THE FINANCE DEPARTMENT Finance Department functions include budgeting, revenue collection, debt management, purchasing, cash management and investment, disbursements, accounting, and financial reporting. Budget activities include coordinating and producing the annual budget document, monitoring revenue and expenditure performance, preparing mid-year and year-end budget presentations to the City Council, evaluating the effects of budget changes on service levels, assisting departments with business planning, and supporting citywide economic development projects. Treasury activities include maintaining the City s banking relationships, ensuring sufficient liquidity to meet projected cash flow needs, supervising the City s investment portfolio, preparing monthly cash and investments reports to the City Council, issuing debt, and administering the City s debt portfolio employees 882+ employees spanning 90 miles General Fund Budget $192.8 million serving 231,664 residents

3 EXAMPLE OF DUTIES The Management Analyst I/II position supports budget and treasury functions. Examples of duties include: Coordinate development of departmental budgets Review and analyze departmental budget proposals Assist with production of the City s operating budget document Monitor and forecast revenues and expenditures Ensure proper accounting for City revenues and assist with account reconciliation Prepare mid-year and year-end budget reports to City Council Analyze the budgetary impact of compensation or service delivery proposals Assist with updating various regulatory and service fees Conduct research and analysis to support operational initiatives and policy development Assist with special district administration Maintain banking relationships and monitor the City s banking activity Develop cash flow forecasts and manage the City s liquidity portfolio Assist with supervising management of the City s investment portfolio Maintain banking, investment, and debt administration records Prepare monthly cash and investments report to City Council Assist with debt issuance and ongoing debt administration activities Participate in preparation of the City s comprehensive annual financial report CANDIDATE PROFILE The position may be filled at the Management Analyst I or II levels, depending on qualifications. Any combination of education and/or experience that has provided the knowledge, skills and abilities necessary for satisfactory job performance would be qualifying. A typical way to obtain the required knowledge, skills and abilities would be: Management Analyst I: A bachelor's degree from an accredited college or university in public administration, business administration, finance, economics or a related field. Management Analyst II: A Bachelor's degree in Public Administration, Business Administration, Finance, Economics or a related field and three years of progressively responsible professional level organizational administration and/or operational support duties. Experience in public sector budgeting, treasury operations, or debt administration is highly desirable. A Master s degree in one of the fields listed above is also highly desirable and may be substituted for one year of experience. IDEAL CANDIDATE The ideal candidate will possess the following: Strong written and verbal communication skills, including proficiency with Microsoft Word and PowerPoint Strong research and analytical skills, including proficiency with Microsoft Excel Ability to work independently and as part of a team, establish priorities, and develop action plans Project management skills and the ability to manage multiple projects concurrently.

4 Tentative Recruitment Schedule 1st Review of Applications: Feb 12, 2018, at 12 Noon Oral Board Interviews: Week of Feb 26, 2018 COMPENSATION & BENEFITS The annual salary is $69,716 $115,073 depending on qualifications. Current benefit features include: CalPERS Retirement Benefit* Classic Employees - 60 benefit, 3 year final average compensation. New Employees - 62 benefit, 3 year final average compensation. Required PERS contributions vary by plan. All required contributions are tax deferred. Cafeteria Benefits Plan for employees/dependents includes up to $2,030 monthly to purchase medical, dental and vision plans; child care and medical expenses can be paid for with pre-tax dollars. *Refer to CalPERS web site for complete definitions of Classic and New employees: This is a Fremont Association of Management Employees (FAME) represented position with a probationary period of twelve (12) months.
