2 volution of a eadership rocess (the taging of evelopment tory) In the 960s, population growth and expectations for the future in itchener were soaring he population of 00,000 was expected to more than double in 20 years he proactive itchener lanning epartment undertook and participated in several long-range studies aimed at guiding the future growth of itchener and the surrounding area ne of these studies from 964 entitled, itchener 2000 egional oncept, suggested an approach for a staging of development program It was thought that given the predicted rapid growth, a logical economic means for developing the city was needed that would closely relate to the financial ability of the ity to provide infrastructure services for an area Following work on a new fficial lan in 968, the lanning epartment started preparing an annual ot evies eport his report coordinated the provision of engineering services with the timing of approving new subdivisions t the time, the annual ouncil-approved report led the way as an effective tool for managing growth and after several years the process became known as the taging of evelopment able of ontents II 3 3 I 3 I 3 3 II F I F V 4 II II 4 II 4 verall riteria 4 rea pecific nalysis 4 elative riority anking IV IX : B 8 B 9 he taging of evelopment paved the way for coordinating subdivision growth in itchener It was nearly 30 or more years later that many other municipalities in ntario implemented a formal staging program s with all processes, the need to evolve arises fter 40 years, the growth management landscape significantly changed For the first time, itchener is part of a provincial reater olden- orseshoe growth plan, laces to row ur egion has an approved growth management strategy ocial, environmental and economic objectives have become more complex irections to orient a certain percent of growth to the existing built up area of the city along with monitoring growth data are difficult, yet necessary he projections for itchener are once again forecasting rapid growth of 00,000 new residents between ur citizens have told us that doing more on growth management and improving the quality of life in the context of this potential growth is important for our future he time has come to evolve the old taging of evelopment into the new itchener rowth anagement trategy his document, the rowth anagement lan, represents one of the implementation tools that coupled with an nnual rowth anagement onitoring eport, once again leads the way in ntario to effectively manage our growth for a better itchener B: I F I I VI I IVII I IFI I F 2

3 Introduction urpose In accordance with ntario legislation, municipalities are charged with ensuring that they direct proper and orderly development within their boundary here are many methods by which this is achieved in itchener, with the most significant being the egion of aterloo fficial lan, the itchener fficial lan and the taging of evelopment process hrough the itchener rowth anagement trategy (), the taging of evelopment tool has evolved he process is now to include identified intensification areas along with greenfield growth areas and is to have a more complete analysis of the requirements for growth in each area, yield a relative priority for each growth area, enhance coordination of initiatives, and address how growth achieves the goals of the his rowth anagement lan is based on the principle that maximizing the use of existing infrastructure is preferred and that planning for and implementing intensification is also a high priority itchener rowth anagement trategy he itchener rowth anagement trategy includes Background tudy reports and a trategy document he final trategy includes an outline of the overall community vision, the strategic direction for the, the supporting goals and an outline of current initiatives and new actions to support growth management in itchener he trategy helps to ensure that growth is managed effectively, that we can achieve the required density and intensification targets while accomplishing our desired built form and function and to help enhance the quality of life in itchener itchener rowth anagement trategy oals he embodies the healthy community model within each of the strategy s goals o help direct development and growth for the itchener of tomorrow, certain strategic directions provide the new actions that are recommended for itchener hese build upon the six overall goals of the egional rowth anagement trategy and are adapted to the itchener context hey are reflected in the following: oal : nhance our itchener developed an approach for staging new subdivision development with new infrastructure and lot levies/development charges in the 960s For 40 years this taging of evelopment helped guide the timing and location of growth of the city ew engineering infrastructure was tied to land use planning his document and process became primarily a greenfield development tool he itchener rowth anagement trategy provides for the evolution of this process so that intensification efforts and opportunities are now considered and new laces to row rowth lan measures are tracked It also provides an opportunity to more comprehensively understand and coordinate many of the elements that happen in the development process (nvironmental ssessments, aster lans, ubdivisions, ubwatershed tudies, etc) he new approach is to prepare an nnual rowth anagement onitoring eport and a Biennial rowth anagement lan as part of an ongoing program lthough the data is established in a dynamic format, the rowth anagement onitoring eport would provide the annual static update of the estimated land use inventory, intensification levels and other data items presented in the Background tudy urrent Baseline eport he onitoring eport would be prepared immediately after the date of laces to row, June 6th he report could also provide opportunity to update the implementation of the recommendations/new actions and comment on the implementation of other objectives from the rovincial and egional rowth lans he onitoring eport provides part of the basis to then consider the Biennial rowth anagement lan his lan includes the rban rowth entre, the identified intensification areas and all of the planning communities/growth areas that still have some greenfield lands left in itchener he rowth anagement lan is based on the overarching principle in the ity s fficial lan, the ntario lanning ct, rovincial olicy tatement and laces to row rowth lan that intensification to utilize existing infrastructure and services is a high priority he criteria for the staging of development in the Biennial rowth anagement lan is based on numerous factors, including the achievement of rovincial, egional and ity growth management objectives he detailed criteria and analysis are further described later in this report here will be a balanced approach to new development as both greenfield and intensification areas can provide positive benefits to the quality of life in itchener he rowth anagement lan must be adhered to in considering development applications and related initiatives in the forthcoming year(s) he nnual onitoring eport and Biennial rowth anagement lan are to be presented with a covering report for consideration and deliberation at a ommittee of ouncil meeting in early Fall nce approved, this forms the strategic basis for informing the consideration of growth-related items in the apital Budget process he rowth anagement lan is for a 2 year period 3

7 chievements ince the , several plans of subdivision received approval (either through ouncil or the B) in several growth areas In 205 and 206, a total of 3,954 dwelling units were draft approved dditionally in these years a total of 89 units were registered he eer idge rowth rea was also completed (ie the final stage in the final plan of subdivision was registered) he outlook for the includes the consideration and relative prioritization of a significant number of parcels of land and growth-related initiatives he following is a summary of the recommended prioritization of land parcels: riority riority B riority 2 + more than 20 Intensification reas Intensification reas he recommended riority and B lands consist of 2 draft approved plans, 4 plans in circulation and 26 future plans (pending) for a total of 5 parcels ne riority parcel is draft approved, one is in circulation and 3 are future plans, all of which require future works/applications lthough lands indicated as riority may be the lowest priority for development applications, there are often initiatives recommended to be undertaken and completed within each of these areas in advance of the submission of development applications during the upcoming 2-year timeframe he approach to growth management is not just about prioritizing the number of plans of subdivision and dwelling units Important considerations for this rowth anagement lan s forecast include allocation of resources towards conducting studies that are needed before development can be considered along with completing initiatives that are required to move lands from draft approval to registration and construction hese initiatives include proceeding with environmental assessments and detailed design for roads, sanitary servicing infrastructure and improvements, intersection upgrades, new cycling path construction, lans, and park/trail implementation otes: he staff review and recommendation of the overall criteria and area specific analysis as it applies to lands within the itchener rowth anagement lan consists of ity representatives from: lanning, ngineering, Finance, Building and ommunity ervices Input is obtained from the egion of aterloo, the chool Boards and the rand iver onservation uthority 2 number of factors have been considered in determining what developments may be prioritized to proceed ignificant changes in any of these factors or lands could affect the staging proposed 3 In budgeting for adequate funds for the construction of bridges, culverts, major roads, trunk sewers, etc through capital works or development charge budgets, inclusion of a project in the apital Budget and Forecast does not constitute approval to proceed with any specific project It only reflects the ity's priorities at the date of adoption of the Budget Individual projects must still receive specific ouncil approval and allocation prior to being undertaken he intent is to link the relative priority of a growth area from this rowth anagement lan with the timing of its needed infrastructure in the apital Budget and Forecast and evelopment harges By-law verall, the intent is to provide a tool that helps coordinate and prioritize the timing of development with the goals of the itchener rowth anagement trategy 4 he intent of the is to help guide the relative priority for all development applications within a growth area he primary focus is on plans of subdivision, vacant land condominiums and official plan amendments for new urban land use designations within growth areas that have not previously been considered in past taging of evelopment eports 5 istorically, lands that do not have an urban land use designation in the ity s fficial lan are not indicated or given a priority timing in the staging of development program he identification of potential draft plan of subdivision approval timing may prejudice consideration of any fficial lan mendment 6 ands will only be considered as infill if they are located inside the Built Boundary ine In such cases, if they are not within an identified intensification area on the rowth anagement lan verview ap, upon written request to the satisfaction of the irector of lanning in consultation with other departments and agencies, the lands may be considered a ite pecific Intensification pportunity and prioritized accordingly (current riority ) 7 evelopment applications or initiatives proposed for parcels that are not shown on the map above may be given a priority by the irector of lanning, in consultation with other epartments and gencies 7
