1 CITY OF NORFOLK, NEBRASKA VEHICLE PARKING DISTRICT FACADE AND SIGNAGE IMPROVEMENT PROGRAM Prgram Overview Statement f Purpse: T imprve the blighted appearance f buildings in the dwntwn area by restring, renvating, replacing r recnstructing facades and signage. Funding Mechanism: A frgivable lan prgram administered by the City f Nrflk s Vehicle Parking District #1 and the Nrtheast Nebraska Ecnmic Develpment District and funded by Nrflk s Cmprehensive Revitalizatin Cmmunity Develpment Blck Grant as available. Lan Details: Available t prperty wners and tenants within the Vehicle Parking District Maximum frgivable lan is 49% f cst f imprvements Funds will be awarded up t $7,500 fr facades, strefrnts, awnings and up t $1,000 fr signage. Applicants may apply in bth categries. Frgiven ver 5-year perid Must meet apprval f Nrflk Vehicle Parking District #1 Design Advisry Bard (DAB)
2 Prgram Guidelines The purpse f this frgivable lan prgram is t restre, imprve r create histric architectural features t facades f cmmercial buildings anywhere within the City f Nrflk, Neb., Vehicle Parking District #1. A. Where practical, building facades planned fr upgrading shall be restred t their riginal perid design. If it is deemed nt practical by the Design Advisry Bard, then a similar architectural design shall be used. All hrizntal and vertical features (lintels and piers) shall be retained. B. If a building des nt have a histric significant architectural design r feature, then anther prpsed design may be submitted t qualify fr the prgram. C. All strefrnts shall be designed, cnstructed and maintained t cmplement and accent the architectural features f the building. All accessries, signs and awnings shall likewise harmnize with the verall character f the building. D. All clr schemes shall accent the building as well as harmnize with adjacent buildings. Histrical murals will be cnsidered n a case-by-case basis. E. Funds shall be allcated n a first-cme basis fr a maximum up t 49% f cst f imprvements. Funds may be awarded as fllws: Up t $7,500 fr facades, strefrnts, awnings and/r Up t $1,000 fr signage. F. Mre than ne frgivable lan is allwed n each prperty. Prperty that has nt been apprved a frgivable lan will be given pririty ver prperty that has ne r mre frgivable lans, prperty with ne frgivable lan will be given pririty ver prperty with tw r mre frgivable lans, and s n. Applicatins fr subsequent lans shall nt be made befre six mnths has lapsed since the date f the last successful grant applicatin. The prir prject shuld be cmplete befre additinal funding is given. There shall be n limit n the ttal amunt f frgivable lans per prperty. Befre submitting an applicatin fr a secnd r subsequent lan n a prperty, cntact the City t determine availability. G. N wrk fr which a frgivable lan is sught shuld begin until authrized by the Design Advisry Bard. H. N frgivable lan mnies shall be used t perfrm general repair, structural, r habitable wrk r therwise t meet cde t ccupy the building. I. T qualify fr frgivable lan funds, an applicatin with apprpriate cnceptual plans and ther dcuments must be submitted t the Vehicle Parking District with apprval by the Design Advisry Bard. J. The wrk prpsed by the applicant requires at least tw bids frm utside surces t verify that csts are within reasnable parameters. K. Cntractrs are required t cmply with Davis-Bacn Wage Determinatins and E-Verify requirements (see cntractr packet frm Nrtheast Nebraska Ecnmic Develpment District fr additinal infrmatin). L. Attestatin f U.S. Citizenship frm is required if applying as an individual. M. Prjects are subject t Tier II envirnmental review. N. The Design Advisry Bard is appinted by the Vehicle Parking District. O. Lan frgiveness perid is five 5 years.
3 P. Imprved facades and signage must remain intact n building fr a minimum perid f five (5) years frm date f cmpletin. Changes t imprved facades and signage prir t 5 years may trigger repayment f lan.
4 Design Guidelines Fr the benefit f the entire Nrflk, Neb., cmmunity, the Facade and Signage Imprvement Prgram encurages the imprvement f facades and signage in the histric dwntwn district, specifically the Vehicle Parking District #1, s as t accentuate the histric elements f the district thrugh restratin, renvatin, replacement r recnstructin f facades, as defined: Facade shall mean the exterir wall f a building expsed t public view frm the building's exterir. Restratin is the preferred treatment fr building facade imprvement. Restratin is mst applicable t buildings where there has been very little change t the building facade ver time. This results in the return f the facade t its riginal appearance thrugh the use f authentic materials and the replicatin f missing r deterirated cmpnents. Renvatin results in facade imprvements which d nt attempt t return the building t its riginal appearance. The bjective shuld be a return in the appearance t the apprpriate perid architecture f the building. Histric features shuld be preserved and inapprpriate later remdeling such as stucc, aluminum siding and vinyl siding shuld be remved. Imprvements made shuld be sensitive t histric details and materials and shuld respect whatever riginal character remains. Replacement f facades is apprpriate when the majrity f the riginal facade is missing r has been significantly altered s as t make restratin r renvatin impractical. Facade designs shuld select materials, dimensins and architectural details that are similar r cmpatible t surrunding buildings. Example: facade height, windw size and spacing, materials and clrs. Recnstructin takes place when the building and its features n lnger exist. With recnstructin, facade designs are created thrugh new cnstructin t replicate, mimic, resemble r accentuate histric perid details. Therefre, this prgram encurages the fllwing specific design guidelines fr facades and signage in Nrflk: Cntemprary design alteratins shuld nt destry significant histrical, architectural r cultural material. Distinguishing riginal qualities and character shuld be retained. Histric material and distinctive architectural features shuld be retained. Skilled craftsmanship that characterizes the building shuld be retained. Deterirated architectural features shuld be repaired rather than replaced. If replacement is necessary, new materials shuld match as clsely as pssible in design, clr, texture and ther visual qualities. Building surface cleaning shuld be cmpleted using the gentlest means pssible. Exterir sandblasting r methds that will damage histric building materials shuld be avided. Alteratins t facades shuld be dne in a manner that if the alteratins were t be remved in the future, the integrity f the structure and subsurface wuld be unimpaired. Nn-riginal building siding such as stucc, vinyl and aluminum shuld be remved whenever pssible. Replacement glass shuld be similar in size clr and reflectivity t the riginal. Dark-tinted glass shuld nt be used. Original histrically significant facades shuld be restred with as little physical alteratin as pssible. The use f incmpatible materials fr recnstructin shuld be discuraged; eg. aluminum r steel siding, faux brick, asphalt r cedar shingles, plastic, fiberglass and stucc. Strefrnts shuld incrprate the three design elements f a traditinal strefrnt t retain the integrity f the streetscape: bulkhead, strefrnt windws and transm windws. Signage shuld accentuate the perid architecture and shuld cmply with lcal signage cde rdinances.

9 Design and Dcument Apprval Flw Chart 1. Cntact is made with Vehicle Parking District #1 regarding participatin in the Facade and Signage Imprvement Prgram. 2. Applicatin is filled ut and submitted t the Vehicle Parking District, alng with a preliminary cnceptual sketch f the planned imprvements. (This n need t prvide infrmatin frm Supprting Data Checklist with this applicatin). 3. Vehicle Parking District cntacts Nrtheast Nebraska Ecnmic Develpment District fr Tier II envirnmental review. 4. A meeting f the Design Advisry Bard is scheduled with the applicant at the site f the prpsed imprvement. The fllwing items are t be addressed at the meeting: Bard members prvide histrical phts if available. Bard members take phts f building in its current cnditin. Bard members and applicant discuss the applicant s ideas and needs. Nte: Sketches f the planned imprvements need nly be cnceptual but must shw enugh detail s the Design Advisry Bard can make cmments and recmmendatins. 5. If the applicant wishes t participate in the prgram, applicant arranges fr preparatin f cnstructin drawings and price qutatin and prvides a cpy t Design Advisry Bard fr review. If n changes are suggested, the applicant cmpletes the applicatin material utlined under Supprting Data Checklist and submits tw cpies t the Vehicle Parking District. 6. The Design Advisry Bard and Nrtheast Nebraska Ecnmic Develpment District review frmal applicatin and then cmmunicates frmal apprval/denial t the applicant. 7. With apprval, Nrtheast Nebraska Ecnmic Develpment District meets with applicant and cntractrs t review and cmplete paperwrk and legal dcuments. 8. After frmal apprval and cmpletin f paperwrk and dcuments, the prject is undertaken accrding t apprved design. Any changes must be apprved by Design Advisry Bard. 9. At prject cmpletin the Design Advisry Bard cnducts a final review and prvides a written reprt t the Vehicle Parking District and the Nrtheast Nebraska Ecnmic Develpment District indicating that the prject has been cmpleted as prpsed. 10. Nrtheast Nebraska Ecnmic Develpment District wrks with applicant and cntractrs t cmplete final paperwrk and legal dcuments. 11. City f Nrflk disburses frgivable lan prceeds. 12. Design Advisry Bard reviews facade and signage imprvements annually fr a perid f five (5) years t ensure that apprved designs remain intact.
