced. Staff provided some information on the justification for this project; however, the Committee requested additional information, which will be provided at the next meeting. Some road work will also be completed in the amount of $65,000 and will include road rehabilitation/ditching as follows: ditch and replace all culverts on Third St. from 2 nd Ave. to 3 rd Ave.; Fourth Ave. from its intersection with 2 nd St., northward to the dead end (approx. 25m) and First Ave. from 3 rd St. to 2 nd St. Additional ditching on First Ave. from 4 th St. to 3 rd St. may also be completed. Committee noted that the allocation to roads expenditures should be $80,000 next year as it has been in previous years. ii. Operational Budget Items Banners; Hardware: The purchase of new banners has survived the budget process and the hardware from the banners purchased previously has been located. Bob is working on designs. Highway Signs: The creation of a new sign at the entrance to Hudson has survived the budget process. Any design will be discussed with the Committee. b Workplan (deferred from previous meetings) i. Suggestion for community relationship building project: M. MacKenzie had suggested that permission be sought from Lac Seul First Nation for the community to paint a mural on the front of the former Grant s Store to improve the appearance. The HAAC could use a portion of its $2,500 allocation from Council to purchase paint and supplies. Generally, the Committee was not in favour of this as the responsibility for the building is Lac Seul s, plus Lac Seul First Nation had received funding to rehabilitate the store, 2

4 and the Committee did not want to use its funds for that purpose. Possibly enforcement of Property Standards will be require to improve the appearance of the building. B. Starratt reported that he had looked into the possibility of getting the roof of the Community Hall painted silver since it is rusting. Staff will look into this further. It was noted that the Committee has its $2,500 available. It was also noted that the Hudson Homecoming event and/or fund-raising activities won t occur every year. c. Updates i. Boat Bay update; discussion re the Committee s vision for Boat Bay: Committee didn t have anything specific in mind with regard to a vision for the development of the Boat Bay property. They would like to see a protected boat storage area, and would ultimately like to see houses built and an increase in population in Hudson. ii. Sewage System Study: Nothing further to report. It was noted, however, that the Sanitary Sewer System Study did not include the possible development of Boat Bay. d. Local Citizens Committee (LCC) Report from B. Starratt B. Starratt gave an update on the LCC as follows: No work/activity in Caribou Forest except Lac Seul Forest local contractors harvesting; wood going to Dryden, Kenora and Barwick. Saugeen no ongoing operations (Caribou Forest) Received presentation from Tom Ratz, Resolute Forest Products. Will receive presentation (Monday) re silviculture, free to grow survey to see if plants coming back the way they should. Reforestation was discussed. e. Big Vermilion Lake Fishing Regulations Letter to Ministry of Natural Resources & Forestry 3

5 B. Starratt has written a letter to Mr. Bob David, District Manager, MNRF, on behalf of the Hudson & Area Advisory Committee and Hudson residents, expressing concerns about the fishing regulations on Big Vermilion Lake, and requesting a response. He provided a copy for the files. 6. Next Meeting The next meeting will be Thursday, May 26, 2016, noon, Lost Lake Drop-In Centre. (Note: The meeting time was subsequently changed to 11:00 a.m.) 7.
