3 1.1.2 This is tw bid pen tender. Tenderer has t submit their e-ffer in tw different bids. One bid will be fr technical bid and anther will be fr financial bid as per clause f ITT. 1.2 Minimum Eligibility Criteria Wrk Experiences: The tenderers shuld have experience in the similar nature f wrk nt less than three years. The tenderers will be qualified nly if they have cmpleted wrk(s) in last seven years mentined belw:- a. Three similar wrks csting nt less than the amunt equal t 40% f the estimated cst. Or b. Tw similar wrks csting nt less than the amunt equal t 50% value f estimated cst Or c. One similar wrk csting nt less than the amunt equal t 80% value f estimated cst Similar nature f wrk: Belw mentined wrk wuld be cnsidered as similar nature wrk fr the purpse f evaluatin f wrk experience mentined in abve clause i.e. clause 1.2.1(a), (b) & (c). Supply installatin testing and cmmissining f water flw meter Or Installatin/repair f all type f pumps like seepage, sewage, bre well & hrizntal casing pumps Or plumbing wrks like pipe fitting, installatin f valves The tender shuld have experience f similar nature f wrks in any Central Gvt./State Gvt./PSU;s/DMRC r any private reputed rganizatin/cmpanies (submit relevant dcumentary prf) The tenderer shall submit details f wrks executed by them in the Perfrma prescribed in FORM A f FOT f ITT fr the wrks t be cnsidered fr qualificatin f wrk experience criteria. Dcumentary prf such as cmpletin certificates frm client clearly indicating the nature/scpe f wrk, actual cmpletin cst and actual date f cmpletin fr such wrk shuld be submitted. Tender ffers submitted withut this dcumentary prf may be liable t be rejected. In case the wrk is executed fr private client, cpy f wrk rder, bill f quantities, bill wise details f payment received certified by C.A., T.D.S certificates fr all payments received and cpy f final/last bill paid by client shall be submitted Value f successfully cmpleted prtin f any nging wrk will als be cnsidered fr qualificatin f wrk experience criteria The tenders fr this cntract will be cnsidered nly frm thse tenderers (prprietrship firms, partnerships firms, cmpanies, crpratins, cnsrtia r jint ventures) wh meet requisite eligibility criteria prescribed in the sub-clauses f Clause f NIT. In the case f a JV r Cnsrtium, all members f the Grup shall be jintly and severally liable fr the perfrmance f whle cntract.. A tenderer shall submit nly ne tender, either individually as a tenderer r as a partner f a JV/Cnsrtium. A tenderer wh submits r participates in mre than ne tender will cause all f the prpsals in which the tenderer has participated either as sle tenderer r member f JV/cnsrtium will be disqualified. N tenderer can be included as subcntractr while submitting a bid individually r as a partner f a JV/cnsrtium in the same bidding prcess subsequently r at the tender stage. A tenderer, if acting in the capacity f subcntractr in any bid may hwever participate in mre than ne bid, but nly in the capacity as subcntractr Tenderers shall nt have a cnflict f interest. 5 prescribed frmat shall be certified by Chartered Accuntant with his stamp and signature in riginal. In case audited balance sheet f the last financial year is nt made available by the bidder, he has t submit an affidavit certifying that the balance sheet has actually nt been audited s far. In such a case the financial data f previus 2 audited financial years will be taken int cnsideratin fr evaluatin. If audited balance sheet f any year ther than the last year is nt submitted, the tender may be cnsidered as nn-respnsive. Where a wrk is undertaken by a grup, nly that prtin f the cntract which is undertaken by the cncerned applicant/member shuld be indicated and the remaining dne by the ther members f the grup be excluded. The mere fact that the bidder is qualified as mentined in sub clause shall nt imply that his bid shall autmatically be accepted. 6 1.3.9 Tenders shall be valid fr a perid f 180 days frm the date f submissin f Tenders and shall be accmpanied with a tender security f the requisite amunt as per clause 8.0 f ITT DMRC reserves the right t accept r reject any r all prpsals withut assigning any reasns. N bidder shall have any cause f actin r claim against the DMRC fr rejectin f his prpsal Bidders shall nte that the maximum file size that can be upladed is 5 MB. All the upladed files in tender submissin shuld be named prperly and arrange systematically The bidders are advised t keep in tuch with e-tendering prtal fr updates. 7 SECTION 2 SCOPE OF WORK The cntractr will execute the wrk i.e. Supply, Installatin, testing and cmmissining f water flw meters in undergrund statins f DMRC. The fllwing wrks shall be carried ut by cntractr: Prviding water meter Class B flanged type with CI bdy with dry dial & magnetic drive make Kranti 65mm diameter (quantity as per the BOQ) 80mm diameter (quantity as per the BOQ) Prviding Dirt Bx/Strainers, T type with flanged ends, cmplete as per required (quantity as per the BOQ) Prviding flange suitable fr 65mm diameter pipe (quantity as per the BOQ) 80mm diameter pipe (quantity as per the BOQ) Prviding rubber pack suitable fr 65mm diameter pipe (quantity as per the BOQ) 80mm diameter pipe (quantity as per the BOQ) Prviding Nut blts suitable fr 5/8x 80mm (quantity as per the BOQ) Cutting the MS pipe line fr installatin f Water Flw Meter + Dirt Bx, Cmplete i/c welding f Flanges cmplete as required i/c installatin f meter testing etc. cmplete as required (quantity as per the BOQ) The cst f all cnsumables and ther parts such as Grease, il emery paper, diesel and ther sundry items wrks such as welding etc t cmplete the jb shall be brn by the cntractr. All T&Ps, Testing instrument etc required shall be brught by cntractr Other activities t be carried ut t upkeep the system in healthy cnditin Repairing insulatin remved fr inspectin & maintenance prcedure. Clean the equipment and surrunding area upn cmpletin f wrk. Reprt deficiencies and repairs required. Cntractr shall prvide lcalized supprt fr immediate prblem reslutin. Other activities required t be carried ut as per Engineer recmmendatin and t keep the system in healthy cnditin. If anything nt included / missed and required fr system prper peratin if then it shuld be dne by cntractr free f cst. DMRC is an ISO & OHSAS certified Organizatin fr Envirnment, Health & safety. The wrk is t be carried ut as per Internatinal Nrms/Standards and in such a manner that all premises always lk Neat & Clean. Similarly, the waste dispsal is als carried ut in ttally sealed manner withut affecting the Envirnment Fr ht wrks like welding, Brazing, Grinding and trch cutting & trch sldering t be carried ut with prir ht wrk permit frm DMRC under the supervisin f DMRC staff and at mst fire safety t be fllwed during executin f any ht wrk. Preferably the ht wrk shuld be carried ut during nn revenue hurs. 7

8 SECTION 3 TENDER PRICES AND SCHEDULE OF PAYMENT 3.1 Tender Prices a. Unless explicitly stated therwise in the Tender Dcuments, the cntractr shall be respnsible fr the whle wrks, based n the Bill f Quantities and payment shall be as per accepted rates based n the activities carried ut as in the Schedule f wrk. b. The rate quted by the tenderer shall be inclusive f all duties, taxes, fees, ctri and ther levies, materials; labr etc. service tax shall be shwn separately in BOQ by the cntractr Schedule f Payment Payment shall be made in tw stages 01. First payment will be made after cmpletin f 50 % wrk after submitting the service reprt duly verified frm DMRC representative 02. And balance after cmpletin f ttal wrk after submissin the service reprt signed by DMRC representative. Payment shall be subjected t deductin f all T.D.S as per applicable law. 8
