1 AGENDA ITEM CITY COUNCIL MEETING DATE OCTOBER 18, 2016 BUSINESS ITEMS DATE : October 7, 2016 TO : City Manager FROM : Public Works Director SUBJECT : CITYWIDE STREET RESURFACING PROGRAM AND REQUEST FOR FUNDS FROM GAS TAX AND SOLID WASTE RECOMMENDATION: Adopt a resolution appropriating reserve funding from Gas Tax and Solid Waste Agreement funds and allocate FY Solid Waste Agreement distribution for the 2017 Citywide Street Resurfacing Program. EXECUTIVE SUMMARY: The current average Pavement Condition Index (PCI) for Benicia streets is 55 on a scale of (100 is a new street), which is the At-Risk condition category. In order to incrementally improve the current street pavement conditions over the next ten years to 83, the City would need to commit approximately $4.8 million annually for street resurfacing. Several pavement rehabilitation projects are proposed in 2017 as part of the Citywide Street Resurfacing Program with an estimated budget of $4.4 million in Fiscal Year and Fiscal Year This is less than the $4.8 million needed, but this is largest project in the last five years. BUDGET INFORMATION: A total budget of $4.4 million is proposed for street resurfacing projects in FY and FY Funding sources are Gas Tax, Solid Waste (aka Allied Waste) Agreement and Measure C funds (also addressed in Measure C update on October 18). Currently, the City is in the design phase for pavement rehabilitation on Southampton Road and Industrial Way utilizing the budgeted $1.5 million Measure C funds. In November 2014, Benicia residents passed Measure C which will help provide a portion of funding necessary to improve City public streets. Staff is requesting an additional one-time $450,000 of Measure C money in FY to resurface Downtown First Street from K Street to the waterfront and $350,000 in FY for various street pavement sealing. The project on First Street will be to microsurface the road which includes replacing failed
2 pavement areas with new asphalt concrete (AC), sealing pavement cracks, microsurfacing treatment and pavement restriping. The projected cost of design and construction is $450,000. The City also receives annual funds through a Solid Waste Agreement and State Gas Tax for pavement maintenance. Staff proposes allocating Solid Waste Agreement and State Gas Tax fund reserves and future FY fund allocations to the 2017 Citywide Street Resurfacing Program as noted in the table below. The following table summarizes the funding sources and budget for the 2017 Citywide Street Resurfacing Program. Staff is requesting a one-time appropriation of $1,036,000 in Gas Tax reserves and $242,728 of Solid Waste Agreement reserve funds to the 2017 Citywide Street Resurfacing Program in FY The Solid Waste budget is reduced by the expenses in FY for other projects. Staff is also requesting allocation of FY Solid Waste Agreement fund distribution of $166,272 to the 2017 Citywide Street Resurfacing Program when it becomes available.
3 GENERAL PLAN: Relevant General Plan Goals and policies include: o Goal 2.28: Improve and maintain public facilities and services STRATEGIC PLAN: Relevant Strategic Plan Issues and Strategies: Strategic Issue 4: Preserving and Enhancing Infrastructure o Strategy #1: Provide safe, functional, and complete streets BACKGROUND: Benicia s street network has approximately 196 lane miles and is valued at approximately $111.5 million. The network is evaluated using Pavement Management Program (PMP) software called StreetSaver that was developed by the Metropolitan Transportation Commission (MTC) and is used by public agencies throughout the Bay Area. In the latest PMP Update report, the City s current PCI is 55 or At Risk, which is down from 70 in the Approximately 36% of City streets fall in the poor or failed pavement condition category and 23% is in the at-risk category. The latest PMP report (2014) identified approximately $48 million in pavement maintenance and rehabilitation needs over the next ten years to repair all City streets to a PCI of 83, which is in the good category. In order to maintain the current pavement condition of 55, the City will need a minimum of $2 million annually over the next ten years. The Gas Tax has not been increased since the early 1990s and revenue has fallen to approximately $600,000 per year. Below is a graph showing the City s PCI rating over the past 10 year and its continuous decline over the years: 75 Chart Benicia PCI
4 The cost to maintain streets in good condition is less expensive than the cost to repair streets that have failed. By allowing pavements to deteriorate, streets that once cost approximately $2 per square yard to seal may cost $48 per square to overlay or $95 per square yard to reconstruct. Significant delays in pavement maintenance can cost over 40 times more to repair in the future. Staff is proposing pavement rehabilitation treatments such as slurry seal, microsurfacing, asphalt concrete (AC) overlay, cold in-place recycling (CIR) and pavement section reconstruction. Slurry seal and microsurfacing are the most cost effective treatment to prolong the life of street pavement resurface at less than $10 per square yard. Due to the various types of pavement rehabilitation treatments constructed by different contractors, the City will prepare separate bid documents to perform the improvements. Below is a list of proposed streets scheduled for pavement repair and resurfacing treatment in 2017 between April and October: Table Resurface/Reconstruct Streets Southampton Road Industrial Way Teal Drive East O Street St. Augustine Drive Panorama Court Merlin Court First Street microsurfacing Pavement Seal Project Limits 400 east of Panorama Dr to Military West Lake Herman Road to Teal Street Industrial Way to Mallard Dr West of East 3rd Street to East 5 th Street East 2nd Street to East 3 rd Street Panorama Dr to end Panaroma Dr to end K Street to waterfront Approximately 700,000 to 1.4 million square feet (SF) on four lane miles of streets Staff anticipates the street resurfacing design to continue through December 2016 and seek bids in January The award of bids for the various street resurfacing projects is anticipated in February and March 2017 and improvements to begin April 2017 (First Street microsurfacing). Work on Southampton Road is scheduled during the summer break when Benicia Middle School is closed. The Pavement Seal Project will slurry seal with a pavement condition index over 70. Completion of the various street resurfacing improvements will be October If additional Measure C funding is available in FY , staff will propose to perform pavement rehabilitation on streets with a PCI less than 20, which are streets in the very poor/failed category (see Attachment 2 for list). There is
5 approximately 870,000 square feet (FT) of pavement in the very poor/failed category. Using the most recent PMP cost index in 2014, the reconstruction of these streets will be over $9 million. Staff is recommending at this time to adopt a resolution appropriating reserve funding in the amount $1,036,000 in Gas Tax reserves and $242,728 of Solid Waste Agreement reserve funds to the 2017 Citywide Street Resurfacing Program in FY , and allocate FY Solid Waste Agreement distribution for the 2017 Citywide Street Resurfacing Program.
