2 POSITION PURPOSE The State Employees' Defined Contribution Plan 401(a) was authorized by Act This plan will be effective for most new commonwealth employees hired after December 31, All contribution/benefit transactions, all investment portfolio activity, and overall administration of the statewide 401(a) are directed by this individual. This individual directs the complex accounting operations of 401(a). The incumbent oversees the receipt, deposit, summarization, and recording of salary deferrals into the State Employees' Retirement Board (SERB) approved investment vehicles for the commonwealth employer agencies and the distribution of participant benefit payments. This involves the daily preparation of commonwealth required documents/files for the timely movement of monies through the State Treasury based on reports from the Master Trust Bank (MTB), the investment advisors, and the Third Party Administrator (TPA). In addition, responsibilities include the annual preparation of 401(a) financial statements, leading meetings with the commonwealth employer agencies, the compilation of accounting and actuarial records for production of the State Employees' Retirement System (SERS) Comprehensive Annual Financial Report (CAFR), and monitoring and performing agency wide special reporting. Direct hiring of additional 401(a) staff. DESCRIPTION OF WORK: ESSENTIAL FUNCTIONS Performs the full range of supervisory functions including, assignment of work, training, performance management, and time management. Effectively operate computer and various software Communicate clearly and effectively, both oral and written Interpret and apply commonwealth statutes and policies regarding 401(a) and SERS Lead meetings with employer agencies Travel, as required Interpret and apply federal statutes regarding public retirement plans Hire and supervise staff Interpret and apply GAAP and GASB Prepare, review, and submit various financial reports Analyze correspondence from IRS as well as meeting various reporting deadlines RESPONSIBILITIES Supervision of the State Employees' Defined Contribution Plan (401(a)): Assist in the development of programs to efficiently administer all facets of the 401(a). Closely monitor the required contractual services provided to the State Employees' Retirement Board (SERB), employer agencies, and 401(a) participants by the Third-Party Administrator (TPA). Plan and coordinate the statewide program to introduce 401(a) to all commonwealth employees with the TPA. This is accomplished by directing the review, modification, approval, and/or rejection of all marketing efforts, newsletters, and educational materials that are to be provided to employer agencies and all individuals eligible to enroll in the 401(a). Provide recommendations as necessary. Assure that all published information complies with the Internal Revenue Code (IRC) Section 401(a) regulations, Pennsylvania's Enabling Statute, and the Plan Document approved by SERB and IRS. Direct TPA to ensure that 401(a) website provides current and pertinent information. Meet and discuss 401(a) with appropriate staff and agency heads, comptrollers, deputy secretaries, heads of personnel, etc. to arrange for the ongoing distribution of plan information to all eligible employees. 401(a) must be made available to all levels of commonwealth employees, job sites, and diverse work hours. Direct all employer agencies in the process of implementing participant and agency deferrals to the 401(a). Coordinate the reporting of participant directed deferrals by the employer agencies through the TPA to the appropriate investment vehicle. Act as a liaison between the TPA and the employer agencies. Verify reported salaries, deferral limits, and any applicable fees charged to 401(a) participants' accounts. Directs staff and TPA to research and resolve pending and over deferrals to ensure compliance with state and federal law. Conduct meetings with the employer agencies to resolve issues. Directs staff to complete all necessary documents/files to record the daily movement of monies between the Master Trust Bank (MTB), investment advisors, and State Treasury on a timely basis.
3 Independently coordinate the disbursement of benefit payments. Direct the TPA in the preparation of any electronic media for processing benefit payment through the State Treasury. Report the appropriate FWT forms to the federal government as required. Oversee the completion of year-end tax reporting between the TPA and federal government. As necessary, directs staff to process beneficiary payments, escheated checks, and stop payments. Oversee the reconciliation of annual benefit and rollover payments. Oversee staff's maintenance of 401(a) general ledger. Direct the preparation of financial statements in conformance with GASB accounting pronouncements and GAAP principles. Provide periodic financial reports and analysis to SERB and to the plan participants regarding the 401(a). Work with independent auditors to plan and implement the annual audit of the 401(a). Directs staff to monitor the investment options to the appropriate benchmark as applicable as well as research and resolve differences with TPA and investment advisors. Monitor any changes to IRC pertaining to 401(a) retirement plans and direct SERS Legal Office to institute adopted changes into the Plan Document. Instruct 401(a) staff and TPA to modify 401(a) materials to clearly present the effects of the Federal amendments to all participants. Work with SERB, SERS Legal Office, and the State Legislature to modify the commonwealth's Enabling Statute and the Plan Document to implement any required Federal changes. Preside over meetings with employer agencies regarding implementation of any legislative changes. Monitor schedules of 401(a) account representatives to ensure adequate coverage is being provided to participants and eligible employees. Respond to participant inquiries in conjunction with the TPA. Direct the preparation of Request for Proposal for TPA services, additional investment vehicles, investment advice, and other services as required by SERB. Negotiate contracts for completion of requested services. Maintain professional contact with administrators of other state and local defined contribution plans as well as appropriate professional groups and national organizations to ensure 401(a) services are meeting participant needs and that fees assessed meet industry standard. Assist in the preparation of the budget for the 401(a). Review and analyze the expenditures on an ongoing basis. Special Reporting: Assist in the review, design, and implementation of effective and efficient accounting systems, internal control systems, and accounting procedural manuals for the State Employees' Retirement System (SERS). Assist in special projects such as custom reports on the investment activity and holdings in the MTB system, the annual preparation of schedules required for SERS CAFR, and specific schedules for year-end reporting purposes. Participate in the analytical review and implementation of commonwealth legislation, new Governmental Accounting Standards Board (GASB) pronouncements, and IRS regulations. Assist with any system changes as required ensuring compliance with investment accounting standards in addition to state and federal statutes. Respond, as directed, to information requests received from SERS staff, commonwealth agencies, and external entities. Attend meetings with SERS staff when accounting and financial topics are under consideration. Assist in the preparation of management information reports and analytical reports as needed by the staff. Consult with Bureau and Division Directors to develop and implement effective procedures for conducting business. Conduct business and lead meetings with private entities providing services to the 401(a) such as banks, brokers, actuaries, external consultants, and commercial vendors. Monitor and assist in coordinating the progress of the annual independent audit of the 401(a), which includes providing detailed technical assistance regarding interpretation and implementation of practices to be in compliance with GASB, and Financial Accounting Standards Board (FASB) standards. Assist in the review and reconciliation of financial information submitted to SERS actuary, participates in resolving accounting related issues associated with the issuance of the annual Actuarial Report, and each fifth year the Investigation of Actuarial Experience report. Prepare and/or analyze a variety of complex investment reports from sub-custodial banks, external managers, and investment brokers.
4 Plan, organize, and assign work to staff to ensure implementation of work plans and to make sure deadlines are met. This includes regular review and updating of subordinate position descriptions. Monitor, evaluate, and provide feedback on performance. This includes conveying and referencing performance standards, coaching and counseling staff, conducting progress reviews, and completing employee performance reviews. Identify and address training needs. Provide on the job training. Approve or reject leave requests and monitor employee leave usage in accordance with absence program provisions. Work with agency Human Resources staff to recruit and hire individuals. Work with agency Human Resources staff to pursue disciplinary action. Participate in the performance of subordinates' work consistent with operational or organizational requirements. Perform the full range of supervisory duties. Perform related duties as required. DECISION MAKING Directs the work of the State Employees' Defined Contribution Plan (401(a)). Priorities are independently set and supervisor periodically reviews work. Written and oral reports are prepared for the review and approval of the supervisor. Conferences and status reports are periodically submitted. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY: MINIMUM EXPERIENCE AND TRAINING You must meet the minimum experience and training for the job title. One year as an Accountant 2; or Three years of progressively responsible professional accounting experience, and graduation from a four-year college or university, including or supplemented by fifteen credits in accounting. Four years of bookkeeping experience and fifteen college credits in accounting may be substituted for college graduation. A Master's degree in Accounting or a related field may be substituted for one year of general work experience.
