1 POUDRE TRAIL IMPROVEMENTS PROJECT Pre-Bid Meeting Minutes June 21, 10:00 AM Sign-In/Intrductins Prject Descriptin This prject in general cnsists f trail recnstructin and stream bank stabilizatin wrk including but nt limited t the fllwing wrk items: cnstructin surveying, ersin cntrl, remval f cncrete trail, excavatin, embankment, tpsil, riprap installatin, trail cnstructin, tailwater ditch cnstructin, traffic cntrl (signs and barricades), resetting existing fence, and ther items. All bidders must meet the prequalificatin requirements f Sectin 102 f the Clrad Department f Transprtatin Standard Specificatins fr Rad and Bridge Cnstructin t bid this prject. There is a Disadvantaged Business Enterprise Gal f 2% fr this prject, but there are n requirements fr On-the-Jb Training. Prject Engineering Design was prvided by Weld Cunty Staff. Materials Owner Acceptance Testing will be arranged by Weld Cunty and will be cnducted by Terracn. Cntractr is respnsible fr prcess cntrl testing. Cnstructin administratin and inspectins will be prvided by Weld Cunty Staff. CDOT staff will be attending prgress meetings and reviewing EEO dcuments. Bidding Requirements All bids must be ed r delivered via mail r in-persn. N fax bids will be accepted fr this prject. Nte the insurance requirements fr the jb See pages in the Specificatins fr the insurance requirements Weld Cunty, CDOT, the State f Clrad, and all subcntractrs, independent cntractrs, sub-vendrs, r ther such entities must be included as additinal insureds. Frms required at bid time are listed with an asterisk in the table f cntents f the Specificatins. Frms 605, 621, 1415, and 1416 must be submitted within five calendar days f selectin as the apparent lw bidder. Last day fr questins is June 29, 2018 at 7 a.m. Final questins and answers will be psted n later than June 29, 2018 at 12 p.m. Bids will be pened by the Weld Cunty Purchasing Office n July 9, 2018 at 10 a.m. (Weld Cunty Purchasing Time Clck). Bids submitted after this time will nt be accepted. General Prject Submittals by Cntractr Materials Certificatins Buy America Dcumentatin submitted prir t installatin f any steel r irn prducts n this prject Cnstructin Schedule Mix designs cncrete, aggregate base, etc. Tpsil, seeding, and ersin cntrl materials Insurance, bnds, CDOT frms, certified payrlls, and cntract dcuments Davis Bacn Wages All wrk shall cmply with Davis-Bacn Wage Rates and CDOT requirements. All payrlls and Cntractr Fringe Benefit Statements shall be submitted t Weld Cunty Failure t submit timely payrlls will result in a delay in apprving pay applicatins. Frce Accunts Page 1 f 5

2 Tw frce accunts (Ersin Cntrl and Minr Cntract Revisins) established fr this prject (p.105 f the Specificatins) Frce Accunts may be used fr minr wrk authrized by the Engineer which is nt included in the cntract drawings and is needed t accmplish the scpe f wrk Prject Cmpletin Date Prject is a cmpletin date cntract All wrk must be cmpleted n r befre Nvember 16, 2018 per plans and specificatins N weather days r less than full-time charged days will be granted N weekend r hliday wrk allwed unless apprved by the Engineer Must cmply with requirements f ACOE Permit. Clsures and Traffic Cntrl Cntractr shall be respnsible fr temprary traffic cntrl alng the trail Traffic cntrl will include Type III barricades and trail clsure signs n each side f the prject. Advance warning signs will be placed at the WCR 25 and SH 257 trailheads and 500 frm each side f prject site. Clsure dates (Ntice t Prceed date thrugh Nvember 16) must be psted n the advance warning signs in accrdance with the Plans. If access t adjacent prperties is affected, the cntractr must crdinate with the affected landwners t ensure access is maintained. Crdinatin and Prtectin f Existing Utilities While n utilities were fund when lcates were perfrmed in 2017, the Cntractr shall be respnsible fr lcatin and prtectin f all existing utilities and crdinatin with the affected cmpanies during cnstructin. Discussin f Plans and Specificatins Revisins t Sectin 104 Revised definitin fr differing site cnditins. Cntractr shall nt be entitled t a change rder fr cnditins including, but nt limited t: Encuntering grundwater. Discvery f debris (buried r unburied). Existing cncrete thicknesses that are different than expected. Lack f n-site apprpriate strength materials. Increased csts due t relcatins f utilities and/r il and gas facilities. Increased csts due t easement acquisitins. Discvery f septic systems, leach fields, r ther ancillary wastewater infrastructure. Discvery f unknwn irrigatin facilities, landscape irrigatin systems, r water wells. Suitable sils fr structural fundatins. Unsuitable materials excavatin. High water levels in the river due t strmwater runff r snwmelt. Revised frmula fr value engineering prpsals. Net cst savings n value engineering prpsals shall be submitted prir t start f cnstructin and be split equally between the Cntractr and Weld Cunty. Revisins t Sectin 105 Added sectin which allws the Cunty t remve any f the Cntractr s r Subcntractr s prject management staff frm the jb fr any reasn. Cunty may als remve, in its discretin, any emplyee nt perfrming wrk prperly and skillfully. Page 2 f 5

CDPHE permit t be btained by the Cntractr and then transferred t Twn f Windsr at the end f the prject. Cntractr is respnsible fr any and all fines levied by CDPHE fr vilatins f the permit. Revisins t Sectin 108 Pre-cnstructin meeting required prir t start f wrk. N weekend r hliday wrk required withut prir written cnsent f the Cunty. Cunty t be reimbursed fr weekend/hliday time spent by Prject Manager and Inspectr. Cunty will be credited $200 fr the first fur (4) hurs and $50 per hur per day thereafter n mnthly pay applicatins fr weekend/hliday time Liquidated Damages table differs frm CDOT s. See p.71 f Specificatins fr the Liquidated Damages Table. Revisins t Sectin 109 Price reductins fr failure t prvide tickets within 48 hurs f placement are prvided n p.72 f the Specificatins Retainage f 5% f the value f cmpleted wrk will be held n every pay applicatin. Retainage will nt be released until Final Acceptance Revisin t Sectin 202 This bid item includes bth the remval f the existing cncrete trail and trail debris which has fallen int the river. Revisin t Sectin 203 CDOT has revised this sectin with new requirements. Weld Cunty has revisins t the new CDOT Sectin 203. Page 3 f 5

4 Revisin t Sectin 208 Cntractr shall prvide Ersin Cntrl Management and a Strmwater Management Plan Administratr during cnstructin. Cntractr respnsible t establish a staging area and prvide sediment and ersin cntrl and bear respnsibility fr revegetatin f all staging areas and areas where vehicle tracking ccurs. Cntractr shall btain strmwater discharge permit frm CDPHE and bear respnsibility fr all fines levied by CDPHE fr vilatins f the permit. Permit shall be transferred t Twn f Windsr at the end f the prject. Revisins t Sectin 210 Electric fence nrtheast f prject site shall be remved (as necessary) and reset as clse as pssible t the riginal cnditin and lcatin. Crdinatin with landwner will be needed. Revisins t Sectin 212 Seed mix prvided n p. 83 f Specificatins Fertilizer and sil cnditining required Hydraulic Grwth Medium required as the sil cnditiner Instructins fr seeding, fertilizing, and sil cnditining prvided in Specificatins Revisins t Sectin 214 Live willw stakes shall be installed by Cntractr n the nrth river bank n later than Octber 16, 2018 Cntractr respnsible fr securing, transprting, string, and planting cuttings. Cntractr shall water cuttings fr a perid f ne mnth fllwing planting. Specific instructins prvided in the Specificatins. Revisins t Sectin 304 & 703 Class 6 ABC shall be installed under cncrete trail. ABC gradatin table fr this prject differs frm CDOT s. See Table in Specificatins (p.93) fr gradatin. Revisins t Sectin 420 & 712 Getextile Separatr shall be installed belw the granular bedding and riprap n nrth bank. The separatr must meet requirements shwn n Plans and Specificatins t be accepted. See Table 712-2b (p.95 f Specificatins) fr the physical and mechanical prperties required. Revisins t Sectin layer f granular bedding (Class A) shall be installed under riprap (see Table n p.96 f Specificatins fr gradatin). Revisins t Sectin 620 Cntractr t prvide field ffice fr Cunty staff Office shall be set up at start f cnstructin within 0.5 mile f site. Office shall stay n site and be peratinal until final acceptance. 5% will be deducted frm the lump sum bid amunt fr the field ffice fr each day ffice is nt set up after start f cnstructin. An unusually lw bid amunt fr the field ffice will result in the bid being cnsidered unbalanced and will nt be allwed. Field ffice shall include ffice setup with internet service, cleaning services, trash services, printer, cpier, paper, drinking water, pwer, sanitary, parking area, etc. Page 4 f 5

5 Plans The 2018 CDOT Field Materials manual will be used by Weld Cunty Inspectrs. The cntractr is advised t becme familiar with this manual. Pay attentin t the Ntice t Cntractrs Sectin. Questins?
