General 1. roject information: SAT (royek konomi Sosial Aceh Terpadu / Integrated Social conomy in Aceh roject) anadian o-operative Association and ASKA conomic evelopment Financing Facility, Grant TF093358/ Aceh, Indonesia xecutive Summary SAT is a market-oriented solution to rural Acehnese women and men s vulnerability to poverty. It takes an integrated approach that will empower women and men to develop self-reliance and the opportunities for poverty alleviation. The central position of SAT is that by engaging smallholders in entrepreneurial activity, and addressing the systemic factors that limit opportunities for them in the social and economic environment, they will be able to lift themselves out of poverty. This can be accomplished by developing skills that increase the resilience of communities, increase access to markets, and develop an entrepreneurial ethos in communities that contributes to livelihood development. These activities will be combined with addressing the pre-conditions of the enabling environment in which all social and economic activity occurs. The SAT approach is to work with smallholders to take as much control over the value chain as possible in order to derive profit not only from primary production, but also from the value-added activities of processing, marketing, volume purchasing and collective selling. The project will procure goods and services in order to engage in these activities. The project will commence with A establishing its office in anda Aceh. ASKA has current offices in Sigli and Meulaboh already. The establishment of an office will include office equipment and furniture required to enable eleven people to work effectively. At the same time, the project will equip 42 field staff to access the communities that the sub-project will serve. ach field worker will have a motorbike that will facilitate access to the communities. ne of the central features of the sub-project is a marketing co-operative that is owned by the production co-operative who are involved in rice, fish and emping production. This co-operative will be based in anda Aceh for sales and have processing facilities in both agan aya and idie. It will procure equipment to process rice, produce fish pellets, and for cold storage, storage of agricultural inputs, and storage and transport of products for the purposes of marketing. Since this is a new entity, it will also require office set up and the capitalisation of major equipment, including vehicles. 2 Additional equipment will be purchased for market-ready co-operatives such as emping processing to modernise production and increase production volume. Similarly, basic rice drying facilities will be added in communities as will storage for all commodities in most villages. A number of procurement items also relate to the communications strategy to ensure transparency of activities to the public and communicating the messages of the project to the producers. The sub-project will procure the majority of its goods and services in the first half of the time period, primarily because the equipment and services procured are required to be the basis for market activities. y March 2012, SAT will leave a legacy of sustainable private sector enterprises owned and operated by rural small holder Acehnese women and men. They will be diverse in activities, contributing to a diversified economy, yet work together through a centralised marketing facility that will lead the continued charge to develop the capacity of these enterprises to continue to flourish after the completion of the project and reduction or elimination of external funding. This vision is supported by local governments, which will have benefited from improved participation of local enterprises engaged in governance and be able to contribute to their own enabling environment in the future.
