REVIOU COUNCIL ACTION TAKEN: Draft ix-year Transportation Improvement rogram (TI) Information Only RCA to Council on May 2, 2017; Administrative report and discussion May 16, 2017, public hearing May 23, BACKGROUND: The City is required by RCW to prepare and, after holding a public hearing, adopt a revised and extended comprehensive transportation program for the ensuing six calendar years. This plan must be submitted to the Washington tate Department of Transportation by July 1, This year s TI continues an emphasis on street preservation projects pursuant to adopted Council goals. treet preservation projects are included for each year in this six-year TI. taff reviewed historical funding levels for federal, state and City funds from the past five years to estimate projected funding levels available during the next six years. The ix-year TI is required to be financially constrained and reflect realistic expectations of annual funding levels. OTION: 1) Adopt the ix-year TI as presented, or 2) Adopt the ix- Year TI with revisions. RECOMMENDED ACTION OR MOTION: Move to approve Resolution , adopting the ix-year TI as presented. BUDGET/FINANCIAL IMACT: roject costs are currently being developed in more detail for each project. The City s match on federal and state funded projects is typically between 13.5% and 20%. rojected REET funds through 2023 indicate that there are sufficient funds to provide the City s match for the recommended projects. 2 DRAFT CITY OF OKANE VALLEY OKANE COUNTY, WAHINGTON REOLUTION NO A REOLUTION OF THE CITY OF OKANE VALLEY, OKANE COUNTY, WAHINGTON, ADOTING THE IX-YEAR TRANORTATION IMROVEMENT ROGRAM FOR THE CITY OF OKANE VALLEY, AND OTHER MATTER RELATED THERETO. WHEREA, to provide for the proper and necessary development of the street system within the City of pokane Valley, the City shall, as required by tate law, develop and adopt annually a ix-year Transportation Improvement rogram ("ix-year TI") with such program acting as a guide for the coordinated development of the City s transportation system; and WHEREA, the ix-year TI of the City shall specifically set forth those projects and programs of both City and regional significance that benefit the transportation system and promote public safety and efficient vehicle movements; and WHEREA, the ix-year TI shall be consistent with the City Comprehensive lan and be adopted following one or more public hearings before the City Council; and WHEREA, a draft copy of the ix-year TI was submitted to the Washington tate Department of Commerce and has been reviewed and approved prior to the scheduled adoption of the TI in accordance with RCW 36.70A.106; and WHEREA, the City Council conducted a public hearing on May 23, 2017, for the purpose of inviting and receiving public comment on the proposed ix-year TI. NOW THEREFORE, be it resolved by the City Council of the City of pokane Valley, pokane County, Washington, as follows: The City Council hereby adopts the attached ix-year TI for the City of pokane Valley for the purpose of guiding the design, development and construction of local and regional transportation improvements for the years 2018 through The City Clerk is directed to file the ix-year Transportation Improvement rogram with the Washington tate ecretary of Transportation before July 1. The TI shall be reviewed at least annually for the purpose of determining the work to be accomplished under the program and the City transportation requirements.
