2 THE FINANCE AGENCY The Finance Agency, through its three departments (Controller-Treasurer Department, Department of Tax and Collections, and Clerk-Recorder s Office), manages the County s financial systems and cash resources as well as the cash resources of school districts within the County. The agency s wide perspective and scope of responsibilities are shaped by the combined strength of its individual departments, each providing unique and highly specialized services. The Controller-Treasurer Department maintains the financial integrity of the County by providing oversight of the County s fiscal management. The Controller-Treasurer advises the Director of the Finance Agency, County management, and the Board of Supervisors regarding financial matters. The Department prides itself in delivering excellent service to all County departments, other governmental agencies, and the general public. THE POSITION The Controller-Treasurer is responsible for the planning, directing, review and management of functions and staff responsible for performing general accounting, budgetary control, fiscal administrative work and the treasury functions for the County of Santa Clara. Often described as the Chief Accounting Officer, this executive management position reports to the Finance Agency Director. The Controller-Treasurer s primary function is to develop an organization and a system of accounts, policies, records, and procedures that will provide data that can be analyzed and interpreted for the benefit of all functional executives in making financial decisions to achieve the goals and objectives of the County. In addition, other management responsibilities include planning, directing, reviewing and supervising a variety of financial activities including general accounting, accounts payable, debt services, payroll services, internal audit, property tax apportionment and the treasury function. Plan and direct the cash flow requirements for the investment program of liquid assets. Supervise the disbursements and investment of all monies and securities including tax revenues and funds from other governmental agencies. Direct the preparation of revenue and expenditure summaries and budget worksheets. Estimate and compute revenues and fund balances. Direct the activities of the Internal Audit Division. Control tax code area changes and prepare assessed valuations for tax raising agencies. Consult with other departments regarding fiscal and accounting problems. Supervise the selection and training of professional and clerical personnel and other related work as required. Incorporate the operations of two CHALLENGES AND OPPORTUNITIES Recently acquired hospitals that are vital to the community. Issuance of revenue lease bonds to acquire the hospitals and build a new county jail. Potential relocation of the department into a new facility. Continue employee enrichment programs, such as mentoring, career counseling, employee development sessions, etc.

3 THE IDEAL CANDIDATE A qualified candidate would typically acquire the knowledge and abilities through considerable training and experience equivalent to graduation from an accredited college or university with major work in accounting or a related field and four years of responsible experience in the administration of a complex financial, accounting or auditing unit. CPA Certificate is desirable. The successful candidate will possess knowledge of laws and regulations concerning the handling and care of public funds. Principles and practices of organization, administration, personnel management, labor relations and budgeting. Principles and practices of accounting, auditing and public finance. Methods used in governmental budgeting. Principles and application of data processing systems. In addition, candidates should have demonstrated ability to effectively plan, organize, staff, coordinate, direct and manage a variety of financial activities. Analyze complex financial and accounting records and reports. Prepare detailed financial reports. Oversee County-wide accounting systems and operations. Effectively express ideas in oral or written form. DESIRABLE CHARACTERISTICS Knowledgeable about the financial affairs of a large California county. Respects staff and has the proven ability to lead them to greater heights. Promotes customer service through working with members of the public, county departments, local government entities, and school districts. Collaborates with others to bring about change. Possesses interpersonal skills to deal with a variety of personalities and situations at all levels of the organization.

4 ABOUT THE COUNTY Santa Clara County, sometimes referred to as Silicon Valley, is unique because of its combination of geographic attractiveness and social diversity. With its numerous natural amenities and one of the highest standards of living in the country, it has long been considered one of the best areas in the United States to live and work. The County s population of 1.92 million is the largest in Northern California, one of the State s most heterogeneous, rich in ethnic and cultural diversity, and enjoys access to all of the attractions of the San Francisco Bay Area. The elected Board of Supervisors establishes policies to address issues that affect the day-to-day operation of County government and is responsible for an annual operating and capital improvement budget of more than $6.5 billion. It adopts ordinances that affect unincorporated communities and oversees the budget. The County operates under a charter form of government, which gives the County substantial responsibility and authority. Under this charter, the Board appoints a County Executive to administer County Government. Santa Clara County is the third largest employer in Silicon Valley with approximately 20,000 employees. 5 COMPENSATION AND BENEFITS $179,620 - $230,493 Annually Salary is dependent upon qualifications and cannot exceed the maximum amount listed. FOLLOW The County provides a generous Executive Management benefit package: County participation in California Public Employees Retirement System (CalPERS) Note: For new PERS members, salaries above a limitation imposed by federal law (current limit per IRS is $121,388): (1) neither the County nor the employee will make contributions to PERS on the portion of salary that exceeds the limit, and (2) the portion of the salary that exceeds the limit is not used by PERS to calculate the retirement benefit. If you were a member prior to January 1, 2013, the limit is $275,000 for Limits subject to change. Health Insurance: Kaiser, HealthNet, or Valley Health Plan Dental/Vision Insurance: Single and family premiums fully paid.
