2 Page 2 of 5 THE CITY ORGANIZATION Monrovia is a general-law city operating under the Council-Manager form of government. The five-member City Council appoints the City Manager who is responsible for the strategic direction and day-to-day operations of the City organization. The City Manager leads a full-time staff of 250 and a part-time staff of 100 employees while administering a Fiscal Year budget of $135 million. Monrovia is a full-service municipality that coordinates its operations through six departments: the City Manager s Office, Administrative Services Department, Public Services Department, Community Development Department, Police Department and Fire Department. Unique among California cities its size, Monrovia operates its own water system and library. COMMUNITY DEVELOPMENT DEPARTMENT The Community Development Department is comprised of three divisions: Building, Neighborhood and Business Services, and Planning. The Department is dedicated to serving the community, protecting the quality of life, preserving property values, and improving the built and natural environment. Responsibilities range from issuing building permits and business licenses to code enforcement, design review, zoning administration, implementation of the Monrovia Area Partnership program and historic preservation. The Community Development Department plays a very active role in what makes our community and organization premier. THE POSITION The City of Monrovia is looking for a unique individual to serve as an Administrative Assistant in the Community Development Department. This individual should be someone who is inspired by the challenges and opportunities presented in working with an engaged and active community. The Administrative Assistant will report to the Neighborhood and Business Services Division Manager. This position will assist in a variety of projects, programs and operational functions including, but not limited to: Assist customers on the day-to-day operations for all divisions in the Community Development Department. Serve as the primary staff in managing the issuance of business licenses. Provide administrative assistance to the Code Enforcement Section. Compile, and analyze data on the impact of various projects in City communities Review applications for accuracy and compliance with local, state, and federal regulations and policies

3 Page 3 of 5 QUALIFICATIONS Any combination of education and experience that would provide the required knowledge, abilities and skills is qualifying. A typical way to obtain the qualifications would be: High School graduation and one (1) year general office experience, including familiarity with computers and office software. Experience in Business License processing, SQL, and bilingual skills highly desirable. LICENSE OR CERTIFICATE Possession of a valid Class C California Driver s License and a good driving record. SELECTION PROCEDURE Applications will be reviewed and those candidates whose applications indicate that are most qualified will be invited to continue in the examination process: The selection process may consist of: Application Evaluation (Qualifying), Written examination (Evaluation), and Qualifications Appraisal Interview (100%). BENEFITS The City provides a generous benefit package, including: Retirement CalPERS 55 (Classic Members) or CalPERS 62 (new members). The employee pays the full employee portion of the retirement contribution and the City does not participate in Social Security Effective the first pay period on or after July 1, 2018, all employees will contribute the equivalent of $85 per month to offset CalPERS Unfunded Accrued Liability costs. The employee contributions made pursuant to this Employee CalPERS Response Giveback Plan are coordinated as a pre-tax contribution. Lastly, the employee contributions made pursuant to this Employee CalPERS Response Giveback Plan is to be considered part of the employee contribution towards CalPERS retirement system costs. Health, Welfare, & Savings Cafeteria benefit allowance of $1,060 / month for use towards enrolling in any of the City offered health, dental, and vision plans. Any employee who wishes to cash out his/her cafeteria allowance receives 25% of the allowance as taxable income or deferred compensation Long Term Disability 60% of base salary for a minimum of 2 years if not fully disabled; to age 65 if fully disabled Short Term Disability 60% of base salary to a maximum of $1,250 per week for a maximum of four months

4 Page 4 of 5 Vacation Leave 100 hours of annual vacation accrual, increasing up to 200 hours based on years of service Sick Leave Accrue at eight hours per month, with unlimited accrual; new employees shall be eligible to bring with them up to 250 hours of sick leave from their prior employer, so long as a new employee s prior employer did not compensate the employee for their sick leave Holidays 12 paid holidays annually plus 2 floating holidays Tuition Reimbursement Tuition reimbursement program is available upon completion of probationary period.
