1 JOB PROFILE 17/08/2013 Job Description and Requirements Programme Manager State-building and Governance Job no in the EU Delegation to the Republic of Yemen Job Type: Contract Agent Function Group IV; International Aid / Cooperation Officer - Programme Manager State-building and Governance Overall purpose: the primary purpose of this job is to manage, under the supervision of the Head of the Cooperation Section, development projects and programmes in the field of State building and Governance funded through the DCI instrument and EU thematic programmes (mainly EIDHR). In addition, the job holder may also be requested to contribute to the management of projects under other EU instruments, particularly (but not only) in related fields such as security sector reform, regional cooperation, conflict prevention, migration, non-state actors, and so on. Functions and duties POLICY ANALYSIS - Sector analysis, strategy formulation and programming o Support policy dialogue with all relevant ministries, agencies, donors, and other relevant stakeholders in all areas of concern. o Contribute to sector analysis and to the definition of a sector strategy for the European Union (Country Strategy Papers, Multi-Annual Indicative Programmes, etc). PROGRAMME / PROCESS / PROJECT MANAGEMENT - Delegation's project cycle management o Contribute to programming, identification and appraisal in close cooperation with the beneficiary institution(s) in Yemen. o Assist with all aspects of grant-making and procurement processes (drafting Terms of Reference, launching tenders, etc.). o Monitor ongoing projects, participate in management and monitoring meetings, elaborate progress reports on projects and propose remedial actions as needed. o Contribute to the evaluation of projects and programmes. o Maintain contacts with other donors active in Yemen. o Give the "operational visa" as required. PROJECT / PROCESS MANAGEMENT - Preparation and follow up of calls for tender o Assist in launching, managing and monitoring calls for proposals, tenders, evaluation and selection of projects. o Ensure follow-up of project implementation and the performance of project managers and partners, monitor contractual obligations (including periodic reviews, audits, reporting and assistance) and gather and handle external expertise. o Carry out horizontal activities, consultations and networking. REPRESENTATION AND NEGOTIATION o Maintain close and effective contacts with the relevant national authorities and local operators. o Prepare and assist in missions from Headquarters.

2 EXTERNAL COMMUNICATION - Communication relating to programme and projects o Produce and disseminate the results of projects at workshops, seminars, conferences and other public events. o Extract and disseminate best practices and facilitate exchange of experiences. o Contribute to the production of publications. INTERNAL COMMUNICATION - reporting to Headquarters o Observe, monitor and report regularly and in a timely manner (including early warning on potential disputes) to Headquarters on sectoral issues, as well as in response to specific requests. Job Requirements Formal Education University level education of a duration of at least 3 years: essential o Formal education which corresponds to completed university studies of a least three years' duration attested by a diploma, preferably including subjects in one or more of the following domains: politics; governance; international relations; social sciences; management. o Competencies: Project management theory and practice. Understanding of EU structures and procedures. Experience EU and POLITICS (general), (BUSINESS) MANAGEMENT and PLANNING, EU and POLITICS (general), EXTERNAL COOPERATION and DEVELOPMENT Job-Related experience: at least three years (essential qualifier) o Domains: experience in project management, preferably including in contexts of fragility and/or least developed countries. Geographic desk work or EU Delegation experience (or equivalent) will be an advantage. o At least two, and preferably all, of the minimum of three years of prior professional experience should be directly pertinent to the type of duties to be carried out. Relevant field experience will be a strong advantage. Languages Excellent knowledge of English is essential. Good knowledge of Arabic will be a strong asset. Knowledge of French will be an asset. OVERVIEW OF THE GOVERNANCE AND STATE-BUILDING PORTFOLIO The overarching themes of this portfolio are the rule of law and state-building, by strengthening democratically elected institutions and re-forging the social contract. o Democratisation EU support for democratisation has three main components: support to the electoral cycle, support to the House of Representatives, and strengthening local governance. Support to the electoral cycle is a long-standing area for EU support under which a new project will start by mid-2013 to support the electoral process throughout and beyond the Transition period. Support will include capacity development for the Supreme Commission for Elections and Referenda (SCER) to strengthen their professional capacities as an independent and transparent electoral management body, as well as their ability to liaise and communicate with different stakeholders, such as political parties and different groups of voters.

4 Since 2010, a project to support the House of Representatives is being implemented (with lengthy suspensions throughout ). Activities are scheduled to resume in May 2013 and will focus on strengthening the institutional performance of the Secretariat-General of the Parliament so that a stronger relationship between citizens and Parliament can be realized following the scheduled 2014 elections. Support to local governance is a new area for EU support, which is closely linked to increasing popular participation in decision-making. The EU believes that citizens should be actively engaged in governance at all levels, starting with the community level. The EU therefore plans to start a programme on participatory local governance in 2014, in close coordination with the authorities, once the National Dialogue has taken decisions on the future framework for local governance in Yemen. Preliminary activities to increase dialogue between local authorities and young people have started through ongoing CSO-implemented projects. o Public Participation Strengthened participatory governance and the involvement of different groups of citizens in governance structures and decision-making processes are essential components of a viable democratic state. The EU has for many years now supported projects to increase the participation of women, youth and marginalized groups in elections as voters, candidates and electoral officials. Since 2008, the EU has directly supported Yemeni CSOs to strengthen these organizations to represent their communities and give a voice to different groups at community level. As of 2012, this support has been further strengthened with the adoption of the Sharaka Shabab programme under which civil society organizations will be able to submit proposals to strengthen the participation of women and youth as well as marginalized groups in decision-making processes. Implementation of activities under this programme is expected to start in the 2 nd half of Ongoing efforts to strengthen civil society also include direct support to the strengthening of youth organizations and the formation of a Yemeni-led Civil Society Forum. In order to strengthen public participation, the EU also supports smaller CSO-led activities to increase freedom of expression and improve the professional development of the Yemeni media. Finally, the EU implements a thematic 1 programme for Non-State Actors and Local Authorities with the general aim of strengthen their capacities so as to facilitate their participation in policy making processes and reinforce their ability to provide the most vulnerable populations with basic services. The current portfolio includes 15 action grants. The grants are implemented by local CSO, local authorities and international NGOs. o Civilian aspects of Security Sector Reform Since 2009, the EU has supported in cooperation with France the reform of the curriculum of the Yemeni Police Academy, introducing a more rights-based, modern and professional curriculum in the technical aspects of police training. This support was extended in 2012 with a specific contract to provide technical expertise for the process of restructuring the Ministry 1 i.e. not part of the bilateral country programme

5 of Interior. Through smaller CSO-implemented projects, the EU is also targeting the improvement of detention conditions (in particular for female detainees), and the prevention of torture and arbitrary detentions. Simultaneously, the EU supports various smaller projects with Yemeni CSO to 'close the gap' between citizens and the security services. o Civil Service Reform and Administrative Reform Although presently not a formal component of the Governance programme, the EU remains involved in various projects that have civil service reform and restructuring of government entities as key deliverables. Civil service reform is a central theme in the technical assistance provided to the Ministry of Interior and is considered a key component of the projects working with the SCER and CRA. o Public Financial Management In 2013, the EU started a small pilot project to support public financial management reforms; for now this is limited to supporting an update of Yemen's 2005 PFM Action Plan and a Public Expenditure Tracking Survey in the health sector (with the Ministry of Public Health and Populations; managed by the Health Task Manager). This aspect of the portfolio may increase in importance over the coming years, subject to decisions on the country strategy
