Pavement Preservation in Hillsborough County, Florida Roger Cox, P.E. Department of Public Works Transportation Infrastructure Management
Definition: Pavement Management is the process of overseeing the maintenance and repair of a network of roadways at or above established values, within budget constraints, while meeting customer expectations. This is ideally accomplished by doing more with less, until you can do everything with nothing.
Discussion Points Hillsborough s Inventory Balancing Act GASB34 Customers Budgets Pavement Process Tools of the Trade Inspections Planning Treatments Performance and Outcome Future Prediction Modeling Curves Questions
Hillsborough Inventory/Budget 6,993 lane miles Rural to major arterials 4 lane miles of rigid pavement Essentially zero dirt roads Budget; FY $7.1 M Gas Tax: $3.6M CIT: $3.5M (FY12=$0?) Ad Velorem: $0 49% decrease in funding Budget FY2009; $13.9M GASB34 Compliant 2000 PCI to be maintained above 55 (0-100), BOCC adopted Adopted ASTM Standard D Sept 17, 2008
The Balancing Act GASB34 Budget Customer Satisfaction
The Balancing Act GASB34 Budget Customer Satisfaction
The Balancing Act GASB34 Budget A Management Process can help facilitate this. Customer Satisfaction
The Pavement Management Process Accomplished by 1-Inspecting all road segments 2-Planning for projects based on budget and need 3-Implementation of appropriate treatments and evaluate performance
The Pavement Process Our Tools!!! Inspections Planning Implementation Based on Performance
Tools of the Trade- Step 1 - Inspections Inspections Have Requirements Inspect ALL of the roads every three years (GASB34 requirement) Annual report on Overall PCI Overall PCI is to be above 55 (Hillsborough) Inspections may require third party verification Audit may require evidence of change in PCI for treatment applied Evidence of established procedures
Inspection - Specifics Hillsborough Adopted ASTM , using MicroPAVER (USACOA) as pavement management database/software Scale 19 Defects (cracking, rut, ravel, edge etc.) Visual Inspections does not use IRI as an index
Tools of the Trade- Inspections Hillsborough Pavement Inspection Vehicles Began development of Pavement Inspection Vehicle (PIV) in Vehicle collects visual distress as measured by an inspector Onboard GIS/GPS enabled databases capable of geo-referenced images All data is uploaded to MicroPAVER database for calculation of PCI and modeling of pavement conditions.

MicroPAVER Inspection Database Hillsborough Pavement Inspections Originally developed in the late 1970s to help the Department of Defense (DOD) manage M&R for its vast inventory of pavements. Continued support by the USACOE, and a user base of over 600 internationally. Training available through vendors and APWA. Available databases include MS ACCESS. Customizable and capable of handling large inventories. Customizable deterioration curves as well as definitions for M&R, and Global treatments Modeling capability with budget and PCI forecasting Public domain program.

MicroPAVER Hillsborough Pavement Inspections Work History and PCI Increase Due To Project
Tools of the Trade Step 2 - Planning Create groups of Projects based on treatment and fiscal Year A group is a list of roads that will be treated in any given fiscal by a given treatment based on: Condition Budget Strategy (i.e. pavement philosophy) Worst First (bring lots of cash!! Which one is worst?) Last Year s Budget Standard Program (time re-occurance, i.e. Treat Every 7 years) Fighting Fires (citizen driven) Political Pressure (Political considerations to establish priorities) Gut Feel
Tools of the Trade Step 2 - Planning Create groups of Projects based on treatment and fiscal Year A group is a list of roads that will be treated in any given fiscal by a given treatment based on: Condition Budget Strategy -Hillsborough Strategy - KEEP THE GOOD ROADS GOOD! Worst roads are to be budget for and placed in a Fiscal Year. After all..dead is dead! Two Year Budget However, old numbers die hard. Treatment is Based on Condition Spatial Components are Considered Do not separate neighborhoods Priority Given to Arterials Treatments Used Must Increase PCI Includes An Orphan Contingency County Forces Paving Lowest PCI Roads with a Global Treatment have Priority
Tools of the Trade - Planning What Does It Do? RAPP MAPP and Tools
RAPP- Yeah. What is That??? Data window that creates and displays pavement management project groups based on selections made from a spatial environment
RAPP Data Window consists of a map, and a data screen These two work together
RAPP DATA SCREEN
Tool Bar
RAPP MAPP Serves as a graphical Window for: Selecting roads into groups Displaying groups Obtaining linear data Displaying Aerials Obtaining Activity Data
RAPP MAPP Aerial Photo Toggle
RAPP MAPP Selection Tool
RAPP MAPP Selected Road Segments
Tools of the Trade Step 3 Implementation / Evaluations Hillsborough Treatments (Current) Crackseal Microsurface Micropave Hot in Place Repaving Overlay Mill and Overlay Full Depth Reclamation Conventional Reconstruction
