2 The Position Under the immediate supervision of the Budget Director, the Assistant Budget Director will be primarily responsible for supervising the Budget, Policy, and Performance Analysts and others in the preparation and maintenance of the County budget, performance reporting, analysis and evaluation of County programs, organizational reviews, and similar analysis. The Assistant Budget Director must use independent judgment and the application of extensive knowledge of government finance, government programs, and organizations in solving a wide variety of complex problems involving continual public, intergovernmental and interdepartmental relations. Duties of the position include, but are not limited to: Managing the day-to-day operations of the Office of Budget, Policy, and Performance, which includes supervising two Principal Budget Analysts Coordinating the preparation of the recommended and adopted budgets and presenting this information to the County Manager, Board of Supervisors and the public Long-range financial planning and Net County Cost management Collaborating with staff on annual goals and objectives for their assigned departments and programs Planning, assigning, directing, and reviewing the work of the Budget Office staff and evaluating their performance Providing training and staff development aimed at integrating new staff into the Office and maximizing the potential of existing staff Developing and/or analyzing County policies and procedures Assisting in the analysis of State and Federal legislation, including budgetary impacts Evaluating existing programs and activities and making recommendations for improvement Ensuring quality and timeliness of work assignments Qualifications: Education: Equivalent to a Bachelor's degree from an accredited college or university with a major in political science, business, or public administration. Experience: Equivalent of three years of highly responsible experience performing a wide variety of complex financial duties in a large complex public agency. Experience managing staff and managing day-to-day operations is required.

3 The Ideal Candidate The ideal candidate will possess: Knowledge of principles and practices of supervision Skill as a consensus builder who is firm, fair and and personnel management responsive, and is a tactful leader with excellent Knowledge of principles of governmental group facilitation skills organization and public administration Strategic thinking and planning skills and political Expertise in financial analysis and budget astuteness preparation and administration Willingness to take risks, skill in leading and adapting Expertise in the areas of public financing, economic analysis and forecasting Ability to establish effective partnerships with others, establish trust quickly, and use a participatory style in reaching solutions to problems to change, skill in promoting and welcoming new, creative ideas, and an appreciation of differing opinions and styles Ability to perform complex mathematical and statistical calculations accurately A manner that is easily approachable and likeable, a keen sense of humor, and an image of sincerity, confidence and honesty Skill in the effective use of automated systems and spreadsheet applications and past experience with automation upgrades Ability to develop and persuasively communicate the County Manager s fiscal management vision Skill in evaluating the operations of departments of various sizes, functions, and levels of complexity and effectively motivate others to achieve that Skill in preparing complex and detailed written re- vision ports and procedures, and skill in presenting effectively to diverse audiences

4 County of San Mateo San Mateo County is located in the heart of Silicon Valley, bordered by San Francisco County to the north, Santa Clara County to the south, the Pacific Ocean to the west and San Francisco Bay to the east. Within its 455 square miles, the County is home to some of the most spectacular and varied geography in the United States. Known for its mild climate and scenic vistas, it includes redwood forests, rolling hills, farmland, tidal marshes, creeks and beaches. The County budget, which includes 20 operating departments and 68 budget units, totals $2.5 billion with over 5,400 authorized positions. 5 Opportunities & Challenges The County prides itself in being a learning organization and has adopted the LEAN / Six Sigma approach to integrate continuous process improvement across the organization. The County was an earlier adopter of outcome-based budgeting and continues to seek new ways to use data to improve services and transparency. In addition, San Mateo County is one of the few counties in the State of California with AAA bond issuer ratings from Moody's and Standard & Poor's, exemplified by adherence to conservative debt and reserves policies and an aggressive approach to paying off its unfunded pension and retiree health liabilities. The Assistant Budget Director is a new position that will be key to the County s succession planning efforts. The Assistant Budget Director will obtain institutional and operational knowledge from key Executive Team and Budget staff that may retire in the next months. Other critical short and long-term challenges include: Planning and preparing for the upcoming two-year The use of open data to demonstrate performance budget and performance cycle and improve transparency Overseeing the implementation of a new budget Long-range revenue and expenditure forecasting system Overseeing the issuance of new debt for major cap- The continued expansion of LEAN / Six Sigma, Return ital construction and IT projects on Investment analysis, and other process improvement techniques Maintaining excellence in service delivery, both to internal and external clients

Describe your experience developing revenue projections and long range budget forecasts for a governmental organization. 3. Describe the most challenging, complex budget/ financial project you developed and implemented. 4. Describe your experience supervising staff who perform budget/financial analysis activities. 5. Describe your experience evaluating programs which require detailed analysis. Explain how your findings and recommendations affected the programs and the entire organization. 6. Describe your experience with automated systems and specific software applications. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). The Application Screening will include a careful review of each candidate's employment application. The responses to the supplemental questions will be heavily considered in the screening process. Those applicants who receive a passing score on the rating of the application materials will be invited to the panel interview. The Panel Interview is a standard component of most Civil Service selection processes. Each candidate will be interviewed individually by a panel of three (or more) subject matter experts. All candidates will be asked the same questions, in the same order, for approximately the same amount of time. Responses to each question will be scored based on pre-determined scoring criteria. Each candidate will receive an overall interview score which will determine that candidate's ranking or placement on the eligible list. Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations, or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination.
