Due t the need t cancel the requirement f submitting the valid license in cnstructin fr lcal cmpanies, the relevant entries f Sectin 4. Evaluatin Criteria are hereby amended t read as Subject Certificates and Licenses Criteria Certificate f Registratin f the business, including Articles f Incrpratin, r equivalent dcument if Bidder is nt a crpratin; Valid License fr cnstructin wrks (fr lcal cmpanies) r anther legal dcument cnfirming the authrizatin fr executin f civil wrks included but nt limited t the fllwing type f wrks: cnstructin, territry and land arrangement, mechanical, electrical, heating and ventilatin, autmatin, water and sewage. Internatinal cmpanies interested in prviding such wrks may use ne f the fllwing mdalities t perate in Mldva: make a Jint Venture/Cnsrtium/Assciatin with a lcal cmpany which has certified specialists (please refer t relevant infrmatin f the ITB: Sectin 2. The cntract (r Statement f intentin) fr subcntracting f services/wrks with the lcal cmpany shuld be attached as prf); Apply directly, but hire lcally certified key specialists (cntracts shall be submitted as prve at the mment f the cntract signature) as required under pint 25 f the Sectin 3 Bid Data Sheet Precnditin fr release f cntract ; Tax Payment Certificate issued by the Internal Revenue Authrity evidencing that the Bidder is updated with its tax payment bligatins, r Certificate f Tax exemptin, if any such privilege is enjyed by the Bidder; Official Appintment as lcal representative, if Bidder is submitting a Bid in behalf f an entity lcated utside the cuntry, if applicable; Written cnfirmatin frm the manufacturer f the pl equipment fr being available t sell such equipment t the fferr r any f its Jint Venture partners; Envirnmental Cmpliance Certificates, Accreditatins, Markings/Labels, and ther evidences f the Bidder s practices which cntributes t the eclgical sustainability and reductin f adverse envirnmental impact (e.g., use f nntxic substances, recycled raw materials, energy-efficient equipment, reduced carbn emissin, etc.), either in its business practices r in the gds it manufactures; Patent Registratin Certificates, if any f technlgies submitted in the Bid is patented by the Bidder; Exprt/Imprt Licenses, if applicable; Other relevant licenses and certificates. Technical Evaluatin The technical bids shall be evaluated n a pass/fail basis fr cmpliance r nn-cmpliance with the technical specificatins identified in the bid, dcument and submissin and nnsubmissin f required dcuments.
