1 MINUTES OF REGULAR MEETING BOARD OF PARK COMMISSIONERS August 22, 2016 PRESENT: Erik Hanberg, President Andrea Smith, Clerk Aaron Pointer Tim Reid Jessie K. Baines, Jr. IN THE CHAIR: PLACE: FLAG SALUTE: Erik Hanberg 4702 South 19 th Street Commissioner Reid SATUDY SESSION DISTRICT FIELD STUDY Joe Brady began the presentation by noting that the District has made attempts in the past to complete a field study but has always struggled with the scope of such an undertaking. With this current study, the scope is focusing on outdoor sports fields owned by the District and Tacoma School District. Process included an inventory phase including location, condition, and total maximum capacity per facility. Mr. Brady noted that the study identified 54 locations in 7 parks, 33 elementary schools, 9 middle schools and 5 high schools. A map of all the locations was reviewed. Staff noted that they have been meet with 24 stakeholders to date to learn about their current and projected usage. Staff is now able to assess the unused capacity and develop recommendations based on the data collected. Dean Burke of the South Sound Sports Commission was introduced. Mr. Burke commented on the sports commission s involvement in the project and looking at things from a regional economic lenses. Project completion is planned for November, and will inform the 17/18CIP budget. Commissioner Pointer inquired about crumb rubber studies being done around the nation. Staff indicated studies thus far are inconclusive and they will continue to pay close attention to the topic as more information is studied and learned. Shon Sylvia commented that as the new sports school model evolves that it will likely have an impact on field usage and capacity as well. Commissioner Pointer inquired if the study will include fields outside of Tacoma. Staff indicated that the current scope only includes MPT and TPS field at this time. REGULAR MEETING The regular meeting of the Metropolitan Park District Board of Park Commissioners was called to order by Commissioner Hanberg at 6:00 p.m.
2 MINUTES REGULAR PARK BOARD MEETING AUGUST 22, 2016 PAGE -2- SPECIAL PRESENTATIONS MEADOW PARK SPECIAL OLYMPICS Meadow Park Golf Course recently hosted the Special Olympic regional golf tournament. Staff members Erik Haag and Kodi Smith-Doty noted this was the 11 th year of hosting with this year resulting in 300 participants. Several of the golfers were in the audience and were recognized by the Board. Two of the teams representing Meadow Park advanced to the State tournament. Ms. Smith-Doty commented on the other benefits to these special Olympic athletes that stretch beyond golf. Commissioner Reid commented positively on the tremendous growth of the program. PRESIDENTS REPORT President Hanberg shared positive remarks regarding the recent Library Day held at the Zoo. STANDING COMMITTEE AND COUNCIL REPORTS Joint Municipal Action Committee Commissioner Reid commented that JMAC met on August 12 th. Items of discussion included a regional economic growth discussion. EXECUTIVE DIRECTOR S REPORT Assistant Executive Director, Shon Sylvia reported on the following: District pools will be offering free swimming on September 5th. Pooch Pool Party is scheduled for Saturday, September 10 th. Planning Director Debbie Terwilleger announced that staff project manager, Jeremy Woolley has been appointed to the City s Planning Commission. CITIZEN COMMENTS Bryan Flint, Executive Director of the Metro Parks Foundation commented that the Foundation has recently been made aware that the Boys and Girls Club has received a letter from the Dept. of Commerce Youth Recreational Facilities Division indicating a grant of $1.2M for the Eastside Community Center is being forwarded to the legislature and governor s office. He also stated that Shalisa Hayes of the Billy Ray Shirley Foundation was able to work with Pete Carol to get a video of him promoting the Imagine Eastside project. MINUTES OF THE AUGUST 8, 2016 REGULAR BOARD MEETING Commissioner Pointer moved to adopt the minutes as presented; seconded by Commissioner Smith and passed unanimously. CONSENT AGENDA RESOLUTION NO. C74-16: EASTSIDE TACOMA COMMUNITY CENTER CONSTRUCTION ACCEPTING AND APPROPRIATING $970,000 FROM THE WASHINGTON STATE DEPARTMENT OF COMMERCE CAPITAL BUDGET LOCAL AND COMMUNITY PROJECTS RESOLUTION NO. C75-16: POINT DEFIANCE PARK WATERFRONT PHASE 1- ROUNDABOUT ACCEPTING AND APPROPRIATING STATE FUNDING OF $2,500,000 FROM WSDOT-CONNECTING WASHINGTON PROJECTS LOCAL PROGRAMS

C76-16: POINT DEFIANCE ZOO & AQUARIUM ROCKY SHORES WALRUS POOL UPGRADES EMERGENCY CONTRACT#201683Z FINAL ACCEPTANCE TO CONCRETE SOLUTIONS, LLC RESOLUTION NO. C77-16: SERA BASEBALL COMPLEX LIGHTING ACCEPTING AND APPROPRIATING $11,008 FROM TACOMA POWER S BRIGHT REBATES PROGRAM Commissioner Pointer moved to adopt the consent agenda; seconded by Commissioner Smith and passed unanimously. PURCHASING RESOLUTIONS None PUBLIC WORKS PURCHASING RESOLUTIONS RESOLUTION NO. PW78-16: POINT DEFIANCE PARK WATERFRONT PHASE 1 GUY F. ATKINSON CONSTRUCTION, LLC CONTRACT CHANGE ORDER NO. 5 FOR TRAIL, BRIDGE & PENINSULA Debbie Terwilleger noted the previous change orders for the project. She commented that so far more than 133,000 cubic yards of soil has been moved and the two sail mounds on the peninsula are just about at finished grade. This change order will allow for the bridge, boat trailer parking and elements on the peninsula. SINGLE READING RESOLUTIONS RESOLUTION NO. R79-16: ADOPTING THE REGION 5 ALL HAZARD MITIGATION PLAN EDITION AND THE METROPOLITAN PARK DISTRICT OF TACOMA ADDENDUM TO THE REGION 5 HAZARD MITIGATION PLAN; AND UPDATING THE 2004 PIERCE COUNTY NATURAL HAZARD MITIGATION PLAN Brett Freshwaters indicated that the Board approved the original plan back in This is a new updated plan that has map and technology enhancements. He noted that keeping the plan current keeps the District eligible for FEMA grants. Commissioner Pointer requested staff to find out the reason for the water run off on Ruston Way near the train tracks. Marina Becker commented that this is likely form hillside run-off, but staff will check with City staff. RESOLUTION NO. R80-16: ADOPTING A REVISED INTER-LOCAL AGREEMENT BY AND BETWEEN THE CITY OF TACOMA AND THE METROPOLITIAN PARK DISTRICT OF TACOMA
4 MINUTES REGULAR PARK BOARD MEETING AUGUST 22, 2016 PAGE -4- Shon Sylvia commented that MPT and the City find it mutually beneficial and in the public interest for the City to contract with MPT for the provision of parks and building operations and maintenance in certain parks and facilities within the corporate boundaries of the City of Tacoma. He commented that this revised agreement will: 1) better align policy with practice; 2) develop an interagency coordinating committee and policy team for new governance structure to proactively manage the agreement; 3) evaluate opportunities to support each agency s core services to reduce any duplication of services if feasible and 4) help staff work cooperatively toward developing and proposing alternate, sustainable funding sources for park operations, management, and maintenance. This proposed agreement will expire in Shifts in the agreement highlighted by Mr. Sylvia included the following: Provide park facility operations and maintenance services for three categories within the City -- 1) Regional and Signature Parks; 2) Community Parks and Facilities; and 3) Neighborhood Parks. Formally eliminates the $100,000 decrement; MPT and the City agree all payments under this Agreement will be adjusted annually to reflect inflationary costs as identified in the CPI-W for Seattle/Tacoma/Bremerton, beginning January of 2017 and every January thereafter. Develops an interagency coordinating committee and policy team for new governance structure to better manage the agreement. The City and MPT may enter into separate Memorandums of Understanding ( MOU ) or agreements setting forth operations and maintenance responsibilities for specific parks or programs not currently included in this Agreement. These agreements may be administratively approved by the City Manager and the MPT Executive Director or designee; Additionally, Point Defiance Park will have a separate lease agreement to better manage operational details. In the biennium, the coordinating committee will work to develop a clear understanding for the joint funding of a Parks Facilities Capital Reserve, including development of detailed processes and procedures to be in place for the biennium to include who will maintain the fund and how funding will be approved and appropriated. Commissioner Pointer inquired if the agreement recovers cost of services to City owned properties. Mr. Sylvia stated that currently there is a 70% recovery. Staff and the interlocal team will be working together to close the gap relative to regional parks. Commissioner Reid inquired about new properties being taken on. Mr. Sylvia stated that the agreement outlines that there will be a 6 month time period to develop MOUs for new properties to come under the agreement, which will be reviewed by the policy team. Commissioner Reid requested that all MOUs come to the Committee of the Whole for review. Commissioner Baines requested additional open space development for underserved areas in the downtown. Anita Gallagher representing the City Mangers office commented that the City is in support of the agreement and continued partnerships with MPT.
