Boulden, PHR, SHRM-CP Human Resources Manager (202) JOB SUMMARY This position is located in the United States District and Bankruptcy Courts for the District of Columbia Clerk s Office Administrative Services Division and reports to the Chief Deputy for Administrative Services. The Budget Administrator performs supervisory work related to oversight, maintenance, and policy for the court s budget and spending plans. The incumbent develops and justifies budget requirements and executes approved budgets. The incumbent manages and oversees the court s budget support systems and services, develops and justifies budget requirements, executes approved budgets, ensures proper maintenance and analysis of all court budget records, and develops and implements office policies, procedures, and programs for budget management consistent with the Guide to Judiciary Policy and the Court Budget Operating Manual (CBOM). The Budget Administrator oversees the court s compliance with internal control requirements as directed by the Guide to Judiciary Policy and the AO s Office of Audit. DUTIES AND RESPONSIBILITIES Manages and overseas day-to-day budget operations of the court. Utilizes financial and budget systems such as JIFMS, CCAM/FASR4RT, JFinSys, ipps, and Infoweb. Prepares and/or coordinates the preparation of written budget justifications and the preparation of appeals and supplemental requests for submission to the Administrative Office (AO). Develops an annual spending plan in conjunction with managers and program staff (i.e. Procurement and Facilities, Department of Technology, and Courtroom Technology). Reviews updates to the Guide, Vol. 11 and assists the Financial Administrator with maintaining corresponding updates to the court s Internal Controls Manual. Analyzes total allotments by budget object code to determine where shortfalls exist and where reprogramming actions are necessary. Recommends and acts on reprograming between budget object codes. Serves as the liaison with judges, attorneys, Administrative Office staff, other court units, and federal agencies regarding court wide budget operations and matters. 2

3 Monitors and tracks obligations and expenditures throughout the execution phase of the annual operating budget. Assist with the creation of programs to prevent errors and detect fraud. Makes recommendations for the overall improvement of the courts budget processes and systems. Verifies that obligations and expenditures are in accordance with the spending plan and regulatory controls are within amounts programmed. Prepares or reviews all budget reports required by the AO, either electronically or manually, to the appropriate office in a consistent and timely manner. Maintains a budget plan that documents procedures relating to the management, planning, formulation, and execution of the budget. Serves as the JIFMS/CCAM and FASR4RT Security Administrator for the courts. Responsible for maintaining security records and updating user login ID s and passwords on the system for all users. Serves as the Infoweb Administrator for the District and Bankruptcy courts. Assigns access rights to Infoweb data for individual users. Assigns user ID s and resets passwords. Periodically review and update where necessary official contacts used regularly by the AO. Analyzes and interprets legislation, AO directives, court rules, and orders of the chief judge that impact the court s budget. Maintains and monitors the Infoweb Personnel Projection System (ipps) used to project salaries for the Clerk s Office and court reporters. This includes entering personnel actions and reconciling ipps against biweekly payroll reports sent electronically by the AO. Prepares reports and hiring scenarios for management which summarize the current and potential effects on the salary allotment. Collects workload statistics and prepares the monthly staffing allocation worksheet. Analyzes staffing statistics highlighting trends and changes on monthly and yearly basis. Performs projects of an analytical and administrative nature as requested by the Chief Deputy for Administration. In concert with the Chief Deputy for Administration, responsible for the development of a backup or backups that can assume the office s responsibilities when not available. Performs other duties as assigned. QUALIFICATIONS Required Education: The successful candidate must, at a minimum, possess a high school diploma or equivalent. Education above high school level may be substituted for required general experience based on one academic year (30 semester or 45 quarter hours) equals one year of general experience. Education may not be substituted for specialized experience. Required General Experience: The candidate must possess a minimum of three years of general experience to include progressively responsible experience that provides evidence that the applicant has a good understanding of the methods and administrative machinery for accomplishing the work of an organization; the ability to analyze problems and assess the practical implications of alternate solutions; the ability to communicate with others, orally and in writing; and the capacity to employ the knowledge, skills, and abilities in the resolution of problems. 3

4 Required Specialized Experience: To qualify for the CL-28, the candidate must also possess a minimum of two years of specialized experience, including at least one year equivalent to work at the CL-27 level. Specialized experience includes progressively responsible experience that is in, or closely related to, the work of the position that has provided the particular knowledge, skills and abilities to successfully perform the duties of the position. For example, progressively responsible experience in at least one, but preferably two or more of the functional areas of financial management and administration such as budgeting, accounting, auditing, or financial reporting that provided a knowledge of rules, regulations, and terminology of financial and budget administration. Preferred Education and Experience: A bachelor s degree from an accredited four-year college or university in business or public administration, finance, accounting, or other field closely related to the subject matter of the position is highly preferred. The ability to communicate effectively both orally and in writing is critical. Must have excellent interpersonal skills and be able to effectively communicate with staff. Must be able to maintain complete and highly accurate records and files. Excellent organization skills, the ability to respond to requests on short notice, and the ability to manage multiple tasks and stringent deadlines are essential. Must exercise good judgment, flexibility, and initiative. An in-depth knowledge of Federal Judiciary policies, practices, regulations, and terminology related to court and budget administration is highly preferred. Must be proficient in Word, Excel and other computer systems. Excepted service appointments are at will and can be terminated with or without cause by the court. Employees are required to use the Electronic Funds Transfer (EFT) for payroll deposit. Final candidates will undergo a Moderate Risk Background Investigation (MBI). This is a five year background investigation with five year periodic updates.
