The interested parties may obtain tender document from Regional Office, National s Corporation Limited Mohali Chandigarh up to 2.00 p.m. of on payment of Rs. 590/- (Rupees Five Hundred Ninty Rs Only) Non Refundable. Duly filled in tenders will be received up to 2.30 p.m. on Tenders will be opened on the same day at 3.00 p.m. at NSC Mohali Chandigarh. Tender forms are also available on our website / In case the tender document is downloaded from NSC s website, the applicant has to deposit tender form fee i.e. Rs. 590/- through Demand Draft in favour of National s Corporation Limited; payable at Mohali Chandigarh or deposited through NEFT as per bank details here under: (S. 2 NATIONAL SEEDS CORPORATION LIMITED REGIONAL OFFICE: MOHALI CHANDIGARH TERMS AND CONDITIONS No. III (NIT)/Mktg./NSC/CHD/ Dated: TENDERS for purchase of Turmeric Rajendra Sonia/ Narendra Haldi-1 or varieties Rhizome suitable for cultivation in North Plain / Hilly area: 2500 Qtls. on actual requirement. NSC desires to purchase Turmeric Rajendra Sonia/ Narendra Haldi-1 or varieties Rhizome suitable for cultivation in North Plain / Hilly area: 2500 Qtls. on actual requirement duly packed in party s bags from reputed producers/organizers/supplier hereinafter called as TENDERER in two bid system. Offers be quoted on enclosed Performa for CS/TL supply for the crop varieties as per details attached on the following terms and conditions. TWO BID SYSTEM: A. Two independent sealed envelopes should be prepared as details below : i)envelope NO. 1 (SEALED) The envelop should be marked as ENVELOPE NO.1 TECHNICAL BID FOR SUPPLY OF TURMERIC RAJENDRA SONIA/ NARENDRA HALDI-1 OR VARIETIES RHIZOME SUITABLE FOR CULTIVATION IN NORTH PLAIN / HILLY AREA: 2500 QTLS. and should contain Part A alongwith covering letter on letter head (Tenderers should invariably mention their name, address etc. on the left hand side of envelope for clear identification). ii) ENVELOPE NO. 2 (COMMERCIAL BID SEALED): - This envelop should be marked as ENVELOPE NO. 2 FINANCIAL BID FOR SUPPLY OF TURMERIC RAJENDRA SONIA/ NARENDRA HALDI-1 OR VARIETIES RHIZOME SUITABLE FOR CULTIVATION IN NORTH PLAIN / HILLY AREA: 2500 QTLS. Tenderers should invariably mention their name, address etc. on the left hand side of envelope for clear identification. iii) Both the envelops should be enclosed in one big sealed envelope super-scribing TENDERS FOR TURMERIC RAJENDRA SONIA/ NARENDRA HALDI-1 OR VARIETIES RHIZOME SUITABLE FOR CULTIVATION IN NORTH PLAIN / HILLY AREA: 2500 QTLS. in the office of Regional Manager, National s Corporation Limited, Mohali on or before upto 2.30 p.m. The Technical and Financial Bid will be opened on at 3.00 p.m. in the presence of tenderers, if any. B. Tenderers must affix seal and put address on each envelope.

3 OTHER TERMS AND CONDITIONS: 1. Tenders shall be submitted to NSC in the tenderers letter head using the enclosed Offer Format prescribed by NSC for supply of Turmeric Rajendra Sonia/ Narendra Haldi-1 or varieties Rhizome suitable for cultivation in North Plain / Hilly Area: 2500 Qtls. 2. Rates shall be quoted in Rs. Per Qtl F.O.R. Haryana as well as Ex-Godown. The net final cleaned/graded, tested and packed quantity in supplier packing (exclusive of bag weight) with marking as Producer s Address & MARKETED BY NSC. The rates shall be all inclusive of all taxes and no other claim on taxes etc., if any leviable shall be entertained by NSC. 3. i) The tenderers can offer and quote minimum quantity 500 Qtls. for Turmeric Rajendra Sonia/ Narendra Haldi-1 or varieties Rhizome suitable for cultivation in North Plain / Hilly Area ii) Tenderers will also submit government supply experience certificate from concerned department for successfully completed supply of Turmeric Rhizome in last two financial years i.e. 500 qtls. or more. 4. The tender shall be accompanied with interest free Earnest Money Rs. 50,000/- (Rupees Fifty Thousand only). Tender without EMD will be rejected. EMD shall be remitted in the form of DD/through NEFT in favour of National s Corporation Limited, Chandigarh. EMD is refundable on fulfilment of the supply as per the terms and conditions and within the time schedule. Tenders without the requisite EMD will be rejected. EMD of unsuccessful tenderers will be returned within 45 days from the date of tender opening. The tender participants registered with NSIL are exempted from EMD deposit. However security deposit will be waived off only to the extent of monetary limit. 5. The supplier will submit a properly labelled / sealed representative sample of one kg. Rhizomes of each variety alongwith the sealed tender. Tenders without the sample may be rejected. stock will be accepted by NSC only if it is visibly resembles the representative sample so presented. Prior to issue supply order or at any step, quantity and quality at supplier s premises may be inspected by any NSC officials. 6. The Tender s offer shall be valid atleast for 90 days. Delivery of the entire quantity offered by the tenderers and agreed to by NSC should commence within seven days of final clearance by NSC and should be completed within ten days of NSC s final confirmation. 7. Failure to deliver less than 90% of approved quantity to NSC shall entitle NSC to 10% of the value of the shortfall in the supply at the rate agreed to. The penalty for short supply will remain 10% of the value of the quantity not supplied against 90% benchmark. For late supplies penalty of Rs. 2/Per day per qtl. may be charged. 8. The successful tenderers shall remit interest free Security 5% of the total value of the supply at the approve rate in the form of Demand Draft in favour of National s Corporation Limited, Mohali Chandigarh. This deposit shall be remitted within five days from the date of receiving or NSC s Purchase Order/Intimation. Failure to remit the Security Deposit will imply forfeiture of EMD. The EMD deposited alongwith the tender will be adjusted against security. 9. The seed shall be processed and packed as per NSC s requirement at the supplier s premises at his cost and expenses. NSC shall have the right to inspect the operations from time to time. 10. i). NSC will draw representative samples of the final cleaned / graded seed Rhizomes offered to NSC by the supplier and have them analyzed in NSC s Quality Control Lab,

4 NSC New Delhi or any other lab identified by NSC. Only the lot cleared by NSC will be finally accepted by NSC. NSC will draw samples for 25% more quantity than the supply order to ensure that in the event of failure of any lot in QCL, there is no shortfall in the supply from the ordered quantity. ii). Department of Horticulture, Haryana will also draw the sample for testing of Rhizomes quality traits through their representative. 11. The Rhizome stock shall confirm to the quality specifications, prescribed in the Minimum Certification Standards 1988 as amended from time to time and shall possess good physical appearance and subjected to NSC s satisfaction with regard to quality, physical and genetic status. 12. Supplier s failure to arrange the supply as per the terms and conditions will entitle NSC to forfeit the EMD and security deposit & firm will be blacklisted for future supply. 13. NSC may increase 100% or decrease 25% of final requirement from the quantity in the NIT, if required; NSC may repeat the order for the additional quantity within four months from the date of security deposit remittance Increase or Decrease will be based on the actual required quantity % payment will be released through crossed A/C payee cheques/rtgs within 30 days after the receipt of payment against supply of seed from the concerned Govt. department fulfilling the requirements set out in the Terms and Conditions and balance 10% after satisfactory results from field alongwith EMD/ Security Deposit. 15. The supplier at his cost take back part or full quantity of such stocked proved defective on receipt by/delivery to NSC. 16. In the event of any dispute/complaint with reference to the seed quality if the responsibility of the supplier is proved/established he shall bear the loss/ damage if any sustained by NSC to the relevant extent. 17. Conditional offers shall not be accepted and the tenderers shall not impose any additional term/conditions. 18. The tenderers shall make available with their offer to NSC a copy of the seed directory/ release order/certificate issued by SSCA for each lot of Rhizomes delivered to NSC alongwith seed analysis report of STL and seed directory for T/L seed supply as and when required in future. 19. The tenderers shall be responsible State Sales Tax GST and income tax liabilities, if any. NSC will not carry any tax liability related with the transaction. 20. NSC will not be responsible for the losses incurred to the tenderers due to change in Govt. decision, natural calamities, which are beyond the control of NSC. 21. Quality control inspectors of the concerned state may draw the samples of the stocks. In case the stock failed in test results the tenderers will be responsible for the consequences of violation of seed act and seed laws and losses caused to NSC. 22. The weight of seed container shall be checked at any point of transaction and in case shortage found in the container, NSC will not pay any cost against such supplies and tenderers shall be responsible for the legal consequences of weight and measurement department. 23. NSC shall not responsible for fluctuation of the market rate of the ordered seed. 24. The tenderers shall be required to supply the Turmeric Rhizomes at agreed rate only. Agreement can be terminated at any time due to non-compliance of any of the terms and conditions of the agreement to the satisfaction of the Corporation. 25. The packing size will be 25/50 Kg for Turmeric Rhizomes. 26. Packing material should be Jute Bags for packing of 25/50 Kg size. 27. The disputed parties i.e. black listed and whose EMD has been forfeited are not eligible to participate in the tender.

5 28. The Regional Manager/Tender committee reserves the right to accept or reject either in full or part of the tender without assigning any reason. The Regional Manager further reserves the right to award contract/issue the order for supplies to more than one tenderers. 29. In case of dispute arising out of the contract the party/parties shall have to agree to the decision of the sold arbitrator appointed by the CMD/MD or the officer holding the highest position in the Corporation whose decision will be binding on both the parties. 30. The court of law situated at Delhi will have the jurisdiction in matter related this tender or any dispute during the performance of the contract.
