2 We invite and encourage qualified candidates to apply for a chance to be part of the Novato Fire family. Under the general direction of the Finance Director, the position of Senior Account is responsible for administration of payroll and benefits, and management of the entire payroll process, including retirement, Workers Comp, disability benefits, and oversight of accrued leave benefits. This position will also assist with the day-to-day accounting and financial operations of the District, including bank deposits and reconciliations, A/R, A/P, general ledger, fixed assets, account reconciliations, maintenance of accounting records and databases, monthly and yearend financial close and reporting, assistance with financial audits, and other tasks as assigned. The ideal candidate will have extensive knowledge of payroll processing, GAAP accounting, and full-cycle accounting functions, with experience in governmental accounting and reporting highly desirable. Novato Fire Protection District is a five station agency with 74 personnel in safety and non-safety ranks. The District encompasses 72 square miles in Northern Marin County, California. Novato Fire averages 4,800 calls for service a year as an all hazard fire agency. Qualified Candidates Possess: Knowledge and experience in payroll processes and procedures, including experience with ADP Knowledge and understanding of Generally Accepted Accounting Principles (GAAP) and GASB (Governmental Accounting Standards Board) pronouncements Strong communication skills Expert skills in Windows PC with Microsoft Office (Outlook, Word, Excel, PowerPoint) Valid California Driver's License High school diploma or GED certificate Five years of progressively responsible accounting experience in private or governmental finance work Highly Desirable Items: Payroll certification Bachelor s degree in accounting or finance Governmental accounting, auditing, and financial reporting Ambulance/EMS billing and Medicare, Medi-Cal reimbursements Knowledge of Fair Labor Standards Act (FLSA) as is relates to firefighters Intermediate to advanced skills in ADP and QuickBooks Strong Excel and Word background and skills Familiarity with TeleStaff

3 Essential functions of the position include, but are not limited to: Manage, prepare, process payroll, and maintain payroll files Reconcile TeleStaff timekeeping system to ADP Semi-monthly payroll verification and processing of time records; prepare quarterly and annual tax reports and returns; confirm compliance with applicable Federal, State, and local law, rules, and regulations. Prepare Workers Compensation quarterly reports Prepare retirement contribution worksheets and submit to MCERA (Marin County Employees Retirement Association) Prepare contribution reports for 457 deferred compensation plans Bank deposits and reconciliations Accounts receivable and accounts payable; assist with ambulance/ems billing and Medicare, Medi-Cal reimbursements Manage fixed asset inventory and capital assets in accordance with District policies for capitalization and depreciation General ledger, journal entries, account reconciliations, and month-end/year-end close process Assist with financial transactions and bookkeeping for Marin Emergency Radio Authority (MERA), a Joint Powers Authority (JPA) for which the District provides administrative services Manage bookkeeping for Novato Fire Foundation 501c(3) Assist with maintaining quarterly transactions for 457 deferred comp plans Prepare Sales & Use Tax returns for Novato Fire District and Foundation Organize and prepare monthly and year-end general ledger processing and closing; complete journal entries with proper documentation; post and balance general ledger accounts; confirm compliance and accuracy in accordance with GAAP and GASB (Governmental Accounting Standards Board) pronouncements Take part in the compiling and formulation of the annual budget, as well as supporting other staff with budget preparation, providing revenue and expense forecasting, and examining expenditures Assist the Finance Director with Special Assessment Property Tax billing system Assist with closing of year-end books in preparation for annual audit, including the coordination of audit schedules and reports for external auditors, and supporting the Director of Finance during the annual audit process Reconcile asset, liability, revenue, expenditure accounts; bank statements to the general ledger; and prepare specialized transactions in accordance with all applicable Federal, State and local laws, rules, regulations, and ordinances. Assist with preparation of a variety of financial statements and reports, including the State Controller s Financial Transactions Report, Government Compensation report, and Comprehensive Annual Financial Report (CAFR) Examine and explore technical transactions to resolve questions and confirm data; guarantee fiscal accountability and fund integrity for transaction and supporting documentation Interpret, explain, and apply general and governmental accounting/auditing principles and procedures, laws, and regulations affecting the financial operations of special districts; deliver professional and specialized guidance and training to other staff in accounting processes and procedures Provide support and coverage for other finance and administrative staff when needed Aid management with special projects as required Prepare monthly financial reports for cash receipts, cash disbursements, and fund transfers for Board approval at the monthly Board meetings Complete and submit reimbursement requests to Cal-OES for Out of County emergency deployments

4 Support District operations and continuity of business during emergencies or activation of the Emergency Operations Center (EOC) Compensation and Benefits: Salary Range: $7, $9,166.67/month depending on experience After one year of continuous service, members are entitled to 102 hours of vacation Members accrue 8.5 hours of sick leave per month Members may enroll in District sponsored medical, dental, vision, and voluntary life insurance coverage o The District will pay 80% of the applicable Kaiser medical premium towards the medical plan of the members choosing for member and eligible dependents o The District pays 100% of dental and vision premiums for the member and eligible dependents o The District provides $60,000 of life and AD&D coverage for each member o The District offers additional voluntary life insurance coverage for member, member s spouse, and member s children.
