Industrial Training Institute, SECTOR-28-C, CHANDIGARH Phone: Tender Notice Sealed tenders (duly stamped with seal) on the prescribed form downloaded from the institute s website for the Purchase of Mild steel of various sizes /fire extinguishers, so as to reach the office of undersigned up to 4.00 PM on or before General Instructions/Guidelines for tenders(s) and detailed terms & conditions are available in the tender document. Conditional tenders will not be entertained and the same will be summarily rejected. In case, the day of receipt of tenders happens to be a government holiday, the tenders will be received up to the next working day. The undersigned reserves the right to reject any or all the tenders without assigning any reason. Principal,

5 INSTRUCTIONS /GUIDELINES TO TE TENDERER / BIDDER The tenders are required to go through the instructions carefully before submission of tender document. 1. A copy of Tender Notice is enclosed as Annexure-I. 2. PROCEDURE FOR SUBMITTING THE TENDER DOCUMENT: The bid should be submitted in the following three envelopes: Envelope ITEM DESCRIPTION No. 1 Main envelope consisting of envelope No. 2 & 3 and super scribing Tender for the Purchase of for GITI, Chd and due on at 4.00 P.M 2 Containing Technical Bid 3 Containing financial bid All the above envelops should be put in a sealed outer envelop No. 2. Unsealed tender(s) will be rejected. 3. Offer should be preferably typed on written in neat/legible hand.,

6 TERMS AND CONDITIONS, 1. The tender document will be opened as per the schedule. Only those tenders will be opened on the prescribed date whose Pre-qualifying-cum technical Bids are found to be acceptable as per tender specifications as per tender specifications as enumerated in the schedule of Technical specification/ requirement. 2. In the event of date of receipt or opening of tender being declared a holiday in the Chandigarh, tenders will be accepted or opened on next working day at the same time. 3. The tender(s) shall be opened in the presence of intending tender(s) or their authorized representative(s) present at that time of opening. 4. Conditional offer shall be rejected. 5. Any attempt direct or indirect, to cast influence, negotiation on the part of the tenderer with the officials/authority to whom he will submit the tender accepting official/authority before the finalization of tenders will render the tenderer liable for exclusion from consideration. 6. The requirements of the Institute in terms of category of equipment, detailed specifications and quantity are given in SCHEDULE OF TECHNICAL SPECIFICATION / REQUIREMENT. Principal, G.I.T.I., Sctor-28-C, Chandigarh reserves the right to change the quantity for any/all items without assigning any reason. 7. Payment will be made after receipt of equipment/ material, its inspection, installation and testing to the satisfaction of the Technical and Purchase Committees. 8. All damaged or unapproved goods shall be returned at the risk and cost of the Tenderer and the incidental expenditure thereupon shall be borne by the concerned tenderer. 9. The quoted prices must be mentioned showing Excise Duty and VAT /sales tax separately along with VAT registration certificate. 10. The Principal, GITI, Chandigarh reserves all rights to accept or reject any tender without assigning any reason. 11. Rates should be quoted F.O.R. Govt. Industrial Training Institute, Sector:28- C, Chandigarh including packaging, forwarding, postage and freight etc.

7 12. The Principal reserves all rights to reject the goods if the same are not found in accordance with the required description / specifications. 13. Training for the operation of fire extinguishers, if any, shall be provided by the firm free of cost to the faculty / other staff of the college. 14. The defective equipment / material from the Store of Govt. Industrial Training Institute, Sector:28-C, Chandigarh will be lifted at the entire cost & risk of the firm. Industrial Training Institute, Sector:28-C, Chandigarh will not bear any expenses on this account and the equipment / material lying in the G. I.T.I., premises will be at tenderers risk and cost. 15. The Equipment / Machinery will be maintained free of charges during the warranty period. 16. The tenders not accompanied by Earnest money or incomplete in any respect will be rejected out rightly. 17. This tender form is not transferable. 18. PERFORMANCE SECURITY:- Performance of the value of supply order covering the warranty period shall be furnished by the firm in the shape of Bank Guarantee duly pledged in favour of Principal, Industrial Training Institute Chandigarh before / along with supply of equipments for the more than the value of Rs.5000/- 19. Rates quoted in Indian Currency only shall be accepted irrespective of Foreign make of equipment / material which should include all kinds of charges, taxes, duties etc. Financial bids showing the rates in other currency shall not be considered and deemed to be rejected automatically. 20. PERIOD FOR WHICH THE OFFER WILL REMAIN OPEN:- The tendering firms should keep their offers valid for acceptance upto If the firms are unable to keep their offers open for the above said period, they should specifically state the period for which their offers would remain open but such a provision may result in the rejection of their offers, provided, however, that in the event that the day upto which the offer is to remain open is declared holiday for the ITI the offer shall remain open for the following day. 21. Any conditional tender or any deviation from the terms and conditions of the tender document shall render the tender liable to rejection. 22. Price / Quantity discounts, if any, must be specifically indicated in the price bid.

8 23. The equipment will be installed free of charge by the firm / agent at the designated premises. The cost of material required for installation shall be borne by firm. Material for experimental set up such as Table, Stand etc. should be provided by the firm at its own cost. G.ITI will not provide any material required for installation. Foundations of equipments wherever necessary shall be provided/constructed by the supplier free of cost. 24. DELIVERY PERIOD:- The Delivery period of the equipment / material shall be 6-8 weeks from the date of supply order. The delivery period can be extended at the sole discretion of the Principal, GITI in special circumstances on written request from the firm. 1% per week of the cost / price of equipment / material for actual period of delay after the due date of supply of equipment / material will be charged. Installation and demonstration will be done by the supplier to the satisfaction of Instructor/user. 2. Warranty period, where applicable, should be clearly specified not less than 1-year in any case. 3. Any fault or deficiency in the equipments should be rectified by the supplier within two weeks after intimation. 4. Instructional materials and manuals will be supplied by the supplier free of cost. 5. The supplier will provide the installation / inspection and training, if required. 6. The technical broucher for the equipments shall be supplied along with Prequalifying cum - Technical Bid. 7. All equipments should conform to ISI Specifications. 25. INSPECTION OF EQUIPMENT / MATERIAL The material / equipments will be inspected only at ITI premises. However, the inspection of material /equipments at factory site or any other place, if any, shall be carried out at the risk and cost of the Tenderer /Bidder. The GITI will not bear any expenses on this account. 28. JURISDICTION The courts of Chandigarh alone will have the jurisdiction to try any matter, dispute or reference between the parties arising out of this purchase. It is specifically agreed that no court outside and other than Chandigarh Court shall have jurisdiction in the matter.

Price/rates should be filled in the prescribed column of the specification in Indian Rupees only and there should not be any cutting/overwriting, if so the same be attested by authorized person with stamp. All the pages will be signed by authorized person and stamped. 30. DECLARATION (ALL TENDERERS WILL SIGN THE FOLLWONG DECLARATION. 31. I hereby declare that I will abide by all the terms and conditions as mentioned in the tender document and all decisions of the Principal GITI, Chandigarh will be binding upon me. 32. overwriting in the quoted price will be not entertained. 33.
