2 Strategic Plan I ntroduction: P artners in Rev italization and Building (PRB) w as established in July 1990 by a group o f Afghan experts in order take active part in relief, r ehabilitation and reconstruction of war- ravaged A fghanistan. I nitially t he organization was based in P eshawar, Pakistan and its activities were c oordinated by a number of regional and field offices based A fghanistan. In early 2002 after the melting of Taliban and s ubsequent f ormation of interim/transitiona l government in Afghanistan P RB main office was shifted from Peshawar Kabul. S ince i t moved Kabul, PRB brought many changes in its operation and administrationa l p olicies. These changes were formulated by P RB program section and approval of s teering committee /General Assembly. S trategic Planning B ackground After suc cessful completion of previous w ork plan, PRB developed t his s trategic work plan for , thus continue and enhance the services it procures and the activities it performs for t he benefit of Afghan society. The process included a review of accomplishments PRB p erformed in the previous years. It is a complex process where several stakeholders including P RB staff, members of steering committee, donors funded PRB i n t he p ast and beneficiaries of p rojects in different provinces were interviewed. T he program section p repared a draft a strategy an d discussed in PRB G eneral Assembly in month N ovember 2011 and approved. The document represents PRB s commitment for the period aimed at maintaining and e nhancing its position as an effective national NGO working for rebuilding of Afghanistan. It a lso signals PRB s d evelopment as an organization and the need build stronger internal structures sustain its g rowth. L astly; i t indicates a long- term commitment building capacity g eared ward enhancing a committed organization. T he achievement of this goal extends beyond this plan, fulfilling this vision is central advancing the cause of more informed p olicymaking for a better Afghanistan M ission, vision and core values: a ) M ission: PRB i s a national NGO dedicated empowering the d estitute people of Afghanistan through emergency relief, rehabilitation a nd s ustainable participary development p rograms. To achieve t his mission PRB will engages all the stakeholders including staff, donors, community, civil s ociety and relevant government offices participate i n communication, r eflections and debate f or safe implementation of the program. B eing a non-partisan organization dedicated relief and rehabilitation of war- ravaged Afghanistan, PRB desires contribute the development of comprehensive and transparent p olicy processes, determined by the priorities of Afghan people which will enhance the lives of A fghan. b ) V ision: PRB is a well- e stablishment NGO with a s trong base in Afghan society. I t has clear updated p olicies and strategies w here m en and women i n rural and urban area of Afghanistan are

3 e ffectively and in a sustainable w ay managing resources in a constant i mprovement of livel ihoods. In order achieve the vision PRB works promote inquiry, i nstigate debate and enhance analysis. PRB seeks foster a work environment of mutual respect, inclusion and l earning for, which engages a diverse, experienced team united in its purpose. PRB commitment t o building capacity day will shape the future face of human resources development in A fghanistan. c ) C ore value: P RB is committed the following core value: a). Honesty, T ransparency and Ac countability b ). Impartiality, Inclusiveness and Ex cellence c). E fficiency, Equity a nd Qu ality d ). Participation, Diversity and Non-D iscrimination e). Sustainability a nd Positive Impact S trengths and Opportunities of PRB PRB is an effective national NGO with a track record reputation and credibility among the NGOs community in Afghanistan. In the tenure of its services t o the A fghan nation, P RB has a ccomplished useful t riumphs. The organization is committed e radicate poverty, improving the living condition of destitute section of society, promoting education/capacit y building. And s upporting and facilitating the efforts of the people of Afghanistan rebuild their country and attain & realize their basic human rights irrespective of religion, ethnicity, group, color, creed a nd gender. I t seeks facilitate this by improving economic opportunities in order build l ivelihood security. P RB is m aintaining w orking environment w here openness and mutual respect support the d evelopment of r elationships a nd t rust. It continue support an enabling organizational e nvironment that motivates and makes staff feel valued, builds required capacities, promotes P RB s values that enhances open communication. This environment facilitation i s its institutional foundation. Encompassing all of the above e ndeavors is maintaining effective a dministrative and financial support, particularly a stronger human resource function. In addition it offers an environment that is conducive learning and professional development and e ndeavors maintain procedural litheness C hallenges: T he present security situation is challenging for NGOs activities i n Afghanistan. The deteriorating security situation w ill affect t he work of PRB and may create g reater obstacles b efore execution o f its projects. PRB will need be flexible i n response these related risks, so t he p rograms needed be designed in such away t o cope w ith these threats. In such situation P RB focuses t o be on community based program. Also a proper communication needed be d eveloped among the community autho rity and other relevant acrs for safe execution of p roject. S imilarly, at p resent N GOs are in awkward position, from several aspects, operate in a very dangerous security s ituation and negative perception by general population and government. In such circumstances i t is incum bent for PRB acrs f urther i mprove its image gain a r eputation among community, authorities and donors.

4 T hese days funding is also a challenge for the PRB activities, a small donors fund are available be c hanneled t hrough NGOs, while important fund are available NGOs through government, the s ystem access those funds may prove p roblematic. T his inadequate funds flow i s affecting t he work of NGOs, PRB Strategies for I n order t o a ccomplish more useful works f or the Afghan nation, P RB h as developed f ive s tage strategies. set of S trategy 1: E nhancing the Structure P RB will need enhance its structure optimize functionality in order further communication, transparency and moniring. It will need building internal and external capacity by learning and applying critical reporting, moniring and evaluation techniques such as impact assessment and outcome mapping so PRB can more effectively a nd efficiently. P RB will h ave: -E stablished necessary policies and procedures that it needs - D eveloped a culture of effective moniring and evaluation. - B uilt capacity of the all relevant d epartment of the organization. - I mproved communication and reporting mechanism. S trategy 2: Strengthen administrative and financial support services in creasingly enable staff a ssume more responsibility, and improve organizational efficiency and a ccountability PRB will strengthen administrative and financial support service increasing enable staff assume more responsibility, and improve organizational efficiency and accountability amidst h eightened security conditions. P RB will h ave: -E stablished necessary policies and procedures need for it - B uilt the capacity of administrative and financial departments. - R ecruited trained staff in main, regional and field offices. - Improved communication and their reporting m echanism. S trategy 3: E xtending Influence. P RB will develop worki ng relations w ith o ther relevant NGOs and donors help and developing mutually agree projects. PRB will also b e influencing other donors and government d epartment of strategic policy thinking and funding. P RB will have: - U pdated all documentation required by the donors and government offices. - A ccomplished more useful work encourage donors and government and communities - E stablished contact with N GOs, donors a nd r elevant government o ffices. - Disseminated information relevant donors, coordination bodies and government o ffices.

5 Strategy 4: S trengthen PRB enabling build capacity of staff at all levels; and advance PRB s current and future work reflecting its c ore values. The essential this core strategy is establishing more r ational integrated PRB capacity building s trategy that improves understanding and supports progressive staff development and career a dvancement f or all. Also more comprehensive decision- m aking and organizational c ommunication processes enrich decisions and build understanding across the organization. E nsuring all s taff are aware of and s ustain P RB s core values in their work, and that policies and p rocedures are m easured against these standards, will similarly contribute maintaining a p ositive w orking environment. P RB will have: - Motivated al l staff build their capacity successfully assume increased responsibilities, and pursue their careers, build their capacity s uccessfully assume increased responsibilities, and p ursue their careers -Increased the e xtensiveness a nd transparency of PRB s decision-m aking P rocesses. -Maintaine d a positive working environment reflecting PRB s core values Strategy5: E xecute strategies and s ystem sustain PRB s development, and systematically monir and evaluate PRB s progress against its strategic goals and ob jectives. P RB i s an established NGO working in Afghanistan since N evertheless, its own growth a nd the unpredictability of the op erating environment highlight the need for more s trategic t hinking about organizational sustainability. This entails d eveloping practices w hich ensure, as m uch as possible, that PRB s presence c arry on P RB will have: -Increased PRB s t echnical c apacity learn and respond strategically its o perating e nvironment. -S trengthen PRB s funding base ensure adequate funds are a vailable support ongoing and f uture operations and take advantage of n ew opportunities. Where are we now ( D ecember 2011)? PRB w ill need take time develop through the a bove five s trategies through the following w ork plan. W ork Plan Execution: B y December 2012, P RB w ill have: - F inalized and signed off all its internal policies. - P roduced a development h andbook containing various important ols which are r equired by donor organiza tions. - A pplied for funding from any relevant sources wards specific project. - Developed comprehensive strategy for c apacity building of the organization. - C onducted seminars and workshops on capacity building of staff in main, regional and field o ffices. - Produced monthly articles informing the community on NGO-r elated issues

6 B y December 2013, PRB will have: - D eveloped a moniring and evaluation (M&E) framework for its projects. - w orked with regional and field offices implement M&E framework within the regions. - W orked with regional coordinars implement M&E framework within the regions. - Conducted seminars give advice its members and partners o n NGO development work and f unding. - C ontinued p articipate explore communicate and train the target community. - C onducted seminars build capacity, create awareness and give advice on the needs of a good N GO working in international development - E xplored further contact with the donors community for funding B y December 2014, PRB will have: - E valuated its capacity building initiatives (such as leadership development courses) through o utcome m apping - S ustained effective partnership with other o rganizations. - C reated a best practice sharing resou rces and ols for the benefit. - Continuation of capacity building programs of relevant department. - Re- evaluated its current policies and provided a thorough assessment of P RB work. - Completed evaluation and impact assessment o f the s trategic Work Plan - Created a new work plan for the 5 year- p eriod on the P RB w ork. C ONCLUSION: T he PRB s tatus in conclusion is a huge milesne forward, but in our goal of preparing for a g reat deal of work will need be done m aximize t he efforts for execution of the strategy i n proper way and manner. The strategy gives a clear direction for PRB future engagement in Afghanistan. The realization of the strategy requires a simultaneo us focus and attention on each s et of strategic point. It is no doubt that the strategy will improve the capacity of PRB remain a p roper service provider for Afghan communities. I n addition there will be e normous challenges and obstacles encountered in execution of this strategy. Especially approaching ward 2014 w here complete NATO withdrawal from A fghanistan scheduled and Afghanistan presidential election is o n the card.
