2 1.0 INTRODUCTION Curier and Dispatch services in Cnsultancy Develpment Centre (CDC) Cnsultancy Develpment Centre (CDC) is an Autnmus Institutin f the Department f Scientific and Industrial Research (DSIR), Ministry f Science and Technlgy, Gvernment f India set up fr prmting and strengthening f cnsultancy skills and capabilities including exprts and prmte cperatin with ther cuntries. CDC is lcated at the India Habitat Centre Ldi Rad New Delhi 2.0 PROPOSAL CDC prpses t engage a suitable agency that can prvide all the required services relating t curier and dispatch activities as indicated in the scpe f wrk fr a perid f ne year frm the date f entering int the agreement, extendable t tw mre years based n satisfactry perfrmance during the initial ne year. 3.0 SCOPE OF WORK 1. Pasting labels n the letters/ packets including making ready fr curier/ dispatch 2. Tracking the status f letters/packets and give the required feedback t the cncerned divisins. The agency will submit a detailed reprt n a weekly basis, which shall als include the prf f delivery. 3. Send letters/ packets thrugh speed pst where service f the agency des nt exist 4. Cllect prf f delivery (PD s) clarify the same accrding t divisins and submit alngwith bill. 4.1 MANPOWER TO BE DEPUTED BY THE AGENCY The agency is t statin ne qualified persn in CDC fr supprting all the activities as per the scpe f wrk indicated in 3.0 abve. In additin be/she have the required cmpetence t supprt CDC data entry wrk and related jbs. Capable f prviding infrmatin n status f delivery f letters/packets thrugh web tracking. Terms and cnditins relating t manpwer The persn deputed shall have the required cmpetence t prvide supprt fr all the abve activities and shall be finalized in cnsultatin with CDC. The agency shall prvide its services frm 9.00 a.m. t 5.30 p.m. six days a week with ne weekly ff. Hwever, the schedule f timings and days is subject t change withut prir ntice. Based n exigency f wrk, the agency shall have t prvide its services beynd the prescribed timings, as and when needed, at the sle discretin CDC. Day t day attendance in a prescribed register will be marked, which

3 shall frm the recrd fr release f payment. Prprtinate amunt will be deducted fr absenteeism. The persn deputed will have t familiarize themselves with the activities f CDC s as t facilitate the persns cncerned in the smth peratins CDC will nt have any liability whatsever twards any f the manpwer r equipment f the agency. All statutry requirements f the manpwer are t be brne by the agency and it will be the sld respnsibility f the agency. Nne f the persns s placed by the agency will have any right whatsever expressly r impliedly fr claiming regular emplyment in CDC pursuant t the expiry f the cntract 4.0 EVALUATION OF PROPOSALS 4.1 The technical prpsals shall be pened by a Cmmittee n the date indicated in the letter f enquiry and verified with respect t the eligibility criteria (indicated in instructin t bidders) 4.2 Clarificatins, if any, r missing infrmatin shall be btained frm the applicant 4.3 Eligible prpsals shall be evaluated by Technical Evaluatin Cmmittee (TEC). The TEC shall evaluate the prpsals with respect t the fllwing parameters and weightages Understanding f the scpe f wrk 10 Marks Apprach and Methdlgy 15 Marks Experience (in all types f services) 25 Marks Manpwer t be deplyed 10 Marks Infrastructure and Resurces 20 Marks All India Presence/Netwrk 20 Marks The Cmmittee may have a discussin with the eligible firms if s desires while carrying ut the technical evaluatin 4.4 Agencies securing 75 r mre marks shall cnsidered fr pening f the financial bid 4.5 The financial bids f technically qualified bidders shall be pened by the cmmittee and the agency with lwest qute (L1) shall be cnsidered fr award INSTRUCTIONS TO BIDDERS ELIGIBILITY CRITERIA The Agency shuld meet the fllwing eligibility criteria 1. Be a partnership cncern r a cmpany and shuld be registered with the Registrar f Firms / Cmpanies, wherever applicable, and shuld have been in peratin fr the last 5 years. (Dcumentary evidence t be attached with the technical prpsal)

Have prvided curier and dispatch related services as per the scpe f wrk fr at least three rganizatins relating t Gvernment/Public Sectr Undertakings/Autnmus Institutins ((Wrk Order /agreement cpy/ Certificate frm ther emplyers indicating details f wrk, value, etc., dne in last three years shuld be attached as dcumentary evidence alng with the technical prpsal) 3. Have annual turnver f minimum 10 lakhs in curier and dispatch related services as per the scpe f wrk during the last 3 years. (Cpy f audited accunts/certificate frm the auditr t be attached as dcumentary evidence with the technical prpsal) 4. Have Service Tax/VAT Registratin (Dcumentary evidence t be attached with the technical prpsal) 5. Shuld be an I.T. Assessee and shuld have filed Incme Tax return fr last 3 assessment years.(certified cpy f latest returns shuld be attached as dcumentary evidence with the technical prpsal) 6. The agency shuld have All India Netwrk. PROCESSING FEE TECHNICAL BID MUST ACCOMPANY PROCESSING FEE OF RS.500 (RUPEES FIVE HUNDRED ONLY) (NON REFUNDABLE) IN THE FORM OF DEMAND DRAFT/ BANKER S CHEQUE, IN FAVOUR OF CONSULTANCY DEVELOPMENT CENTRE. TECHNICAL BID RECEIVED WITHOUT THE PROCESSING FEE WILL BE SUMMARILY REJECTED TERMS AND CONDITIONS 1. The cntract will be initially fr a perid f ne year frm the date f entering int the agreement, extendable t tw mre years based n satisfactry perfrmance during the initial ne year. 2. The agreement can be terminated nly by written ntice f nt less than ne mnth by either party. Hwever, if the services prvide by the agency are nt fund t be satisfactry, the same can be terminated by CDC within fifteen days ntice. In such an eventuality, the security depsit submitted t the Centre by the agency will be frfeited. 3. TECHNICAL BID MUST ACCOMPANY EMD OF RS /- (RUPEES TWENTY FIVE THOUSAND ONLY) IN THE FORM OF DEMAND DRAFT/ BANKER S CHEQUE, IN FAVOUR OF CONSULTANCY DEVELOPMENT CENTRE VALID FOR 60 DAYS BEYOND THE PERIOD OF VALIDITY OF OFFER. TECHNICAL BID RECEIVED WITHOUT EMD WILL BE SUMMARILY REJECTED. 4. The persn deplyed/agency will be respnsible fr all the letters/packets nce handed ver fr dispatch and any lss n accunt f lss/ damage is t be brne by the agency. 5. The Agency shall be respnsible fr the cnduct/integrity f persns deputed fr the jb f curier and dispatch in the Centre and will als be respnsible fr any act f missin r cmmissin n their part. 6. Shrtlisted agency will be required t submit security depsit within 30 days

5 f cntract fr due perfrmance f cntract. The amunt f security depsit will be Rs /- (Rupees Twenty Five Thusand nly). The security depsit will be in the frm f demand draft r bank guarantee n nn-judicial stamp paper n a scheduled bank. 7. The Rates quted by the agency shall be valid fr a minimum perid f ne year frm the date f cntract. N backing ut fr the agreement will be entertained nce the same is finalized. 8. Recrd f daily jb dne shall be maintained in the frmat prescribed and the same shall be submitted alng with the mnthly bill. The daily jb shall be cunter signed by the CDC persn wh is getting the jb dne t ensure smth peratin. 9. Infrmatin regarding status f delivery is t be prvided as and when required and there shuld be a tracking mechanism fr all the letters/packets given fr dispatch. 10. Incme tax deducted at surce and such ther taxes/ levies which are by law required t be deducted by the CDC will be deducted frm the charges payable t the vendr. 11. Payment will be made n a mnthly basis n submissin f bill within 10 days alng with supprting dcuments (prf f delivery etc.) 12. This ffice is nt bund t accept the lwest qutatin r any qutatin r t assign any reasn fr rejecting any r all the qutatins. 13. Any minr jb/ item thugh may nt be specifically highlighted but may be required t be dne shall be cnsidered as included in the amunt quted by the agency and nt separate charges shall be paid fr the same. The agency, if wish, the agency may visit the Centre t apprise themselves f the services t be prvided befre submissin f qutatin by due date as specified. 14. The qutatin shall be submitted in 2 parts : Part A Technical Prpsal Part B Price Prpsal The technical prpsal (Part A) shall cntain the fllwing: Details required with the technical prpsal Letter as per frmat enclsed (Annexure 1) Dcumentary Evidence in supprt f Eligibility Criteria The Price Prpsal (Part B) shall be as per Annexure II. Please nte that the price prpsal shuld be strictly as per the frmat enclsed at Annexure II and any deviatin will nt be accepted. 15. Tender f incmplete bid (technical/financial) will nt be accepted. 16. In the event f any dispute, the decisin f the Directr General, CDC shall be final and binding
