9 1. In case of a refusal to execute the work by the successful bidder, the EMD shall be forfeited. 2. The successful firm will have to supply the paper within 15 to 20 days from the date of issue of Supply Order/AOC. 3. The rates should be kept valid for 180 days from the date of opening of the quotations. 4. The firm will have to strictly follow all the Terms & Conditions mentioned in the e-tender notice. 5. The firms have to quote the rate per ream/bundle including all Taxes. Transportation, loading & unloading at University Press stores. 6. If the firm does not meet any or the criteria as mentioned in the Technical bid or the paper does not meet the Technical parameters as required University Press, Sardar Patel University, in that condition those bids will be declared technically non-responsive and their price bids will not be entertained. 7. Sardar Patel University, Vallabh Vidyanagar reserves the right to reject/cancel the tender at any time/stage without assigning any reason. 8. Tenders are to be submitted in a Envelope, titled as TECHNICAL BID. This Envelope should be packed, sealed and be super-scribed as 'TENDER FOR DIFFERENT TYPES OF PRINTING PAPERS AT THE UNIVERSITY PRESS 9. Conditional offer is liable to be rejected. 10. In case you are successful in getting the order, you shall be required to pay 5% of Order Cost as Security Deposit Amount to the Sardar Patel University, This Deposit is to be paid by Demand Draft only. Payable to Registrar, Sardar Patel University Vallabh Vidyanagar 11. The security Deposit will be refund after completion of order as per specifications mentioned in the tender. Interest will not be payable on Security deposit. 12. Minimum Five years of experience of supplying Printing papers at various organization/ Institutions 13. The Bidder has to submit CST, VAT No. and TIN, PAN No. with Income Tax Clearance Certificate of their firm, along with tender documents. 14. In absence of these information/documents, tender is liable to be rejected. 15. Sardar Patel University does not pledge itself to accept the lowest or any tender and also reserves to itself the right of accepting the whole or any part of the tender or portion of the quantity offered against any item and you shall supply the same at the rate quoted. The Sardar Patel University further reserves to itself the right of accepting or otherwise any of the conditions stipulated by you in your tender. 16. No advance payment will be paid by the University. 9
10 GENERAL CONDITIONS 1) The tenderer should invariably submit tender in three sealed covers separately namely (1) EMD Cover (2) Technical Bid Cover and (3) Commercial Bid Cover. 2) EMD COVER: EMD cover should contain EMD in form of Demand Draft only will be considered; for amount as mention in Priced Tender Form (PTF). The name of the Bank must be mentioned on cover itself. Offer without separate EMD covers, the technical bid cover will not be opened. THIS MAY PLEASE BE NOTED. 3) TECHNICAL BID COVER I) Technical Bid cover should contain copy of Priced Tender Form (PTF) along with attested copies of GST and CST Registration Certificate, Latest Income Tax Clearance Certificate, other certificate documents as per check list. II) III) IV) The details of turnover of TENDERER of last three years. Tenderer should also furnish the details on nature of constitution of their firm; names and addresses of the Partners / Proprietors/Directors and also the details of sister concerns, if any. Also specify details or documents requested in Tender Enquiry. A sample of paper as per requisite specification should be furnished along with the tender for physical examination and approval of the material. Envelope-A, TECHNICAL BID will contain the following: (i) (ii) (iii) (iv) Details of Tendered in prescribed Format (Annexure -A) Work Experience Certificate Latest Sales Tax Clearance Certificate Earnest Money Deposit : Rs 15,000/- only (Rs Fifteen thousand only) in the form of a crossed demand draft, drawn on any Nationalized/Scheduled bank payable at Vallabh Vidyanagar in the name of Registrar, Sardar Patel University 1) COMMERCIAL BID I) Commercial Bid has to be submitted in separate duly sealed envelope. Envelope must be marked Commercial Bid to supply different types of printing papers at the University Press. II) Rates should be quoted item-wise separate. FOR destination delivery should be inclusive of Insurance charges. However Central Sales Tax, Gujarat Sales Tax, Excise duty should be mentioned separately with prevailing rates on item quoted. In case the tenderer fails to provide such separate details in its quotation, offers will be considered as inclusive of all Taxes. Gujarat Sales Tax applicable to be mentioned separately. If the tenderer is exempted from payment of Gujarat Sales Tax, then the same must be mentioned, otherwise offer will be treated as inclusive of GST and Basic rate will be worked out by deducting the amount of GST leviable under GST Act. 10
11 5) SAMPLE A) The tenderers are required to submit the samples for feel, furnish, colour and visual inspection, strictly as asked. B) Sample Label should bear following particulars. I) Name of the tenderer/signed by tenderer. II) Name of paper manufacturer. III) Tender enquiry No. and due date. IV) Brand Name, Nature of paper and GSM. C) Sample should be submitted in conformity to specifications mentioned 6) Penalty in case of the default. The event of failure on the part of the supplier to supply the order and to the satisfaction of the University shall be dealt with by the University by imposing penalty / punishment. For the delay in the supply, the University shall get supply from alternate source and whatever payment made for will be deducted from the EMD and / or Security Deposit amount. The University reserves its right to get supply from other Supplier at the cost and risk of the Supplier under such circumstances.
